Figure 5- River Shambles proximity to proposed scheme (red box)
GEDA Construction shall therefore implement mitigation measures to ensure strict environmental
protection can be maintained in the Tully area. These measures are outlined further in sections 7.1 to
7.3 below:
7.1 Excavations to be kept free from groundwater
Groundwater in the excavations shall be dealt with in such manner as will prevent the surfaces on or
against which foundations or other work will be constructed from any deterioration of their natural
condition, or from such condition as improved by work executed und er the Contract. GEDA
Construction shall take all necessary precautions to ensure any dewatering of excavations in
accordance with the approved surface and groundwater management plan.
7.2 Watercourses
Tully Residential Scheme is located close to both the River Shambles and Ulster Canal and as such,
appropriate silt fencing (Figure 6) will be installed along low points at the site boundary to reduce
surface water runoff risks. In addition, our Emergency Preparedness & Response procedure will be
implemented in the event of a pollution and / or potential polluting incident.

Figure 6- example silt fence for surface water runoff protection
7.3 Pollution Control Management
All GEDA Construction sites have spill kits located in designated areas. Spill drill training has been
delivered to appropriate members of staff whose names are communicated to all working on site.
Fuels / chemicals will be stored in a designated COSHH storage area on hard standing areas away from
water courses and drainage to eliminate / reduce impact of potential pollution incident. All bulk fuels
are stored in integrally bunded tanks (capacity 110% volume of contents) with drip trays located close
by. Designated concrete washout areas will be installed within work zones e.g. sealed container.
Concrete delivery drivers will be encouraged to washout into sealed containers. When the sealed
container is approaching capacity, concrete mixture will be placed inside and allowed to harden. Once
ready, the washout material can then be broken out and reused as general fill or taken off site to a
licensed waste management facility in accordance with the Waste Duty of Care. All spills are
reportable to the Site and Environmental Manager. Emergency contact numbers are included within
section 6.2 of this document.
8. Contaminated Land
HANMAR Site Investigation Services conducted a ground investigation report entitled “23-102 Report
Proposed Development at Tully Co Monaghan”, in November 2023 to explore current ground
conditions on the proposed scheme. The report does not complete a chemical suite of testing to
confirm reuse suitability under the soil generic assessment criteria for residential plant uptake. The
chemical suite of testing would therefore also confirm contaminated land requirements through WM3
Waste Classification criteria as non-hazardous or hazardous waste. This testing will be required prior
to the start of the proposed scheme.

9. Energy Management
9.1 Construction Stage
Carbon emissions associated with this project will be monitored and recorded. The following will be
recorded and reported on a monthly basis:
• White Diesel
• Business Travel (inc site personnel and sub-contractors)
• Temporary Electricity Supply
• Deliveries to site
• Water
• Waste
The above will be recorded and sent to the Environmental Manager on a monthly basis so that the
project environmental tracker can be updated on SustainIQ software. The emissions to air associated
with this project are not considered as significant but GEDA will continue to monitor and report them.
10. Waste Management
10.1 Construction Stage
GEDA Construction will audit licensed waste management contractors to ensure we comply with
applicable legislation and receive regular up to date and accurate waste management reports. This
ensures compliance with the W aste Management (Collection Permit) (Amendment) Regulations 2016
and Waste Management (Facility Permit and Registration) (Amendment) Regulations 2019.
Each approved waste contractor must provide copies of their waste collection and facility permits
before waste transfer. GEDA Project teams complete waste spot checks on approved waste
contractors and detail evidence with CD134 “Waste Spot Check” documents. GEDA Construction
have appointed TBC as the waste management contractor for the Tully Project:

10.2 Demolition and Site Preparation
There are no demolition requirements on the proposed scheme, as the site is greenfield in nature. The
topographical survey entitled “T01396-04-19”, conducted on 16/04/19 by Benchmarking Surveying,
indicates the site slopes from the northwest to the southeast, at an elevation of between 87.00 & 66.00
metres AOD. A significant cut and fill exercise will need to be conducted during site preparations to
allow the project team to achieve suitable levels for development. This should mean that surplus
material will be restricted due to reuse requirements.
10.3 Disposal of Surplus Material
GEDA Construction will submit a Resource Waste Management Plan for approval by Monaghan County
Council. Material may be removed off -site, as a by-product in accordance with Article 27 of the
European Communities (Waste Directive) Regulations 2011, which requires that certain conditions
are met and that by-product notifications are made to the EPA via their online notification form.
Excavate d material will not be removed from site until approval from the EPA has been received. The
potential to reuse material as a by-product will be confirmed during the course of the excavation
works, with the objective of eliminating any unnecessary disposal of material. If the material is
deemed to be a waste, then removal and reuse / recovery / disposal of the material will be carried
out in accordance with the Waste Management legislation.
11. Construction Nuisance
11.1 Noise Management
Noise exposure aspects within the scheme will be managed in accordance with the requirements of
Safety, Health and Welfare at Work (General Application) Regulations as amended by the Safety,
Health and Welfare at Work (General Application) (Amendment) Regulations 2016 and associated
guidance from the Health and Safety Authority.
Noise levels during construction shall comply with the NRA construction noise criterion : Maximum
Permissible Construction Noise Levels at the Facade of Dwellings during Construction (NRA, 2004):
• 70dB(A) LAeq 1hr and 80dB(A) LAmax between 08:00 and 18:00 Monday to Friday
• 65dB(A) LAeq 1hr and 75dB(A) LAmax between 09:00 and 13:00 Saturday
In accordance with best practice, noise during construction of the Tully Residential Scheme will be
managed in accordance with the recommendations in BS 5228. General guidelines for limiting the
disturbance from these works are outlined below:
• Limit noisy construction works to 08.00 to 18.00 weekdays with Saturday working from 09.00 -
13.00 hours (relatively quiet construction activities could be carried out outside these hours,
subject to prior agreement and strict controls).
• Use modem, silenced and well-maintained equipment conforming to applicable EU Directives.
• Shut down equipment when not in use, where practicable.
RECEIVED: 29/10/2025
CONSTRUCTION ENVIRONMENTAL MANAGEMENT PLAN
16
• Site semi-static equipment such as generators, mixers, and compressors as far away as
possible from sensitive locations and ensure that the orientation is the optimum for low noise.
• Ensure that all Workers are given training with respect to minimizing noise and disturbance.
Noise Acoustic Barriers will be installed as necessary on-site boundary equipment such as Heras
panels so that they can be transported between work zones. A temporary timber hoarding may also be
installed around long-term work locations such as site compounds, particularly where noise levels are
anticipated to exceed 70dB(A) during 08:00 to 18:00 Monday to Friday.
11.2 Vibration Management
Vibration exposure is expected to be negligible on the proposed but nonetheless, GEDA Construction
shall comply with NRA construction vibration criterion for protection of buildings : Maximum
Permissible Construction Noise Levels at the Facade of Dwellings during Construction (NRA, 2004):
• 8 mm/s (vibration frequency <10Hz)
• 12.5mm/s (vibration frequency 10 to 50Hz)
• 20 mm/s (vibration frequency >50 Hz)
• 2.5mm/s (tolerable level)
11.3 Dust Management
Dust may be emitted from a number of site activities on the Tully Residential Scheme project including
plant and vehicle movements between work locations, cutting of materials such as pipework, and
stockpiling of excavated spoil. Where possible, GEDA Construction will reduce dust emissions at
source by:
• using appropriate tools for cutting with built in dust suppression,
• limiting stockpiling and selecting appropriate locations when stockpiling is required,
• using localised dust suppression to dampen down dusty atmospheres such as traffic routes
with water as appropriate. Special attention will be given when using water for dust suppression,
due to the increased risk of surface water runoff.
12. Resources
GEDA Construction have developed and implemented a Sustainability Procurement Policy to increase
the level of responsible and sustainably sourced materials being purchased by the Company. This
includes reused and recycled materials. We actively encourage local companies within the Monaghan
Town area to compete for work. The Company is currently implementing procedures to ensure we can
provide Monaghan County Council with “Chain of Custody” documentation for sustainability
schemes such as FSC for Timber. We work closely with our Buyers, Quantity Surveyors and Site Teams
to reduce the amount of over ordering within the Company. We ensure suitable storage provisions for
all materials to reduce damage caused through weather or misuse. The Site Plan will highlight the
location for material storage on site.

13. Landscaping Works
McElwaine Landscape Architects have produced a landscape management plan (Figure 7) entitled
“2412-MLA-XX-XX-RP-L-9020-P01” on behalf of GEDA Construction, to include planting schedules and
landscape specifications. Open amenity space areas will be provided to the centre of the site and along
the southern boundary, consisting of extensive species-rich grass areas, close-mown grass areas for
general amenity. The central open space will also be home to a formal play are a, designed by others /
play specialist. Upon chemical testing and subject to approval through the soil generic assessment
criteria for residential plant uptake, soil will be reused within these open spaces and residential
gardens to further minimise off-site waste. If this material is unsuitable for reuse, then clean imported
topsoil will be imported into the project subject to testing clearance.
Figure 7- Proposed Landscape Plan
14. Biodiversity & Ecology
The proposed Tully Residential scheme is situated in the townland of Tully, approximately 0.5
kilometers southeast of Monaghan town centre, covers an area of circa. 2.1 hectares and is currently
utilized for grazing sheep / cattle. It is encircled by native species hedges on its northern, eastern and
western sides, while the southern boundary is marked by timber fences and walls. Several housing
estates bound the site. Manor Wood to the north, Glenview Drive to the east and Tully Estate to the
south. Beyond the western boundary is grazing lands. The current site is considered to be of low
ecological value but mitigation measures will still be installed by the project team as detailed in
sections 14.1 to 14.3 below.
