Permission: Planning permission to construct 1 No. poultry house together with all ancillary
structures (to include meal storage bin(s)) and site works associated with the
development This application relates to a development which is for the purposes of
an activity requiring a licence under part IV of the environmental protection agency
(Licensing) regulations 1994 to 2013, An environmental impact assessment report
(E.I.A.R) will be submitted with the planning application.
Location Shanmullagh, Clontibret, Co. Monaghan.

Background
The proposed development is located on a poor aquifer in an area of extreme groundwater
vulnerability. The development site is located within the Clontibret (Stream)_SC_010 subcatchment,
and within the Clontibret Stream_020 subbasin, which has been assigned Moderate status under the
Water Framework Directive status (2016 - 2021) with an objective of Restore. The Clontibret
Stream_020 flows adjacent to the proposed development. A Water Protection Plan checklist has been
submitted with the application.
The site layout plan shows that surface water arising from the poultry unit and the concrete areas
around the proposed manure store will discharge to a soak pit. A BRE365 infiltration test report has
been provided as part of the application which states that a soak-away is suitable for use on the site.
A letter from College Proteins dated the 18th of February 2025 has been included with the application,
which states that they are in a position to collect dead birds, however, the address on this letter is
Downs, Clontibret, Co. Monaghan. An updated letter from College Proteins was provided under
planning reference 25/60058, however, this has not been provided as part of this application.
A letter from Colin Tate Ltd dated 02/10/2025 has been included with the application and states that
poultry litter will be collected from the development, however, the letter has not stated where the
manure will be brought to and whether the manure will be land-spread or used for composting.
Maps of spread lands for soiled water have been included with the application, demonstrating that
the current stocking rate of these lands is below 170 kg N/ha. A Nitrogen and Phosphorus statement
was submitted as part of planning reference 25/60058 demonstrating that the proposed spread lands
have sufficient, however, details of this have not been provided as part of this application.
I recommend referring this planning file to the EPA for comment.
Recommendation
I recommend the following further information:
a. Submit an up-to-date Nutrient Management Plan Assessment demonstrating that the
available spread lands have the capacity to accept soiled waters arising from the
development.
b. Submit details of the outlet for manure arising from the proposed development to include the
destination(s) and the purpose for which the manure will be used.
c. Submit details on the outlet for dead birds from the proposed development. The address on
the letter submitted with the application is Downs, Clontibret, Co. Monaghan which is
inconsistent with the proposed development address.
