MONAGHAN Proposal – To construct a single storey detached dwelling, detached domestic garage, new vehicular entrance onto public roadway, driveway, waste water treatment system, percolation area, landscaping, boundaries and associated site works at Tullylougherny, Carrickmacross, Co. Monaghan. This site specific and site sensitive dwelling has been designed in accordance with the Rural House Design Guide. SITE SUITABILITY – VISUAL IMPACT DESIGN CONSIDERATIONS: The existing South-West boundary along the public road is defined by an existing mature hedgerow along the roadside. The South-Eastern boundary is defined by an existing mature hedgerows/tree. It is our intention to fully retain the Eastern boundary, a section of the South- West boundary along the public road will need to be removed to facilitate the vehicular entrance and accommodate the site visibility lines. Where the existing hedge is removed a newly planted hedge along with native trees will be planted behind the site visibility splays. RECEIVED: 15/01/2026 With the proposed position of the house and the nature of the site the remaining boundaries will be newly formed and defined by a new stained timber post and rail fence with planted native trees and hedging. We feel with the amount of landscaping proposed on the site layout plan it will sufficiently provide a natural screening and will minimise any visual impact to the surrounding area. SITE JUSTIFICATION: The site is located on family lands and located in the field adjacent to where the applicant grew up. The plot site at 1.00 Acres is adequate in size to accommodate the dwelling and for this size of dwelling as outlined in the Rural Development plan, ensuring it does not dominate its surrounding area. Our site layout outlines the use of the site for one dwelling only, with the selected siting of the dwelling, driveway and percolation area to use the full extent of the site. The proposed dwelling will not have a continuous uniform building line and will be set back from the road. The proposed dwelling will be set back from the road. All existing boundary trees and hedging, and the newly formed boundaries will be heavily planted to form natural screening from the road. The applicant’s decision to choose this site is that he has lived in Tullylougherny area along with his parents and extended family members and he now wishes to build in the area. The proposed site is within his father’s landholdings. Mitchell Environmental has carried out a full Site Assessment & Characterisation Report and has confirmed the site suitability for a packaged wastewater treatment system and percolation area. RECEIVED: 15/01/2026 HOUSE DESIGN: It was important to create a design that suited the site. Our aim was to provide a low rise, low impact dwelling with contemporary aspects. Our house is designed around the path of the sun, capturing all available immediate views and to define private internal and external spaces. The new design will incorporate a mixed palette of traditional and contemporary materials with natural stone sourced in the area, and render chosen to blend harmoniously with its rural setting and compliment the surrounding area with the large glazing elements forming the contemporary features. RECEIVED: 15/01/2026 DESIGN - SCALE, HEIGHT & MATERIALS: The scale, height and materials of the proposed dwelling are in accordance with County Council Rural Development Guides. The proposed dwelling is sited to ensure it will not impose on the surrounding area. The dwelling is sited to compliment the topography of the current site ensuring the dwelling is hidden from the road, this aspect of the site lends itself and helps minimise any negative visual impact on the surrounding area. The design is broken up in several simple and distinctive forms of a vernacular scale and proportion, with fragmented and stepped heights and materials will break down the perceived scale and proportions. The proposal uses a limited palette of natural materials which will help to provide crisp elevations that also respond and relate well to their surrounding context. We feel this site-specific design, placement and orientation of the dwelling addresses the issue of prominence in the landscape. As referred to above, the palette of smooth render and natural stone will be utilised with a traditional, simple clipped eaves detail in accordance with Rural House Design Guides. These materials are chosen so they will complement the simple traditional form of the design while providing a low maintenance exterior to the proposed dwelling. The proposed dwelling will integrate well within its surroundings and will utilise modern forms of construction and contemporary architecture to create an interesting and appropriate relationship within the surrounding context. RECEIVED: 15/01/2026 TREES AND LANDSCAPING: As mentioned above, the main intention is that all existing mature trees and hedgerows which bound the site are to be preserved and maintained in accordance with County Council Rural House Design Guides. The landscape proposal for the site involves the supplementary planting of additional infill trees and shrubs to existing boundaries as necessary, with new boundary hedge/trees planted along the North-East and North-West boundaries. The proposed planting chosen, will be off native species to compliment all existing planting. With this proposed planting it will screen the house further from the surrounding area and it will also afford privacy and shelter. Planting will consist of a variety of trees, shrubs and groundcover species, common to the area to provide year round interest, texture and form variation. The majority of shrub areas will consist of evergreen / deciduous mix rather than monoculture. ACCESS AND SIGHT DISTANCES The proposed entrance to the dwelling is located along an existing private lanewau. The proposed entrance which will incorporate a new bell-mouth entrance is located in the position to achieve best possible sight lines in both directions and ensure safe access to and from the proposed dwelling. We are achieving 30 metres sight lines in both directions. Refer to Drawing PP (00)001 –Site Layout Plan – Sight Lines for additional information.
