Inland Fisheries Ireland (IFI) is a statutory agency responsible for inland fisheries in Ireland. Under section 7(1) of the Inland Fisheries Act 2010 (No. 10 of 2010) the principal function of IFI is the protection, management and conservation of the inland fisheries resource. The site is located close to the Monaghan Blackwater River. This river contains valuable habitat and supports stocks of brown trout and lamprey among other species. Note: Lamprey species are Annex II listed in the Habitats Directive. The WFD Ecological status of the waterbody at this location, Blackwater (Monaghan)_030 is Good. In order to safeguard this watercourse IFI recommends the following: • A buffer zone should be established, of at least 10m in width, on either side of all watercourses on site where no works will take place in order to protect the aquatic habitat . • There should be no discharge of suspended solids (e.g. silt) or any other deleterious matter to any watercourse during the proposed works. Silt can clog salmonid spawning beds, and juvenile salmonids are particularly sensitive to siltation of gill structures. Similarly, plant and macroinvertebrate communities can be blanketed over, and this can lead to loss or degradation of valuable habitat. Suitable mitigation measures should be put in place to safeguard water quality, riparian and instream habitat. We refer you to Section 7 of our guidance documents entitled ‘Guidelines on Protection of Fisheries During Construction Works in and Adjacent to Waters’, which can be accessed on our website. • A log of daily visual inspections of all watercourses on site should be retained for the duration of the project. Please keep us informed of progress with this application. Yours faithfully, Michaela Kirrane Senior Fisheries Environmental Officer, IFI Dublin RECEIVED: 15/09/2025
