ADDITIONAL INFORMATION
Note: You and/or your assigned agent should liaise with Planning Section and Environment Section
prior to the preparation and submission of this Further Information.
The submission should take a coherent account of any issues that overlap/interlink.
Should the Further Information materially/significantly alter the proposed development, you are
obliged to re -advertise same in accordance with Article 35 of the Planning and Development
Regulations 2001 (as amended).
The submission of Further Information does not imply that the proposal is acceptable in principle. The
Planning Authority reserves the right to refuse permission should the issues identified remain
unresolved or if other concerns arise.
1. Notwithstanding planning file number 25/60415, and the updated site layout plan and the noise
impact assessment submitted, concerns remain regarding potential noise and general disturbance
impacts on the surrounding area, particularly the adjacent residential properties along the
roadside. Accordingly, please submit:
a) Confirmation that all mitigation measures recommended in the noise impact assessment
(including acoustic barriers/fencing) are incorporated into the site design, with their location
clearly shown on the revised layout plan.
b) Details for continuous noise monitoring during the operational phase, including what steps will
be taken if noise levels go above the agreed limits.
c) A community liaison plan, to inform nearby residents (and to keep them informed) about the
works and about who they can contact if issues arise.
2. Sections 15.13 and 15.32 of the County Development Plan 2025-2031 cover agricultural
development and the infilling of lands. In the interest of clarity and to allow for a fully informed
decision, please demonstrate (i) why the development is necessary for the running of your farm
enterprise, and (ii) how the infilling of the land would meet current farm management
requirements.
3. The information submitted is insufficient with regards environmental protection and the proper
planning and sustainable development of the area. Accordingly, the following is needed:
a) The applicant shall clarify if this development will be filled by Article 27 National By Product
declaration for greenfield soil and stone or by application for facility authorised under S.I. No.
821/2007 - Waste Management (Facility Permit and Registration) Regulations 2007.
b) If a waste authorisation is required the applicant shall:
i. Provide clarification on the classes of activity requested in accordance with the Third
Schedule Part II of the Waste Management (Facility Permit and Registration)
Regulations 2007 (as amended).
ii. Identify surface water drainage ditches on -site and in close proximity to the site,
including dry drainage ditches that have the potential to hold surface water.
iii. Demonstrate an adequate buffer zone from drainage ditches identified on the
development site and surrounding lands.
iv. The applicant shall demonstrate on the revised site layout plan the location of the
wheel wash structure —if applicable as per point 2(c) — and a waste quarantine area
on -site.
c) If Article 27 consent is required the applicant shall:
i. Identify surface water drainage ditches on -site and in close proximity to the site,
including dry drainage ditches that have the potential to hold surface water.
ii. Demonstrate an adequate buffer zone from drainage ditches identified on the
development site and surrounding lands.
d) Demonstrate the suitability of the proposed development site for the importation of the
proposed waste material. Details shall include an assessment on the impact this development
and the proposed waste type will have on groundwater, surface water, and air, including
identification of potential pathways to groundwater and surface water and any nearby
drinking water supply sources and wells and identify proposed mitigation measures to protect
groundwater and surface water from activities associated with this development.
This information shall be completed by a qualified environmental consultant.
e) Submit a revised tonnage of waste or greenfield soil and stone material proposed to be
imported and infilled on -site taking into account a reduced infill area on -site because of buffer
zones. This to include a topographical survey using ARC 3D or similar modelling.
f) Submit an agricultural improvement plan demonstrating no net loss to biodiversity or water
quality following completion of infilling.
4. The information submitted is insufficient with regards traffic safety and access standards.
Consequently, please submit a detailed Traffic Management Plan (TMP) addressing HGV routing,
timing, signage, and measures to minimise disruption to local road users.
In the interest of clarity and to allow for a fully informed decision, please confirm the intended
working hours.
