6. Surface Water Management
During the construction phase of the Tully Residential Scheme, GEDA Construction shall take all
necessary precautions to prevent the pollution of River Shambles (Figure 5) and Ulster Canal, which is
circa 300m away. GEDA Construction have developed a Surface and Groundwater Management plan
for the construction phase of the Tully Residential Scheme to outline the methodology for controlling
groundwater from site development works into nearby surface water sources ; shown in Section 7
below. This plan will be subject to approval from Monaghan County Council and Island Fisheries. The
construction works will be performed in compliance with the “Guidelines on Protection of Fisheries
During Construction Works in and Adjacent to Waters”.
RECEIVED: 29/10/2025
APPENDIX 2- SURFACE AND GROUNDWATER MANAGEMENT PLAN
10
Figure 4- River Shambles proximity to proposed scheme (red box)
GEDA Construction shall therefore implement mitigation measures to ensure strict environmental
protection can be maintained in the Tully area. These measures are outlined further in section 6.1 to
6.4 below:
6.1 Excavations to be kept free from groundwater
Groundwater in the excavations shall be dealt with in such manner as will prevent the surfaces on or
against which foundations or other work will be constructed from any deterioration of their natural
condition, or from such condition as improved by work executed under the Contract. GEDA
Construction shall take all necessary precautions to ensure any dewatering of excavations in
accordance with the groundwater discharge strategy in Section 7 below.
6.2 Watercourses
Tully Residential Scheme is located close to both the River Shambles and Ulster Canal and as such,
appropriate silt fencing (Figure 6) will be installed along low points at the site boundary to reduce
surface water runoff risks. In addition, our Emergency Preparedness & Response procedure will be
implemented in the event of a pollution and / or potential polluting incident.
RECEIVED: 29/10/2025

6.3 Pollution Control Management
All GEDA Construction sites have spill kits located in designated areas. Spill drill training has been
delivered to appropriate members of staff whose names are communicated to all working on site.
Fuels / chemicals will be stored in a designated COSHH storage area on hard standing areas away from
water courses and drainage to eliminate / reduce impact of potential pollution incidents. All bulk fuels
are stored in integrally bunded tanks (capacity 110% volume of contents) with drip trays located close
by. Designated concrete washout areas will be installed within work zones e.g. sealed containers.
Concrete delivery drivers will be encouraged to washout into sealed containers. When the sealed
container is approaching capacity, concrete mixture will be placed inside and allowed to harden. Once
ready, the washout material can then be broken out and reused as general fill or taken off site to a
licensed waste management facility in accordance with the Waste Duty of Care. All spills are
reportable to the Site and Environmental Manager. Emergency contact numbers are included within
section 5.2 of this document.
6.4 Compliments and Complaints Procedure
On the site hoarding, GEDA will display a QR code for compliments and complaints from members of
the public. This procedure allows GEDA to receive compliments and complaints in a timely manner
and respond accordingly. There is also a comments box at the site entrance for members of the public
to submit handwritten feedback to the site team throughout the project. Compliments and Complaints
are then taken and logged onto a software system so that reoccurring trends between GEDA projects
can be reviewed.

7. Groundwater Discharge Strategy
As part of site development, general groundworks and excavation works will be carried out by GEDA’s
designated groundworks subcontractor. Specific works such as attenuation tank installation may
generate groundwater at larger excavation depths. In ensuring the structural integrity and safety of
excavations, GEDA would like to discharge groundwater through a settlement tank treatment system
before discharge into nearby suitable networks such as storm drains leading to watercourses
downstream. Before work commences, GEDA’s Environmental Manager and Project team will
complete a site investigation to investigate potential discharge options on the existing network. Once
a suitable discharge location is found, this will be documented in Figure 5 below before requesting
approval through Monaghan County Council and Inland Fisheries.
7.1 Discharge Methodology
Groundwater Discharge will be conducted following the below steps:
1. Site team to identify groundwater sources during site development works.
2. Suitable pump (2/3/4/6inch) selected for groundwater discharge dependent on quantity and
speed of groundwater recharge within excavation.
3. Settlement Lamella Tank hired from supplier for groundwater treatment
(See Appendix 1 for sample discharge set-up from supplier “Aska Sykes” that has been used on
other GEDA projects).
4. Suitable pump connects hosing from the groundworks excavation into Settlement Lamella tank
located beside the discharge point.
5. GEDA Site team to monitor water quality at the end of the Settlement Lamella Tank before
allowing groundwater to pass into the approved discharge point.
6. Site team will check the upstream and downstream monitoring points to ensure there is no
visual difference between locations.
7. If there is any difference in upstream and downstream water quality during discharging, GEDA’s
Site team will stop pumping immediately and inform GEDA’s Environmental Manager and the
project client.
8. GEDA Site Team and Environmental Manager will then investigate the groundwater discharge
set-up and ensure corrective actions are installed before allowing pumping to recommence.
9. GEDA Site team will maintain a discharge record (Appendix 2) during all pumping operations,
that will include evidence of daily visual inspections of the watercourse quality.
10. If discharge from the Tully Residential Scheme is ceased for any speciflc reason, a suitably sized
pump will transfer groundwater from excavation works to a contained and fiat location on site,
that will have been pre-agreed and chosen by GEDA’s Environmental Manager and Project team.
This location will be chosen in consideration for avoiding existing drains and sewers on site. RECEIVED: 29/10/2025
