HomeMy WebLinkAbout2557 - Report Received from Internal Staff - Environment No 2 (2) ENVIRONMENTAL REPORT To Planning From: Martina Smith, Environment Section Ref: 25/57 Padraig Sherry, Agheracalkill Agent: Niall Mc Kenna Permission to extend existing poultry unit, erect a new manure store, connect to storage tanks, reposition meal bins, open new entrance on to public road and all associated site works. The proposed development site is located on an area of low groundwater vulnerability which is underlain by a Locally Important Bedrock Aquifer that is Moderately Productive only in Local Zones. The site is located within the Blackwater Monaghan_10 waterbody and the Scotstown _20 waterbody. The Blackwater Monaghan_10 is classifled as Good status 2016-2021, this waterbody is currently at Review status, Agriculture and Urban Wastewater have been listed as signiflcant pressures, the WFD objective for this waterbody is “Protect from Deterioration”. The Scotstown_20 was classifled as High status 2016-2021 and has a WFD objective of “Protect from Deterioration. It is important that the site is managed in a manner which does not impact on surrounding water quality. The application form details that the existing number of birds onsite is 39,900 laying hens which is currently below the threshold for EPA licensing. Details on the number of birds after the proposed development have not been indicated on the application form. No details on outlets for hen manure have been provided with the application. The proposed development includes the provision of a new manure store; from the site inspection it was noted that this would be an improvement for the site. No details on volume of wash waters produced or the outlets available for wash waters arising from the proposed development have been provided with the application. Maps of lands and N Loadings have been submitted but no reference is given to wash waters water arising from the proposed development. No details have been provided on the storm water drainage from the site; from the site inspection it appears that surface water is directed to a watercourse at the back of the units which discharges to the Blackwater (Monaghan)_10. No nature-based solutions for storm drainage have been included in the application given the sensitivity of the receiving waters it is recommended that reviewed proposals for storm water drainage are requested. No details have been provided in relation to the collection of dead birds from the site. I note that the development is within 4km of Sliabh Beagh SPA, the application does not include an assessment or any details in the change in ammonia emissions for site after the proposed development. I refer to planning section in relation to the requirement for AA or additional assessment regarding same. Information submitted with this application is not sufficient to allow a full assessment of this application, it is recommended that the following additional information is requested: 1. A fully completed agricultural application form. 2. The proposed number of birds to be housed on site after the proposed development. 3. A signed letter from a registered contractor for the collection of all poultry manure arising from the development or details on the outlet for all poultry manure arising from this facility. Details shall be sufficient to demonstrate compliance with the European Union (Good Agricultural Practice for Protection of Waters) Regulations, 2022 as amended. 4. A detailed assessment to demonstrate how it is proposed to provide 26-week storage capacity for hen manure and associated seepage in accordance with the requirements of the with the European Union (Good Agricultural Practice for Protection of Waters) Regulations, 2022 as amended. 5. Details on the volume of wash waters produced per annum (m3) 6. Details on how it is proposed to collect and store all wash waters from the poultry unit and the manure storage on site during wash out operations in accordance with the requirements of the European Union (Good Agricultural Practice for the Protection of Waters) Regulations, 2022. Conflrm the dimensions of the existing and proposed wash water tanks. 7. Submit an up-to-date Nutrient Management Plan Assessment demonstrating how it is proposed to utilise wash waters arising from the proposed development in accordance with the European Union (Good Agricultural Practice for Protection of Waters) Regulations, 2022 as amended 8.
