Re: 25/60200 JES Holdings Ltd
Consultants: Finegan Jackson
Permission: permission for the demolition of existing structure ruins and boundary wall and gate
entrance at Parnell Street, the construction of 3no. 3 storey, terraced apartment
buildings consisting of: 3no. 1-bed units at ground floor level and 3no. 2-bed units at
first/second floor level, connections to existing public services, revised boundaries
and all associated site works.
Location: Parnell Street, Drummond Etra, Carrickmacross
Date: 13/06/2025
Background
The proposed development lies in an area of high groundwater vulnerability, overlying a regionally
important karisfied aquifer. The development is in the Proules_020 Catchment which is classified as
poor status in accordance with the Water Framework Directive.
Foul Water and surface water will discharge to the public network.
The site development is located within the outer source protection zone for the public water supply
and just outside the groundwater planning alert zone. Therefore, a hydrogeological assessment will
be required.
Recommendation
The following additional information is requested:
a) Submit a hydrogeological assessment (prepared by a suitably qualified hydrogeologist) to
include a groundwater and surface water assessment, identification of potential pathways to
the groundwater aquifer, the Proules River and the public water supply zone of contribution.
This plan shall identify mitigation measures to protect groundwater and surface water during
construction and operational phases of this development.
