SENIOR PLANNER 18•(32 •ZG DATE 25/60512 David Mc Mahon & Arlene Leonard Annahale, Castleblayney, Monaghan ADDITIONAL INFORMATION 1. Policy DTVP 1 of the Monaghan County Development Plan 2025-2031 requires proposals for development in towns and villages to comply with Section 15.2 of the Plan. Having reviewed the submitted proposal, the Planning Authority has significant concerns with the proposed development due to its overall scale and massing on what is a restrictive narrow plot. Furthermore, there are particular concerns with the form, layout, design, fenestrations and roof profile of the rear return which does not satisfactorily complement the character or proportions of the main dwelling and would detract from both its visual amenity and that of the surrounding area. Accordingly, the applicant is requested to submit revised details to take account of the following; a) Revise the proposed building line so that it reflects the established pattern of development in immediate surrounding area (Section 15.2.8). b) Revise the scale and massing of the rear return in order to reduce its bulk and visual dominance, particularly when viewed from adjoining properties to north and south (Section 15.2.6) c) Simplify the roof form to achieve a contextually appropriate design (Section 15.2.9) d) Revise the proposed fenestration and opening to the south facing elevation (snug window) and north facing elevation (terraced area) to ensure that it does not facilitate the overlooking of adjoining properties (15.2.12). e) Address potential for adverse overlooking from side facing windows in rear return. 2. In order to enable the Planning Authority to undertake a comprehensive assessment of the proposal and understand the relationship of proposed development to adjoining developments currently under construction, the applicant is requested to submit the following; a) A series of detailed site sections (north-northwest to south-southeast) clearly illustrating the existing/proposed ground levels and proposed floor levels in the context of approved/constructed levels of development on adjoining lands to the north and south. b) A contiguous elevation demonstrating the proposed dwelling in the context of the adjoining dwellings to the north and south incorporating existing/proposed levels, ridge heights and boundary treatments. c) A revised site layout plan which accurately reflects the existing location of dwellings under construction on adjoining lands to the north and south and associated boundary treatments. d) Subject to items a), b) and c), the applicant is requested to reduce the overall scale of the proposal to ensure it can be adequately accommodated within the restrictive narrow plot without adversely impacting adjoining dwellings and the surrounding area. 70 In the interests of clarity and appropriate design, the applicant is requested to confirm proposed materials/finishes to the dwelling including colours. 4. The applicant shall engage with Uisce Eireann by submitting a pre -connection Enquiry (PCE) to assess feasibility of connection to the public water/wastewater infrastructure. The outcome of the Uisce Eireann PCE shall be submitted to the Planning Authority as part of a response to this further information request. The planner dealing with this application is Liam Ward
