ADDITIONAL INFORMATION
1.
Section 15.24 ‘Car Parking Standards’ of the of the Monaghan County Development Plan 2025-
2031 states that ‘all development proposals shall be required to provide within the site,
suitable provision for servicing, parking and manoeuvring of vehicles associated with the
proposal’. The Planning Authority notes that the development would, if permitted, generate
an additional demand for parking spaces and also result in the loss of existing parking spaces,
currently serving the existing hotel. Having regard to same, the Planning Authority has
concerns regarding the parking implications arising from the development proposed. The
applicant is therefore requested to provide additional information to demonstrate how the
proposal complies with the aforementioned Section 15.24 ‘Car Parking Standards’ of the
Monaghan County Development Plan 2025-2031. The submitted information should include
the following;
(i) Confirmation of the additional parking demand as a result of the
development, having regard to Table 15.5 ‘Car Parking Standards’ of the MCDP
2025-2031.
(ii) Confirmation of the number of car parking spaces that will be lost as a result
of the proposed development.
(iii) In the event that no new additional parking is provided for and/or where the
proposal results in a net loss of parking spaces, the applicant is requested to
provide a clear and robust justification for same, having particular regard to
the potential impacts on the existing hotel parking provision.
2.
In the interests of clarity, the applicant is requested to provide the following details;
(i) Proposed hours of operation of the proposed facility.
(ii) Anticipated number of users (weekly, seasonally, annually) of the proposed
facility.
(iii) Confirmation as to whether or not the use of the proposed facility will be
restricted to hotel guests only or also accessible to the wider public.
3.
Planning Authority notes from the submitted covering letter states that ‘there is to be no
excavation, concrete foundation or permanent ground works’ and that ‘there is no discharge,
excavation or drainage impact’. This statement however, contradicts the submitted drawing
details which indicate a ‘proposed fill area’ (drawing no. SS01) and ‘sub base build up’
(drawing no. P100). It is also noted that details of ‘base’ and ‘sub-base’ specifications have also
been provided. Having regard to same, the applicant is requested to submit the following
details/documentation to ensure that the proposal complies with section 8.8 ‘Surface Water
Drainage’ Section 15.22.6 ‘Water Protection’ of the Monaghan County Development Plan
2025-2031,
(a) A fully completed Water Protection Plan checklist.
(b) A revised site drainage plan which clearly outlines all foul lines (in red), storm
lines (in blue) and the location of all associated outfall points.
(c) A Construction and Environmental Management Plan (CEMP). This plan shall
demonstrate that adequate measures will be in place for the construction
phase to ensure there is no discharge of polluting matter/sediment laden
waters to any ground or surface waters and shall take account of best practice
and the guidance produced by Inland Fisheries Ireland titled “Guidelines on
Protection of Fisheries during Construction Works in and Adjacent to Waters
2016”.
Note: It is recommended that the applicant liaises with Monaghan County Council Planning
Section and Environment Section prior to the preparation and submission of this Further
Information.
