Monaghan County Council Glen Road, Monaghan. 09/09/25 Re: Official Objection Notice, Planning Application 2560309, Newgrove, Monaghan To Whom it May Concern, ValePark Farms would like to lodge an official objection to the Planning Application 2560309 formally submitted under Planning Application 19409 in 2019. The application is within Lands adjacent to Lands at Newgrove and the application for infilling the adjacent lands to a depth of 2.4m was previously refused. There does not seem to be any further relevant evidence provided in this resubmitted application to justify a change of decision. As per: FMP 2 Flood Risk Management: a) The proposed development can be justified on strategic grounds. - NO b) The flood risk can be managed to an acceptable degree and without increasing flood risk beyond the site itself. — NO; flood risk is increased to the adjoining lands and beyond c) Appropriate and detailed mitigation measures can be implemented to remove/minimise flood effects. — NO; adjoining lands drainage system required c/w maintenance. Proposed screen cages have now been removed from CSP's report, but continual maintenance would be required on lands outside of control. Silt and debris from filled lands will cause ongoing issues and extra maintenance. It is not accepted that any of these requirements can be achieved FLP 2 Flood Risk Policy: It must be demonstrated that any mitigation measures proposed will not exacerbate flood risk in the wider area. — Land within the application ownership, not the site, shows no mitigation for the flood effect caused by the displacement of flood water storage capacity from within the application lands. We enclose payment and the original report listing the items that are believed to be in contradiction to the planning regulations, etc. Regards, `lv . 00 10 SEA' 2025 Official Objection Notice Report Planning Application 2560309, Newgrove, Monaghan Report on Infilling of Lands 22nd June 2020 Newgrove Report Page 1 of 6 Ref: JG/SM Contents 1 INTRODUCTION........................................................................................................... 2 APPLICATION REVIEW........................................................................................................ 4 3 RECOMMENDATIONS............................................................ Newgrove Report Page 2 of 6 Ref: JG/SM I INTRODUCTION Instruction from ValePark Farms to undertake a Survey and Risk Assessment of Newgrove Lands to establish conformance, or otherwise, with the planning obligations outlined in the Planning Application 19409. The report is compiled by Jody Gilliland BEng (Hons) MIET (Building Services Engineer) and survey carried out by Stephen Moffett BSc. Hons.Arch.Tech.&Mang.,Dip.Ind. of Moffett Architectural. Newgrove Report Page 3 of 6 Ref: JG/SM 2 APPLICATION REVIEW Gallinagh Poultry Farms intend to infill lands adjacent to ValePark Farms as per the Planning Application 19409. The Lands in question are located in a hollow and provide a pluvial flood zone for their own Lands and will not be the case with infilling to 2.4m above the existing level. The application had a request for further information in relation to this environmental issue and we find the response to be non -compliant due to the following reasons 1. Marcus Dancey of C S Pringles within the Application continually references the drain that they intend to relocate the storm water to. This drain and all associated items are located within ValePark Farms property and has served that Land as mentioned for over 40 years. No access for survey was requested or discussed. 2. The Council within their review asked for the "effect of the loss of pluvial storage of the site and any issues arising from displacement of this storage". It is very clear that the adjacent Lands of ValePark Farms will act as the pluvial storage and also the normal run off from the surrounding Gallinagh Poultry Farms Lands, 3. As below, the photo shows Ref A, B, C, D, E & F, these are all located within ValePark Farms Lands. Ref A-B is an open drain for the purpose of collecting pluvial flood water from the surrounding ValePark Lands in the event of heavy rain or flooding. It does not drain pluvial water from the adjacent Lands. It is a privately maintained drain. Ref B-C is an open drain located between the hill fields and the low-lying field of ValePark Farms and runs continuously between the fields for run-off water. Ref C-D-E is the 225mm storm pipe referred by Pringles and is sized for the removal of the storm water of the Lands in which it is situated, not for use by Gallinagh Farms and to act as a "Throttle" to the Blackwater River. Ref E-F is an open drain located in the field of ValePark Farms for their hill field run-off. Newgrove Report Page 4 of 6 Ref: JG/SM The infilling will have a serious environmental effect on ValePark Lands as the Storm Drains are not capable of dealing with the extra flow and will flood the drains until it reaches the Blackwater River. In turn this will cause extra flooding downstream due to extra volume. 4. Within C S Pringles assessment, it is recommended that screened cages are located at each side of ValePark Farms storm drain therefore indicating that there is intention to undertake works in the adjacent Lands. No permission is granted for these works or access. Maintenance would also be required with access and this is not granted either by means of a wayleave etc. S. At present the drains on ValePark Farms lands receive storm water from approx. 4 hectares compared to the catchment of 8.59 hectares listed by C S Pringles from the adjacent property. The attenuation provided within that site should be retained for this storm water. 6. Calculations have been provided that indicate flooding to the adjacent site and that this is acceptable. ValePark Farms do not find this to be acceptable or the impact it will have on their Lands. The infill has benefits to Gallinagh, but these are gained by losses from the adjacent lands. 7. The contours shown below, and measurements are refencing ValePark Farms drainage pipe. This area does not flood as the water drains nearly 300mm below the measurement used (bottom of pipe). If the adjacent land is filled, the below flooding will be inevitable. The "site" referenced both lands. Gallinagh Farms should provide their own storm drain to the Blackwater at minimum within their own lands. Newgrove Report Page 5 of 6 Ref: JG/SM 3 RECOMMENDATIONS The Council should undertake or appoint an independent specialist to survey the site to confirm the findings. We are not in agreement with the information available in the planning application. The pluvial zone should remain for attenuation of storm water for that area. Newgrove Report Page 6 of 6 Ref: JG/SM
