Monaghan and also to consider transportation aspects of the proposed development. Traffic flow related impacts arising from increased traffic on any road occur mainly in the following forms: The interference and delay to other vehicles, The interference and delay to pedestrians, The alteration in the level of risk to other road users, The impacts that arise mainly for non-users in the form of noise and emissions. In order to assess the traffic impacts of the proposed development on the surrounding road network; a scoping document was submitted to Monaghan County Council. A copy of this document is contained in Appendix A, the following was determined: Carry out a traffic survey at the existing Glen Road/Glenview Drive T-Junction, the existing Glen Road/Tully Estate T-Junction and the Glen Road/Existing Carpark Access Road/Proposed Site Access Staggered Junction. Vehicles were classified recording all turning movements (See Section 2). Carry out an assessment of the impact of the generated traffic on the following junctions: Glen Road/Glenview Drive T-Junction (Junction 01). Glen Road/Existing Carpark Access Road/Proposed Site Access Junction (Junction 02). Glen Road/Tully Estate T-Junction (Junction 03). Any modification will be determined as a result of analysis. The assessment years were agreed as 2026, 2031 and 2041. Growth factors to be used as per TII Project Appraisal Guidelines for National Roads Unit 5.3 – Travel Demand Projections. RECEIVED: 29/10/2025 P a g e | 2 1.2 Existing Conditions 1.2.1 Introduction The proposed site is located on a Greenfield site 80m back from the existing Glen Road (R162). Monaghan town centre is located 1.0km to the north. The proposed development is bounded by a residential development (Manor Woods) to the north, a residential development (Glenview Drive) to the East, a residential development (Tully Estate) to the south and Agricultural Land to the West. The site location is illustrated in Figure 1.0. Figure 1.0 - Site Location Vehicular access/egress to the proposed site is to be achieved via a new access junction located along the Glen Road (R162); this will form a new staggered junction with the existing car park access. The Glen Road (R162) consists of a single paved carriageway with footpaths in the vicinity of the proposed development. 1.2.2 Pedestrians & Cyclists The area around the proposed site is well served with footpaths on all sides with appropriate pedestrian crossings. The speed limit along the Glen Road (R162) is 60km/h. There are no dedicated cycle facilities along the Glen Road (R162). 1.2.3 Public Transport Inspection of timetabling information revealed that the following services are provided within the vicinity of the proposed site, see Table 1.0 below: RECEIVED: 29/10/2025 P a g e | 3 Table 1.0 – Service Times There are several bus stops in the vicinity of the site. The nearest bus stop is located on the Glen Road 100m to the south of the development; this stop is served by Transport for Ireland service MN2. Please refer to section 5 for timetabling information regarding services. Monaghan RECEIVED: 29/10/2025 P a g e | 4 1.2.4 Existing Highway Network The site is currently Greenfield and has no existing direct access junctions. The speed limit along the Glen Road (R162) is 60km/h. There are no dedicated cycle facilities along the Glen Road (R162) and it is well served with footpaths. 1.2.5 Future Road Infrastructure Development There are currently no road infrastructure schemes planned in the immediate locality that would have an impact on the proposed development. 1.3 Traffic Surveys 1.3.1 Introduction Manual classified counts were conducted in 2025 at the three analysed junctions. All values from these counts have been extrapolated to 2026, 2031 & 2041 volumes using the Project Appraisal Guidelines for National Roads Unit 5.3 – Travel Demand Projections. Details in the following sections outline the procedures used and outcomes of the counts. Full details of the counts are provided in Section 2. 1.3.2 Junction Turning Counts Manual counts were undertaken at the junctions on the 20th May 2025 to establish baseline conditions. The junctions were surveyed using telescopically mounted video camera from which the information was subsequently extracted. The data was collected in 15 minute intervals with full turning counts undertaken at the junction. The purpose of the junction turning counts was to fully assess the existing traffic conditions on the surrounding network. Analysis of the survey data in relation to the junctions showed that the AM peak-hour is between 08:00 - 09:00 whilst the PM peak-hour is between 17:00 – 18:00. Details of the manual classified counts are included in Section 2. Through further manipulation of the data at the analysed junctions we were also able to extrapolate peak hour two-way flows on the Glen Road (R162). Table 1 below shows the two-way flow at design years; 2026, 2031 & 2041. At the AM peak hour approximately 62% of the traffic is travelling Northbound. At the PM peak hour approximately 43% of the traffic is travelling Northbound. RECEIVED: 29/10/2025 P a g e | 5 1.4 Proposed Development The proposed development will include 49No. residential units, a new vehicular entrance on the Glen Road (R162), site lighting, boundary treatments, landscaping, new connections to the existing foul drainage system and watermain, in-curtilage car parking and bike storage, and all associated site development works. The schedule of accommodation can be seen below: Table 2.0 – Schedule of Accommodation 1.4.1 Vehicular Access/Egress Vehicular access/egress to the proposed site is to be achieved via a new access junction located along the Glen Road (R162); this will form a new staggered junction with the existing car park access. The Speed limit along the Glen Road is 60km/h. 1.4.2 Internal Layout and Car Parking Layout The internal road layout and parking layout of the proposed extension has been designed in accordance with the requirements laid out in the DOE’s/DTO’s/DOT’s ‘Traffic Management Guidelines’ and DMURS. The parking provision for the site has been provided as per the Monaghan County Development Plan2025-2031, as per table 15.6. As all parking spaces are in- curtilage, there is no requirement for accessible parking spaces. 1.4.3 Pedestrians & Cyclists The proposed site is well served with Pedestrian facilities; however there are no dedicated cycle lanes within the vicinity of the proposed site. Cyclists will need to share the road with motor vehicles and as such sufficient cycle storage areas will still be required to accommodate cycling. Cycle storage spaces will be provided in keeping with Monaghan County Council’s 2025-2031 planning requirements, which states “National standards are not yet available, however standards for provision of facilities in County Monaghan should be in line with the Dún Laoghaire-Rathdown County Council Municipal Services Department ‘Standards for Cycle Parking and associated Cycling Facilities for New Developments. January 2018’, or other applicable standards when available.” However as this site is residential any bicycles can be stored in-curtilage. 1.5 Site Access Arrangements Vehicular access/egress to the proposed site is to be achieved via a new access junction located along the Glen Road (R162); this will form a new staggered junction with the existing car park access. This new junction will be analysed in this report. 1.6 Trip Attraction To assess the impact of the proposed development, it is necessary to predict the likely number of vehicles that will be generated by the proposed site. TRIC’s data for similar sites was used to extrapolate the generated trips. This can be seen in the below tables. Land Use Parking Standard Units Required Spaces Spaces Provided Dwelling 2No. Per Unit 49 98 98 Accessible Spaces 0 0 EV Spaces 0 0 Motorcycle Spaces 0 0 Standard Spaces 98 98 98 98 No Communal Spaces Total Car Parking Spaces CAR PARKING AS PER MONAGHAN COUNTY DEVELOPMENT PLAN 2025-2031 TABLE 15.6 Types of Parking Spaces N/A No Communal Spaces No Communal Spaces RECEIVED: 29/10/2025 P a g e | 7 Table 4.0 – Trips Generated by the proposed site based on TRIC’s Data Table 4.1 – Total Arrivals & Departures Generated By Development As can be seen from the above tables, the proposed site generates approximately 47 new trips during the peak hours, with 26 trips being during the AM peak hour and 21 trips during the PM peak hour. The Glen road experiences a max two way flow of 1220 PCU’s during the 2025 peak hour and therefore this amounts to a 3% increase to the total traffic on the Glen road. 1.7 Right Turn Lane Amendments There is currently a dedicated right-turn lane at the Glen Road / Glenview Drive junction, which can accommodate approximately eight vehicles. This existing lane will be modified as part of the proposed development. Specifically, the existing right-turn lane will be shortened, and a new right-turn lane will be introduced to serve the proposed site access. The road markings associated with the existing lane will also be adjusted accordingly. From a modelling perspective, the revised configuration will provide capacity for approximately four vehicles in each of the two right-turn lanes. The performance of the modified turning arrangement will be assessed using the PICADY models, and any resulting impacts will be presented in the conclusions of this report. The estimated link capacity is defined as the maximum sustainable flow of traffic passing in a 1 hour period, under favourable road and traffic conditions. The estimated capacities apply to carriageway links and take no account of the effects of junctions. The capacity of carriageway links can be affected by a wide range of factors that may not always be accurately predicted by the road features identified. For this reason capacity flows may be up to 10% more or less than the estimated values. The weekday AM and PM peak-hour traffic flows for the design years are illustrated in the traffic flow diagrams appended to the Report in Section 4. The predicted 2041 two-way traffic flows have been compared to the predicted maximum capacity for the Glen road to ascertain how congested the link may be at design year 2041 and to predict an RFC value. The Glen road link road has been assessed as Road Type UAP1, (High standard single carriageway with limited access to roadside developments, restricted parking and at grade pedestrian crossings), the carriage way is 7.0m wide and this allows for a maximum one way traffic capacity of 1320 PCU/Hour or 2640 PCU/Hr Two Way Flow. The ratio of flow to capacity (RFC) values for the Glen road at design year 2041 for both the weekday AM and PM peak-hour periods are illustrated in Table 7.0 below. Table 5.0 - Link Capacity at Design Year 2041 It is evident from the table above that the adjacent Glen road has more than sufficient capacity to cater for the projected flows at design year 2041 and that the proposed increase of approximately 44 new vehicles will have a minor effect on the road capacity. RECEIVED: 29/10/2025 P a g e | 15 1.12 Modal Shift "A Sustainable Transport Future - A New Transport Policy for Ireland 2009-2020" was published by the Irish government in February 2009. This document concluded that transport and travel trends in Ireland are unsustainable and if measures are not taken to alleviate this issue, transport and travel will become problematic throughout the country. Areas mostly affected would be cities and towns as congestion will worsen, emissions will increase, economic competitiveness will suffer resulting in a reduction of quality of life. The government-published document states 'actions to reduce distance travelled by private car and to encourage smarter travel, including focusing population growth convenient to areas of employment and to encourage people to live in close proximity to their place of work'. The proposed development supports this statement in that it is conveniently located within walking and cycling distance of Monaghan town centre. Figure 5.0 Potential for Mobility from Proposed Site Location The site of the proposed development is well situated within 2km of Monaghan town and can make use of the pedestrian facilities along the adjoining roads. A bus stop is located approximately 100m south of the site on the Glen Road and another bus stop is located 400m to the north on the Glen Road. The proposed development is within a 14 minute walk from Monaghan town centre or a 5 minute cycle as illustrated in figures 6.0 and 7.0 below. RECEIVED: 29/10/2025 P a g e | 16 Figure 6.0 Extract Google Maps (Walking Distance) Figure 7.0 Extract Google Maps (Cycling Distance) RECEIVED: 29/10/2025 P a g e | 17 In keeping with Development Plan Policy, 'Smarter Travel' will be important into the future for Monaghan; Modal Shift will be required to ensure sustainable modes of Transport are utilised to reduce the reliance on Private Cars. A modal shift generally occurs when a mode of transport becomes more advantageous than another over the same route. A modal shift consists of the growth in the demand of a transport mode at the expense of another. In some cases a modal shift can involve the absolute growth in both modes of transport. Modal shifts can have a positive impact on a local road network such as; reduced travel times, reduce cost aspects of commuting and be of greater convenience. In relation to the road network adjacent to the proposed site, there are three types of motorised transportation using the junctions: 1. Privately owned vehicles. 2. Public transport (buses, coaches, taxis) 3. Heavy Goods Vehicles (HGV's) Assuming a modal shift of just 10% by 2041 would reduce the generated trips by approximately 5No. vehicles and reduce the overall local road usage from 1220 to 1098 giving a reduced RFC of 0.42 down from 0.46. Modal shift would have a positive impact on the local road network and by extension the proposed access junction. 1.13 Highway Impact Conclusion Analysis has indicated that the adjacent road network can facilitate the projected traffic flows throughout the assessment years in both the AM and PM peak-hour periods with some delays occurring during the peak hours. Link capacity analysis has illustrated that the adjacent Glen Road (R162) has sufficient reserve capacity to cater for the projected traffic flows at design year 2041. It can therefore be concluded that the adjacent highway network will be able to facilitate the additional traffic flows as a result of the proposed development. The do-nothing scenario would involve-leaving the subject site in its current unoccupied state which would have a negative impact in terms of addressing the shortfall of residential housing in the wider area. Thus, the Do Nothing would have a negative impact on the overall development of the area while simultaneously showing no real benefit in transportation terms. 1.14 Environmental Impact The proposed development has been considered in terms of the ‘Guidelines for the Environmental Assessment of Road Traffic’ published by the Institute of Environmental Assessment (IEA). The key factors upon which environmental impact of traffic is dependent are: Volume of traffic; Traffic speeds and operational characteristics; and Traffic composition. RECEIVED: 29/10/2025 P a g e | 18 In the case of the proposed development, it is estimated that the volume of traffic will increase on some adjacent highway links. The IEA Guidelines provide two ‘rules of thumb’ as a screening process to delimit the scale and extent of the assessment. The rules are as follows: Rule 1 - include highway links where traffic flows will increase by more than 30% (or the number of heavy goods vehicles will increase by 30%). Rule 2 - include any other specifically sensitive area where traffic flows have increase by 10% or more. The assessment has illustrated that the proposed development will not lead to traffic volumes increasing by 30% or more on any of the links around the adjacent highway network. It is therefore considered that an Environmental Impact Statement (EIS) is not warranted in this instance on traffic grounds alone. 1.15 Road Safety A Stage 1/2 Road Safety Audit has been prepared for the proposed scheme and will be an accompanying document. 1.16 Construction Traffic The client is aware that Monaghan County Council considers that traffic management and road safety considerations are of the utmost importance when considering site construction traffic and will ensure that the construction phase is completed as quickly and safely as possible. All possible steps will be taken to ensure any interference with normal traffic movements will be minimised. Deliveries will be staggered throughout the day and will not coincide with either the weekday AM or PM peak-hour periods on the adjoining highway network. Site traffic will use flashing beacons to alert road users of their approach and the need for increased caution. Furthermore signage will be employed to keep all road users fully informed during the construction process. 1.17 Internal Layout Vehicular access/egress is to be achieved via a proposed access road along the Glen Road (R162) located between junctions 01 & 03 and slightly north of an existing carpark access junction; this will form a new staggered junction with the existing carpark access road. The proposed site access is within a 60kph speed limit. The internal road layout and parking layout of the proposed extension to the existing development has been designed in accordance with the requirements laid out in the DOE’s/DTO’s/DOT’s ‘Traffic Management Guidelines’ and DMURS. The parking provision for the site has been provided in keeping with the Monaghan County Development Plan 2025-2031. RECEIVED: 29/10/2025 P a g e | 19 1.18 Conclusions This report has considered the effects of the additional traffic that will be attracted as a result of the proposed development. In conclusion it is our opinion, based on the methodology outlined in the report above that; Junction 01 – Glen Road/Glenview Drive T-Junction. The existing Junction currently operates within capacity for all years analysed, with the Maximum RFC value of 29% in 2041 AM for Traffic Stream C-AB. When the proposed development and unrelated normal background traffic growth are in place, the local links continue to operate within capacity limits with Max RFC value of 29% in 2041 AM for Traffic Stream C-AB. The proposed development traffic has a negligible impact on the capacity of the junction; the superimposed development traffic increases the RFC of the junction by 0% to a maximum of 29% during the AM peak hours. The reduction of the existing right turn lane has no noticeable impact on the performance of this junction. The junction continues to operate within capacity by 2041 with the reduced turning lane. The maximum queue length is negligible for all arms and the right turn lane operates satisfactorily. Junction 02 – Glen Road/Carpark Access Road/Proposed Site Access Road Staggered Junction. The existing Junction currently operates within capacity for all years analysed, with the Maximum RFC value of 28% in 2041 PM for Traffic Stream B-ACD. When the proposed development and unrelated normal background traffic growth are in place, the local links continue to operate within capacity limits with Max RFC value of 29% in 2041 PM for Traffic Stream B-ACD. The proposed development traffic has a negligible impact on the capacity of the junction; the superimposed development traffic increases the RFC of the junction by 1% to a maximum of 29% during the PM peak hours. The maximum queue length is negligible for all arms and the right turn lane operates satisfactorily. Junction 03 – Glen Road/Tully Estate T-Junction. The existing Junction currently operates within capacity for all years analysed, with the Maximum RFC value of 8% in 2041 AM for Traffic Stream B-C. When the proposed development and unrelated normal background traffic growth are in place, the local links continue to operate within capacity limits with Max RFC value of 8% in 2041 AM for Traffic Stream B-C. The proposed development traffic has a negligible impact on the capacity of the junction; the superimposed development traffic increases the RFC of the junction by 0% to a maximum of 8% during the AM peak hours. RECEIVED: 29/10/2025 P a g e | 20 The existing link road has sufficient capacity to cater to the generated traffic. The Glen road link road has a max RFC of 0.46 for the 2041 design year. Therefore, it is only at 46% of its predicted capacity. The proposed development traffic has a negligible impact on the capacity of the local road network. In conclusion, in terms of traffic and transport, we believe that the local authority should consider favourably the proposed development. It is our opinion that there is no traffic or transportation related reasons that should prevent the granting of planning permission for the proposed development.
