“Planning Permission for development. The development will consist of: New housing
development to include 49 no. dwellings comprising; 22 no. 3 bed two-storey semi-detached
dwellings, 9 no. 4 bed two-storey semi-detached dwellings, 5 no. 2 bed single-storey semi-
detached dwellings, 1 no. 4 bed single-storey semi-detached dwellings, 11 no. 2 bed terraced
dwellings, 1 no. 2 bed two-storey semi-detached dwelling, boundary treatments, retaining walls,
hard and soft landscaping, public lighting, connection to all main public services, new entrance
and access road onto public road with all ancillary and associated site works.”
The proposed development is located in an area of moderate groundwater vulnerability which is
underlain by a regionally important fissured aquifer. The development site is located within the
Shambles_10 sub-basin which has been assigned Poor status under the Water Framework
Directive status (2019 -2024), the WFD objective for this waterbody is to Restore to Good status
by 2027. Urban Wastewater and Urban Run-off have been identified as significant pressures on
this river waterbody.
A comprehensive ground and surface water management plan for the construction phase has
been included with the application. A resource and waste management plan has also been
included. It is recommended that the implementation of these plans are overseen by a suitably
qualified person and that the applicant contacts Environment Section and Inland Fisheries
Ireland in advance of any site works.
It is noted that confirmation of feasibility from Úisce Eireann has not been included with the
application. Úisce Eireann have requested further information on this application.
The site drainage drawing details the installation of an attenuation tank and interceptor prior to
discharge from the site. The storm / foul sewer design report includes proposals to divert storm
water away from the combined sewer which is welcomed and represents a significant
improvement. It is however noted that nature-based solutions have not been incorporated into
the surface water drainage design. It is recommended that nature- based solutions are included
where possible in the storm drainage system and that further information is requested in this
regard. It is also noted that submissions from Inland Fisheries Ireland and An Taisce recommend
the use of nature-based solutions for storm drainage.
Recommendation
I recommend that the following additional information is requested:
1. A fully completed water protection checklist.
2. Confirmation of Feasibility from Úisce Eireann that Monaghan WWTP has the capacity to
accept wastewater arising from the development.
3. Revised proposals for the storm water drainage system to take account of the
Department of Housing, Local Government and Heritage guidance document on Nature-
based solutions for the management of rainwater and surface water run-off in urban
areas.
