Monaghan Ref: 942 22/7/25 Statement on compliance with Policy AGP 1 (a) – (k) and Section 15.13.1 of the Monaghan County Development Plan 2025-2031 Development Description: planning permission to construct a turkey rearing house together with all ancillary structures including vertical meal bin & underground washings tank, along with associated ancillary site works, using existing shared private access lane, at Derryarrilly, Castleblayney, Co. Monaghan. a) It is demonstrated that the development is necessary for the running of the agricultural enterprise. This application is being made on foot of storm damage to existing poultry house, as a replacement for same. Footprint of said house is as outlined magenta on the Site Layout Plan drawing. Said house was destroyed in storm Eowyn on the 25th of January 2025. Documentry evidence of same can be provided on request. b) It is located within or adjacent to existing agricultural buildings, unless it has been clearly demonstrated that the development must be located elsewhere for essential operational or other reasons. The footprint of the proposed building overlaps with the footprint of the storm damaged shed. The proposed shed is 10m further South East in order to facilitate access to & from the existing adjacent access lane. RECEIVED: 29/10/2025 2 c) The appearance, design, scale and materials are appropriate to its location and sympathetic to the locality and adjacent buildings. The proposed shed will be of the same size & finish as existing turkey housing within the same farmyard complex. See site layout plan drawing for location of same. d) The proposal visually integrates into the local landscape and additional landscaping is provided where necessary. The proposal will be located on the site of an existing / storm damaged poultry house. There is existing natural screening of the site to the North East of the site which will minimise the view of the proposed shed from the public road to the North. The existing hedgerow to the North East will be fully retained. e) The proposal will not have an adverse impact on the natural or built heritage. There are no known listed buildings within the vaciinity of the proposal. There are no natural features of note or significance or note in the vicinity of the site. There is therefore no impact envisaged on any natural or built heritage due to this proposal. f) The proposal will not result in a detrimental impact on the amenity of residential dwellings (for example, noise, smell and pollution impacts) outside of the holding. The proposal is replacing an existing turkey house & Will be further away from the dwelling to the North West of the site. The new building will be constructed to a much higher standard than the storm damaged poultry house it is replacing. The proposal is also doing away with the unroofed waste water storage tank. g) Where a development is proposed within 100m of any residential property not located on the holding within the rural area (i.e. outside of a designated settlement) written consent from the adjoining property owner stating there is no objection to the proposal and witnessed by a Solicitor or a Peace Commissioner must be provided. The proposed unit is located over 100m away from the nearest third party residential property not within family ownership. The two dwellings noted on the Site Location Map drawing are both within family ownership & are already located within 100m of existing poultry houses on the same holding. RECEIVED: 29/10/2025 3 h) The proposal will not result in a pollution threat to sources of potable water, water courses, aquifers, or ground water. The proposal will be constructed so that no soiled water enters ground / surface water. All soiled & wash water will be directed to the proposed underground reinforced, watertight concrete tank, via underground pipes. Storm drainage is piped underground. i) Proper provision for disposal of liquid and solid waste is provided. All soiled & wash water will be directed to the proposed underground reinforced, watertight concrete tank, via underground pipes. Storm drainage is piped underground. j) Adequate machinery parking and circulation areas are provided. Area available for manoeuvring of goods/delivery vehicles is increasing (vs existing arrangement), as the proposed turkey house is being located over 10m further back from access lane, than storm damaged turkey house. k) Where a new access is proposed and/or where there is an intensification of use of an existing access, sight visibility splays shall comply with Table 15.4 Minimum Visibility Standards of Section 15.27 of the Development Plan. The proposed development is utilizing an existing agricultural access lane. There are no works proposed at the site entrance as greater than minimum visibility already exists. See notes on Site Layout Plan Drawing attached. If you have any queries relating to any of the above, please do not hesitate to get in contact. Typical applications include surface carparks, roadways and lightly contaminated commercial areas. Performance & Compliance › Fully compliant and tested to EN 858-1. › Bypass separators are tested by British standards institute (BSI). › Certied ow and process performance assessing euent qualities to the requirements of EN 858-1. › The unit is designed to treat the ‘rst ush’ - 10% of peak ow. The calculated drainage areas served by each separator are indicated according to the formula given by PPG3 NSB = 0.0018A(m2). › Class I separators are designed to achieve a concentration of less than 5mg per litre.
