Re: Full planning permission for development at Naffarty, Carrickmacross, Co.
Monaghan.
The development works will consist of the importation of subsoil to raise and level
existing ground for improvement of existing agricultural field off new entrance onto
shared lane and include all associated site works. The class of activity will be; class 5,
& 6 of the Third Schedule Part 11 Waste Management (Facility Permit & Registration)
Regulations, 2007 as amended.

On behalf of our client Gerry Eakin, we wish to apply for full planning permission for the
above.
Introduction:
We have been engaged by the above-named applicant to examine the property at Naffarty,
Carrickmacross, and make an appraisal for the reinstatment of the plot to an agricultural field
on foot of a re-zoning of the area under the County Development plan 2025-2030.
The Planning Permission of inert fill material deposited on personal land to reclaim as
suitable agricultural land. RECEIVED: 28/10/2025

Our analysis included the examination of the field and adjoining fields near the site and
various meetings with the client on site examining the current condition of the field before
deposit of the inert material.
We have also reviewed historical documentation on the plot for previous applications and
waste permits.
We have also had pre-planning discussions with Environment Section of Monaghan Co Co
prior to developing the current application.
Examination:
We carried out an analysis of the site’s location, its context and the specific characteristics of
the site.
Our examination included walking the entire site and road area and recording all of the
existing structures and planting on and adjoining the site. We have recorded the adjacent
roads and access areas into the field.
Boundary fences and ground conditions were also examined and recorded. We have
consulted with Local Authority publications as well as the Development Plan for Monaghan
2025-2030.
We have reviewed previous County development plans back to 2004.
Existing ground levels have been recorded and shown on site plan. Dense areas of
vegetation have been marked and adjacent levels recorded.
The adjoining development under construction Pl Ref 22132 has been reviewed.
The Waste Licence Certificate of Registration has been fully examined and filled out in
conjunction with applicant and similar applications in the area with advice pending a
successful grant of planning.
The proposed field is for the personal use of the applicant who is in full time housing
development in the locality.
The development reflects the nature scale and forms of the existing agricultural fields in the
area and can be seen a completed works on neighbouring lands already complete.
We hope this explains the justification for the need for this development for our client. Our
client is resident close by and has lived in the area for over 50 years.
Site suitability – Visual impact considerations:
The applicant in association with a former partner ( Peter Mc Mahon ) now deceased had
developed a large portion of the adjacent housing development for the initial planning
permission dating back to 2004.
A waste permit was granted on the site for the Local Authority as a spoil deposit location
when the sewage and surface water upgrade was completed in the town.
No enabling works to level out the field was conducted at the time in view that future housing
may be completed on the plot.
The plot had been zoned housing in previous development plans up to the previous
development plan when it was zoned Industrial employment.

Previous Industrial Zone Current agricultural zone
A subsequent application for martin pallets to develop a warehouse was granted on part of
the lands adjacent and formally owned by Gerry Eakin and Peter Mc Mahon (deceased).
The completed ground levels on the industrial development have had an impact visually on
the remaining plot and field.
The remaining area has now been zoned agricultural.
This has no benefit for the user as the levels and historical spoil heaps require significant
filling and grading.
The importation of suitable in earth material and topsoil will benefit visually on the plot and
offer a suitable land plot for farming use or until future development is applied for.
It has been a wish to clean up the site to reinstate it as visually pleasing for the benefit of the
adjacent residences and land owner.
The current position is that examination of the surface confirms that the site will be suitable
for inert material used for fill. Our client is lucky to have an opportunity to deposit suitable
earth fill to reclaim the field.
The fill will be subsoiling loam making up an average depth of 1.5m. Over existing ground
levels and not exceeding the levels shown hatched blue on the site layo0ut plan.
This depth is calculated on the levels of the field as shown on cross sections A-D and 1-6
with some areas not increased at all.

It is expected that the development and fill including reinstatement and grassing will be
commenced and completed within the next 20 months.
TREES AND LANDSCAPING:
As before mentioned, the main intention is that all existing mature trees and hedgerows
which bound the site will be preserved and maintained in accordance with good rural
practices.
The landscape proposal for the site involves the supplementary rotavating and seeding the
field when the weather improves.
ENVIROMENT:
There is no projected hazard to the existing ground water some 130m away from the site. All

suitable soil form the area. A 10m buffer zone from the rear boundary will protect surface
water runoff at rear of site.
Discussions with the environment section have highlighted good advice for applicant and
agent on securing a suitable waste permit at this location.
Security and access to the site will be controlled by the applicant who lives in close proximity
to the plot.
It is proposed to erect posts and locked gate into the field with access controlled by the
applicant who will record deliveries, loads dates and times including source of material and
haulage contractor details. The recording book will be available for inspection from applicant
at anytime.
This will ensure a full control and policing of the waste facility and protect the environment
and adjoining land.
ACCESS AND SIGHT DISTANCE:
The entrance to the field will be formed on the splay off the shared road and will be cleaned
up of poor soil and stoned from road edge to field entry. The entrance which will incorporate
a new bell-mouth entrance is located in the position to achieve best possible sight lines of
60m in both directions and ensure safe access to and from the field. It is not proposed to lay
a hard standing at the road as it will not form any development other than an agricultural field
on completion.
