1. Introduction:
The project is the infill of an agricultural field to raise the ground level in a site in Tullynahinnera ,
Castleblaney, Co. Monaghan. The project is to import 55,880 tonnes of soil for the infilling of the
site. The maximum depth of cut material is to be 2.306m and the maximum depth of fill material is
4.540m. The total bank area, including both the fill and cut area is 15,695.3m3.
In general, this Construction Environmental Management Plan (CEMP) sets out:
• An environmental management framework to which the Principal Contractor’s
management systems will apply.
• Environmental management and monitoring measures to be adopted and implemented
throughout the infrastructure construction phase.
• Responsibilities for implementation of management and monitoring measures during
infrastructure construction phase.
Measures set out in this CEMP are assumed to be adopted for the purposes of assessing likely
environmental effects of this phase of the development. The CEMP applies to infrastructure works
within the boundary of the site and compliance with its content will be a mandatory requirement in
all associated construction contracts.
In response to the requirements this plan will address the following issues all specifically referred to:
• Noise
• Vibration
• Dust
• Water Quality Management
• Contact arrangements

The construction phase of the project needs to be carefully controlled so as not to have any
significant impact on the environment and the local community. The Client and Construction
Contractor both have key responsibilities to ensure that these environmental impacts are controlled
adequately. Management during the construction works will be delivered through the development
of a Construction Environmental Management Plan (CEMP). The CEMP will detail how construction
works will be undertaken and managed in accordance with the planning application, planning
conditions, contractual and legislative requirements and construction industry best practice.
This Construction Environmental Management Plan forms part of the planning application
documentation for the project and provides details on the requirements for the management of
environmental impacts associated with the construction phase of the project, together with a
suggested framework from which the CEMP will be produced.
RECEIVED: 21/11/2025

The contract documentation for the works will include the CEMP (updated to take into account any
commitments agreed during the planning process) and will ensure that there is a requirement on
the contractor to comply with the actions set out in the CEMP and to demonstrate to the Client how
they intend to identify further environmental impacts and implement the detailed mechanisms for
managing the impacts of works on site. The CEMP will be developed, and all site works should be
undertaken in compliance with the CEMP. The CEMP shall include details of the topics listed below,
further information on which is given in the following sections:
• Project Organisation and Responsibilities
• Project Communication and Co-ordination
• Training
• Operational Control
• Checking and Corrective Action

6. Construction Environmental Management Plan
6.1 Good Housekeeping
The Principal Contractor (Ronan Boyd) will ensure that the site is always kept in clean and good
working order, including the maintenance and management of all entrances.
6.1.1 Resourcing and Training Development
The Principal Contractor and ESC Environmental will instigate and maintain an induction process for
all workers detailing ways in which to understand the site logistics, health, safety and the
environmental aspects. This will include security measures and a Safe pass is mandatory for all site
operatives. Continued on-site training in the form of targeted toolbox talks will help to maximise
awareness of evolving site-specific hazards and the mitigating measures being implemented to
reduce risk.
6.1.2 Site Security
Ronan Boyd will control access and egress to area around this site for the duration of the
development. In addition, it will be recommended that valuable items and power tools should be
securely stored in site strong boxes or storage containers. Site boundaries will be secured when not
in use and potentially hazardous materials will be safely secured e.g. fuel outlets will be locked, plant
and equipment will be immobilised overnight.
RECEIVED: 21/11/2025
13
6.1.3 General Good Housekeeping Measures
Measures to ensure the site is safe, secure and presentable at all times will include but will not be
limited to the following:
• Clear access routes with appropriate high visibility signposting.
• Segregation and regular removal of waste including food stuffs.
• Keeping the site tidy and clear to minimise hazards.
• Visual inspections of plant, equipment and material storage areas for leaks and spills and
other possible faults.
• Open fires will be prohibited at all times.
• Hard standings for vehicles will be cleaned frequently.
• Mud will be minimised on access routes and cleaned when needed.
• Road sweeper is on site full time to ensure control of soil.
6.1.4 Monitoring
Regular recorded site inspections will be undertaken which will include a review of good
housekeeping practices on site.
6.2 Air Quality and Dust Management
Air quality effects will be controlled through the selection of appropriate plant and machinery,
careful planning of works and effective site management. Planning of works will take into
consideration local topography, prevailing wind patterns and local sensitive receptors. The principle
of prevention and mitigation is to be used to identify if the activity can be achieved minimising dust
and air pollution. Where possible best practice guidance will be applied.
A road sweeper will be present on-site full time to reduce dust generation on the access roads.
Direct dust control by damping down will be used when dust generating activities are occurring
during dry conditions.
6.2.1 Plant and Machinery
In order to mitigate the impact of construction traffic during network peak hours, a Traffic
Management Plan will be developed and implemented by the Contracts Manager. This plan will
focus on the:
• Implementation of ‘just in time’ contract plant hire
• Restriction of unnecessary vehicle movements during the day
• Co-ordination of deliveries to arrive outside of peak times where appropriate
RECEIVED: 21/11/2025
14
6.2.2 Earthworks
Completed earthworks will be sealed or seeded as soon as practicable. Exposed earthworks will be
kept damp to minimise airborne dust emissions.
6.2.3 Materials Handling and Storage
Stockpiles will be located out of the prevailing wind or protected to minimise the potential for dust
generation.
• Stockpiles will be sited away as possible from sensitive receptors including watercourses.
• Tipping height of potentially dust generating materials will be minimised.
6.2.4 Monitoring
Beyond the measures to prevent, control and mitigate the factors affecting air quality, monitoring
will be carried out to include regular visual inspections of dust levels undertaken particularly during
dry periods and action will be taken to reduce levels where necessary.
6.3 Noise and Vibration
6.3.1 General Measures
Measures will be identified and employed to reduce the noise and vibration arising from this phase
of the development. Specific measures will include:
• Selection of routes and programming for the transport of materials, spoil and personnel to
minimise noise and vibration at sensitive receptors.
• Avoidance of vehicles waiting or queuing on the Public Road with engines running.
Only plant conforming to relevant national & international standards, directives and
recommendations on noise and vibration emissions will be used. Plant or equipment liable to create
noise or vibration will be located away from sensitive receptors or will be controlled by the use of
lined and sealed acoustic covers or enclosures.
Any covers or enclosures will remain in place whilst the relevant noise generating equipment is in
use.
RECEIVED: 21/11/2025
15
6.3.2 Working Hours
Normal working hours will be from:
08:00 – 18:00 weekdays
08:00 – 13:00 Saturdays (if works require)
When unforeseen circumstances result in noisy works (audible beyond the boundary of the site)
extending beyond normal working hours, Ronan Boyd will notify and seek approval from Monaghan
County Council and records will be kept of such events by them.
6.3.3 Monitoring
The impact of noise will be mitigated by the selection of appropriate plant and/or techniques and/or
use of noise barriers.
6.4 Soils
6.4.1 General
Excess inert soils and sub-soils excavated that is not required for use as fill on site will be recovered
off-site. Any fill material excavated at the site, which is deemed to be contaminated (i.e. non -
hazardous or hazardous) will be stored separately to the inert material, sampled and tested, in order
to appropriately classify the material as non-hazardous or hazardous. This will establish the criteria
for the acceptance of waste at landfills before being transported to an appropriately authorised
facility by permitted contractors.
6.4.2 Monitoring
Dust generation will be monitored during the project to ensure that dust generation is kept at a
minimum during the course of the project.
Drainage ditches and watercourses in the vicinity of the project will be visually inspected on a daily
basis to monitor for siltation. If excess siltation is noted during the inspection, the import of soil will
be stopped until mitigation such as silt fences are implemented to prevent further contamination.
6.5 Waste
C & D waste can arise on the project from excavation activities if some soil is found to be
contaminated. It is not expected that there will be any wastes produced due to the nature of the
site and the project. The developers shall ensure that materials are ordered so that the quantity
delivered, and the storage is not conducive to the creation of unnecessary waste. RECEIVED: 21/11/2025
16
6.5.1 Minimising Waste
In order to minimise the generation of waste and waste disposed to landfill, all spoil, construction
arisings and wastes will be managed in accordance with the waste hierarchy and relevant regulatory
controls.
6.5.2 Concrete Waste
Concrete waste is not expected due to this project as there is no building to take place on the site.
6.5.3 Hazardous Waste
The management of hazardous waste will comply with current legislation:
• The Waste Management Acts (WMA) 1996 to 2005
• Waste Management Regulations 1998
Hazardous waste which may be encountered on site include:
• Waste oils or fuels
• Soils contaminated with waste oils or fuels
• Soils contaminated with septic tank runoff
• Used aerosol containers
Hazardous wastes will be kept from other C & D waste materials in order to avoid further
contamination and will be stored on site in suitable receptacles for subsequent separation and
disposal at a suitable permitted remote facility. Other C & D waste materials will be collected in
receptacles with other mixed C & D waste materials for subsequent separation and disposal at a
remote facility. Packaging will be source separated for recycling and return to the suppliers.
6.5.4 Storage of Soil, Materials, and Waste
During the development, waste will be clearly labelled and segregated on site. Measures will be
taken to ensure that wastes cannot blow away.
For the soils that require disposal Waste Acceptance Criteria (WAC) testing has been carried out
and a waste characterisation has been conducted. Arrangement have been made for all the
acceptance of the soils by the licenced end destination.
Housekeeping measures will be followed for the storage of materials to ensure that materials are
protected as much as possible.
The burning of waste on site will not be permitted.
RECEIVED: 21/11/2025
17
Site management will ensure that materials are not delivered to site too early and are not exposed
to damage from weather or poor storage.
To mitigate the effect on the development on the surface water next to site, any plant parked at
least 10m away from surface water or storm water drains, drip tray used and spill kits available on
site.
6.5.5 Monitoring
Materials and waste taken off site will be measured and monitored. As a minimum, the following waste
management data will be provided:
• Quantity of materials and waste removed from site by type in volume and weight.
• Outcome of the materials and waste on and off site.
• Waste transfer notes.
• Hazardous waste consignment notes
6.6 Drainage
6.6.1 Consents
Where discharges are required to controlled waters or sewers, consent will be obtained. This is not anticipated.
6.6.2 Site Drainage
It is not expected that any discharge to watercourses will occur but if it becomes necessary they will only be
permitted where discharge consent or other relevant approval has been obtained.
6.6.3 Pollution Controls
• All potentially polluting substances will be stored on impermeable surfaces with controlled drainage
or at least 10m away from storm water sewers, grids, channels, watercourses and ditches.
• All fuel, chemicals and oils will be stored within bunded areas.
• All tank discharge pipes, valves and trigger guns will be contained securely within the bund when not
in use.
• Bowsers will be stored within secure areas when not in use to protect against theft or vandalism.
• Leaking or empty drums will be removed and stored in a suitably bunded area separating from other
drums prior to disposal by an appropriate licensed waste disposal contractor.
• All hazardous substances on site will be controlled in accordance with COSHH Regulations (2004).
• Refuelling of plant and machinery will take place on concrete hard standing with controlled drainage.
• Washing out of plant will take place in areas away from storm water sewers, grids, channels and
watercourses.
• Spill kits will be held on site with a variety of absorbent materials to be used in the event of a spill of
fuel, oil or chemicals.
RECEIVED: 21/11/2025
18
6.6.4 Managing Run Off and Silty Water
Measures will be taken to ensure that run off from earthworks does not enter drains, watercourses or ditches
including the use of silt fences. Areas of exposed ground and stockpiles will be minimised where possible to
reduce silty run off.
Water unpolluted other than with coarse particles and with relatively small flows may be treated by passing
through tanks or skips with a suitable filter such as gravel, geotextiles, straw bales or silt traps.
Where periods of prolonged or heavy rainfall are forecast, appropriate additional measures will be taken to
control surface run off and move potentially polluting activities out of the areas susceptible to flood risk.
6.6.5 Monitoring
All discharges will be visually monitored in accordance with the consents held. The use of water will be
minimised during the project.
6.7 Ecology
An Appropriate Assessment Screening was carried out by ESC Environmental and the project was screened
out for potential for impact on the conservation objectives of connected designated site. This report noted
that there are no designated sites located within 15 km of the site location.
A range of generic mitigation/enhancement measures have been suggested in this CEMP. When
implemented effectively, would reduce the impact of the works on the local environment.
6.7.1 Monitoring
The site management team will as part of their site inspections monitor the site. If any creature is found to be
nesting in the site area measures will be taken as described above and relevant advice sought.
6.8 Construction Phase Traffic
In order to mitigate the impact of traffic during network peak hours, a Traffic Management Plan will
be developed and implemented by the Contracts Manager. This plan will focus on the:
• Co-ordination of car parking for construction personnel
• Implementation of ‘just in time’ contract plant hire
• Restriction of unnecessary vehicle movements during the day
• Co-ordination of deliveries to arrive outside of peak times where appropriate RECEIVED: 21/11/2025
19
The construction phase of the road will increase the road traffic movements as the area is situated
in a quiet rural area. It is not anticipated that any extra traffic measurements need to be implemented
for the vehicles entering and departing the works.
7. Checking and Corrective Action
Daily inspections of the site and the works will be undertaken to minimise the risk of environmental
damage and to ensure compliance with the CEMP. Any environmental incidents are to be reported
immediately to the Site Manager. The Contracts Manager will undertake weekly/fortnightly
inspections as appropriate and complete an assessment of the project’s performance with regard
to the relevant standards/legislation and the contents of the CEMP. Following these inspections, the
Manager will produce a report detailing the findings which will be provided to the Client Project
Manager and reviewed at the fortnightly project meeting. The Client Project Manager will carry out
weekly inspections of the works in addition to attending the fortnightly project meetings and will be
present on site for certain key operations.
