RECEIVED: 19/10/2025 The Planning Department Monaghan County Council 1 Dublin Street Monaghan Town, Co. Monaghan Email: planning@monaghancoco.ie Date: 19.10.2025 Re: Planning Application Ref. No. 2560400 Dear Sir/Madam, I wish to make a formal objection to the above planning application, in accordance with Section 37 of the Planning and Development Act 2000. 1. Personal Details Name: Sinéad & Mark Hughes Address: Cladowen, Newbliss, Co. Monaghan H18 XR15 Phone / Email (optional): 2. Grounds of Objection We object to the proposed development on the following grounds: Environmental Reasons This site is in an area rich with birds and wildlife. The proposal could have an impa ct on the habitat and species of many animals and migratory birds which are protected under the EU Birds & Habitats Directive. Has there been an Environmental Impact Assessment done on this project?, I emailed the Liason address that was provided in the Intention notice to apply with several queries but as yet I have not received a reply. The noise, vibration and shadow flicker may disturb the breeding or roosting areas for the wildlife on the neighboring lake. There is also the possibility of turbine collision and displacement effects on the birds – for example buzzards and bats. The proposed site lies along a known bird migration corridor. Lighting, turbine height, and blade tip speed may further increase collision risk. The construction and maintenance of the turbine would require a lot of excavation, and RECEIVED: 19/10/2025 heavy machinery access across three townlands and alongside a canal which would destroy hedgerows, habitats, and nesting areas. The development could fragment wildlife corridors, isolating populations and reducing biodiversity. The noise and vibration from operation could disrupt sensitive fauna, especially at night. The development requires significant site clearance and road upgrades that will result in the loss of hedgerows and mature trees, which are essential for nesting birds and as bat flight corridors. This would result in a permanent loss of ecological connectivity in the area. We also feel that the turbine’s m height would visually dominate an otherwise unspoiled upland landscape, reducing its ecological and recreational value and conflicting with Monaghan County Development Plan policies on landscape protection. The proposal is contrary to Policy NH 4 of the Monaghan County Development Plan, which seeks to protect habitats and species from inappropriate development. The siting of a turbine in this ecologically sensitive area does not align with sustainable plannin g principles. For the reasons outlined above, I respectfully request that Monaghan County Council refuse permission for this development. The proposal would have an adverse effect on the character of the area, residential amenities, and the proper planning and sustainable development of the locality. We are disappointed to see that hedge clearing has already begun in the proposed area which surely is not in keeping with the entire application process. Thank you for considering this submission. Yours faithfully, Mark & Sinéad Hughes RECEIVED: 19/10/2025
