Monaghan ADDITIONAL INFORMATION 1. The Planning Authority notes that the submitted site layout plan does not demonstrate any visibility splays. The applicant proposed to retain a new entrance which serves the site (single truck parking area) and to ensure compliance with Table 15.4 Minimum Visibility Standards of Section 15.27 of the Development Plan. The applicant is required to submit: - a) A revised site layout plan at a scale of 1:500 indicating how it is proposed to provide clear and unobstructed visibility splays of 70 metres in both directions in accordance with Section 15.23 Road Access Standards and associated Table 15.4 of the Monaghan County Development Plan 2025 - 2031. Applicant shall illustrate on revised site layout plan all necessary site work to achieve these visibility splays. b) Where visibility splays are not achievable within site area and where the hedgerows do not belong to the applicant legal agreements with adjoining landowners giving their consent to allow removal of their hedgerow to provide the required sight distance shall be submitted to the Planning Authority. The legal agreements should be accompanied by an appropriate ordnance survey maps on which the length of the hedgerows/ obstacle to be removed/repositioned should be clearly marked. The legal agreements and accompanying maps should be signed by the applicant and landowner concerned and should be witnessed, signed and stamped by a solicitor. 2. The proposed development is considered insufficient in terms of the environmental information provided. In this regard, the applicant is requested to: a) Submit a revised site drainage plan which clearly outlines all foul lines (in red), storm lines (in blue) and oil interceptors as well as all associated outfall points. b) Submit details of proposed bunding of the 4no. fuel tanks. All overground oil storage tanks shall be provided with an adequately designed reinforced concrete bund system complete with an impervious base. Filling and off -take points shall be located within a bund. Upon completion of the bund(s) construction the applicant shall submit certification from a chartered engineer confirming the integrity of the overground bunds and to demonstrate that the bunds are in compliance with BS8007:1987 — Code of Practice for the Design of Concrete Structures for Retaining Aqueous Liquids. c) Submit details of proposed interceptor. All storm water arising from the truck parking area shall discharge to an appropriately sized and suitable class 1 interceptor prior to discharge. The interceptor shall be provided with appropriate warning device to indicate when required levels for maintenance have been reached and should be fitted with a sampling chamber, which has easy access. An inspection manhole shall be installed on the outflow pipe from the oil interceptors. 3. The Planning Authority has concerns in respect of the use of the small pumphouse, fuel storage tank and use of adjoining truck parking area. The applicant is requested to provide; a) Clarification of the use/operations of the truck parking area and whether the use is currently operating. b) Justification for the truck parking area and ancillary development in accordance with section 15.12.2 of Industrial and Commercial Developments Outside Settlements of the Monaghan County Development Plan 2025 - 2031 c) Drawings illustrating the pumphouse and fuel storage tank. 4. As proposed, the garage design does not satisfactorily comply with the policy requirements of Domestic Garages, Sheds, Ancillary Outbuildings and Car Ports under Policy DGP 1 of the Monaghan County Development Plan 2025 - 2031. The applicant has not provided any justification for the proposed floor area of existing structures (Shed 1, Shed 2 and Shed 3). Accordingly, please submit further information that clearly demonstrates how the proposal complies with policy RDP 18 of the Monaghan County Development Plan 2025 - 2031. 5. Policy AEDP 1 and Section 15.10.1 of the Monaghan County Development Plan 2025 - 2031 require that extensions to dwellings respect and be in keeping with the form, proportion, heights, fenestration, design, and materials of the main dwelling. Having reviewed the proposal to retain the extensions, the Planning Authority has concerns regarding the design and visual appearance of the extension to the south/front elevation. In its current form, the extension does not integrate appropriately with the existing dwelling and would appear incongruous in the surrounding setting. The applicant is therefore requested to submit revised and/or mitigating drawings and details demonstrating how the proposal can be amended to fully comply with Policy AEDP 1 and Section 15.10.1 of the Monaghan County Development Plan 2025-2031. 6. The Planning Authority notes the presence of a trailer to be retained within the site red line boundary. It is considered that the proposed siting, design and appearance of the to -be - retained trailer is unacceptable on this site and would, if permitted, create an undesirable precedent. In order to address these fundamental concerns, the applicant is requested to submit amended details showing the domestic storage containers omitted from the proposed development. 7. The Planning Authority is not satisfied that the proposed development will meet the requirements of The Environmental Protection Agency Code of Practice for Domestic Waste water Treatment Systems (Population Equivalent <= 10) 2021. The applicant shall submit: a) In the interests of public health and environmental protection, the applicant is requested to submit a structural report in respect of the existing Domestic Waste water Treatment Systems serving the proposed development. b) Subject to the findings of the report required under item a) above, the applicant is requested to submit proposals for a new wastewater treatment system and percolation area to serve the proposed development. Submitted proposals should be in accordance with the requirements of 'The Environmental Protection Agency Code of Practice Domestic Waste Water Treatment Systems (Population Equivalent <= 10) 2021'.
