McChesney Planning Ref: 2560433 Dear Sir/Madam, We refer to the above mentioned application for permission to construct a turkey rearing house, etc., at Derryarrilly, Castleblayney. Inland Fisheries Ireland (IFI) is a statutory agency responsible for inland fisheries in Ireland. Under section 7(1) of the Inland Fisheries Act 2010 (No. 10 of 2010) the principal function of IFI is the protection, management and conservation of the inland fisheries resource. The site is located in Cor/Clontibret River catchment. This river is valuable from a fisheries perspective as it contains salmonid spawning and nursery habitat and supports stocks of brown trout among other species. The WFD Ecological status of the waterbody at this location, Clontibret_020, is Moderate and is At Risk of not achieving Good status. IFI has no objection to this application, from a fisheries perspective, provided that: • The number of poultry housed shall not exceed that in the application. • All effluent, soiled water and solid wastes shall be stored on site in adequately sized and sited watertight structures. • Buildings shall comply with Department of Agriculture standards and regulations. • All effluent and wash water to be disposed of by landspreading shall be carried out in accordance with the Department of Agriculture’s booklet Good Farming Practice. • The EPA’s Pollution Impact Potential Maps should be referred to in relation to land -spreading locations associated with this facility. Monaghan County Council’s recently published report A Baseline Study Quantifying the Scale of the Poultry Industry and Identifying Environmental Impacts of the Poultry Sector within County Monaghan included the following conclusion regarding water and hydrology “improvements are needed to ensure greater monitoring, control and enforcement over the transport and use of organic fertiliser. Of particular importance is adherence to the requirements of the European Union (Good Agricultural Practice for Protection of Waters) Regulations 2017.” Therefore, it is vital that any land spreading associated with this application is strictly controlled and ideally should be carried out in low risk areas in order to protect surface waters. Please notify us of your full decision in due course. Yours faithfully, Michaela Kirrane, Senior Fisheries Environmental Officer, IFI Dublin RECEIVED: 28/11/2025
