To Planning
From: Kieran Kerley, Environment Section
Ref: 2595_Patrick Hughes, Lappan, Lisconduff, Tyholland, Co. Monaghan
Agent: Niall Mc Kenna
This application is for planning permission to retain a cattle shed and silo pit, erect a cattle house with
slatted tank, machinery shed, feed store and handling yard adjacent to existing farm buildings and
exiting onto public road by means of existing entrance and all ancillary site works at Lappan,
Lisconduff, Tyholland as per application 25/95.
The proposed development is located within 150m of the Clontibret stream 030, this waterbody has
been classified as moderate status 2016-2021 with a restore to good 2027 objective. The site is also
located on the Keady groundwater body, a poorly productive bedrock of good status and moderate
vulnerability. The WFD characterisation has identified agriculture (pasture and farmyards) as a
significant pressure in this waterbody.
A partially completed, out-dated version of the Water Protection Checklist has been submitted in
support of this application. A fully completed up to date version of same will be required.
Site layout plan submitted is showing a ‘foul’ water line from a bunged manhole, which also services
storm water, to the proposed slatted tank. Details submitted are unclear as to the origin of this ‘foul’
water and why a line should be connecting a manhole between the public road and the proposed
slatted tank. It is also unclear how both soiled waters and effluents are kept separate from storm
waters in both the existing and proposed developments drainage plans. A revised site layout drawing,
as listed below, will be required as additional information in order to be able to make a fully informed
decision on this application.
1. Submit a revised site drainage plan (Scale 1:500). This plan shall clearly mark:
a. The existing and proposed storm water drainage system, the location of any
manholes and the outfall points and all measures in place which prevent the
discharge of soiled waters to the storm water system
b. The existing silage effluent and soiled water drainage system and the locations
of collection tanks for same.
c. The location of any silt and/or oil/petrol interceptors and the location(s) of
outfall.
d. SUDS facilities/soft engineering should be considered for outfalls.
e. The location of all existing and proposed slurry and soiled water tanks and cattle
holding yard(s) on the holding.
The revised site layout plan shall demonstrate that completely separate effluent/soiled water and
clean water systems are in place. Plans shall demonstrate that all clean water is directed away from
slurry storage facilities and that all effluent and soiled waters generated on the farmyard can be
collected and conveyed to leak proof storage facilities.
2. Submit a fully completed up to date water protection checklist.
