The applicant is requested to review this submission and provide further information on the potential for ornithological impacts arising from the proposed development and further details on the assessments conducted including observational data. 2. Section 15.22.8 of the Monaghan County Development Plan 2025-2031 states that development should be restricted and/or limited in areas which are at risk of flooding, unless it can be demonstrated that the proposed development has addressed the flooding concerns which exist. The Office of Public Works flood maps indicate that part of the application site is vulnerable to fluvial flooding. In this regard, the Applicant shall submit a Flood Risk Assessment for the proposed development, completed by a competent professional with hydrological experience, confirming that the development: • Will not be at risk of flooding • Will not exacerbate flooding in the immediate vicinity or wider area. • Will not obstruct or impede important flow paths • Will not result in residual risks to the area and/or development that cannot be managed to an acceptable level. The flood risk assessment shall also clearly demonstrate proposed management of any residual risks. 3. Submit a revised site layout plan indicating how a clear and unobstructed visibility splay of 120m in each direction onto the Regional Road (R-183-4)) can be achieved at the proposed entrance. The required visibility splays should be provided from a point in the centre of the entrance, 2.4 metres from the road edge at a height of 1.05 metre above ground level measured to the nearside road edge in both directions. The submitted revised site layout plan should demonstrate all necessary site work, including the extent of the front boundary hedge and trees which would be required to be removed/trimmed, re-grading of side banks etc to achieve these sight distances. The Area within the visibility slays shall be cleared to provide a level surface no higher than 250 mm above the level of the adjoining carriageway and shall be retained and kept clear thereafter. Any pole or column materially affecting visibility must also be removed. Where visibility splays cross over land not in the ownership of the applicant, legal agreements with adjoining landowner/s giving their consent for the removal, and or setting back of hedgerow/s, and or, maintenance of hedges to provide the required sight distance shall be submitted to the Planning Authority. 4.
