Reduce waste to landfill

One of the main types of C&D wastes generated from construction sites is soil and stone removed
from site excavations. GEDA’s Design Team will consider this element at the outset with a view to
preventing generation of this stream in so far as possible. The following will be considered as part of
this process:
1. Balance cut and fill on site to minimise the import and export of materials (topsoil) for site works
and facilitate the use of excavated materials on site.
2. Revise site layout and levels to minimise excavation work, i.e. use the existing topography where
possible to minimise the need for excavation.
3. Utilise split level design on sloping sites.
4. Reuse excavated materials on site where possible, e.g. landscape fill, planting features.
5. Set aside good quality and high value materials from existing hard and soft landscaping for reuse.
There are two mechanisms within the European Union (Waste Directive) Regulations 2011–2020 that
allow for the classification of these resources outside of the waste regime that is relevant to planned
excavation as follows:
• Article 27 allows for the notification of a material as a by-product rather than a waste where
certain criteria can be demonstrated by the legal person (i.e. further use is certain, no need for
further processing, produced as part of a process and further use is lawful). The benefit of
classifying a material as a by-product and not as a ‘waste’ negates the handling requirements
of waste legislation while also providing significant economic and environmental benefits in
line with circular economy principles.
• Article 28 sets out the grounds by which a material, which is recovered or recycled from waste,
can be deemed to be no longer a waste and complies with a set of end -of-waste criteria
(substance/ object to be used for specific purposes, a market or demand e xists, fulfils
technical requirements and no overall adverse impact to human health or the environment)

6. Site Management
6.1 Summary of Environmental Risks & Actions (Impacts & Aspects)
An environmental risk assessment (impacts & aspects register) has been completed for this project
within the CEMP document. The assessment records all environmental risks and scores them using a
traffic light system. Those coloured in red are considered “Significant” with immediate action required.
Those coloured yellow are considered a medium risk while those scored green are considered low risk.

Further chemical testing is required to
confirm contaminated land. As it is a
greenfield site, it is likely that soil will be
uncontaminated and can be
considered for reuse on/off site.
6.2 Demolition and Site Preparation
There are no demolition requirements on the proposed scheme, as the site is greenfield in nature. The
topographical survey entitled “T01396-04-19”, conducted on 16/04/19 by Benchmarking Surveying,
indicates the site slopes from the northwest to the southeast, at an elevation of between 87.00 & 66.00
metres AOD. A significant cut and fill exercise will need to be conducted during site preparations to
allow the project team to achieve suitable levels for development. This should mean that surplus
material will be restricted due to reuse requirements, reducing total waste generation on the scheme.

6.3 Waste Hierarchy
As per EPA guidance, GEDA Construction will apply the waste hierarchy principles (Figure 3) during
residential works on Tully scheme, with the most preferred options being prevention and
reuse/recycling and the least preferred being that of sending waste to landfill. Contractors and
suppliers will be encouraged to minimise the amount of waste and follow the waste hierarchy, through
training methods outlined in section 8.0 below.
Figure 3- Waste Hierarchy Principle
GEDA Construction are aware that waste from Construction and Demolition (C&D) activities is the
largest EU waste stream and represents one third of all waste produced within the EU. GEDA
Construction will therefore apply the waste hierarchy principles above to promote the reuse of
products and preparing for reuse activities, so that a transition from a linear to a circular construction
economy can be achieved. The Circular economy is restorative in nature, and it aims to maintain the
utility of products, components and materials for as long as possible while also retaining their value.
This concept can be seen further in Figure 4 below:

Figure 4- Linear VS Circular Economy Principle
6.4 Duty of Care Compliance
Section 32 of the Waste Management Act 1996, as amended, places the responsibility on the original
waste producer, or waste holder, to transfer waste only to an appropriate person; an appropriate
person in this instance being a Local Authority and/or a person with a valid Waste Collection Permit. It
is an offence under Section 32 (1) of the WMA 1996 to cause or facilitate the abandonment, dumping
or unauthorised management of waste, or to hold, transport, recover or dispose of waste, or treat
waste, in a manner that causes or is likely to cause environmental pollution. An Approved Waste
Contractors List has been developed to ensure that waste management is coherently managed in
accordance with Section 32 of the Waste Management Act 1996:
