HomeMy WebLinkAbout2560533 - Report Received from Internal Staff - Environment No 2ENVIRONMENTAL REPORT To: Martina Smith (Environment Section – A/Executive Scientist). From: Peter Deery (Environment Section – Water Team). Re: 25/60533 Fine Living Timber Frames Ltd Permission: Retention permission for an existing external yard storage building with full permission sought for a change of use from an existing retail outlet (RB Coogan) to a timber frame manufacturing facility with ancillary office and staff facilities; elevational changes, new signage, an extension to the existing external yard storage building, new plant room / ancillary store, alterations to the existing car parking areas, revised boundary treatments and all associated site development works. Location RB Coogans Hardware, Lakeview Business Park, Castleblayney. Date: 04/02/2026 Background The proposed development is located on a poor aquifer in an area of extreme groundwater vulnerability. The development site is located within the Fane_SC_010 subcatchment, and within the Fane_020 sub-basin, which has been assigned Moderate status under the Water Framework Directive (2019 - 2024) with an objective of Restore. A Water Protection Plan checklist has not been submitted with the application. The application states that foul water will discharge to the public sewer via an existing connection as shown on the site layout drawing. The application states that surface water will discharge to a watercourse, however, the site layout drawing shows that the surface water will discharge to an existing 300mm storm water pipe. No details of any existing oil/petrol interceptors have been provided. Recommendation I recommend the following additional information: a) Submit a fully completed Water Protection Plan checklist. b) Submit revised proposals for the storm water drainage system to take account of the Department of Housing, Local Government and Heritage guidance document on Nature-based Solutions to the Management of Rainwater and Surface Water Runoff in Urban Areas. c) Submit proposals for the installation of an oil/petrol interceptor to service the car parking and yard areas. d) Submit a surface water drainage plan detailing how the surface water drainage system will be maintained post development stage, and details of the responsible persons.
