HomeMy WebLinkAbout2660018 - Submission - Theresa Anne PaleySECT ION I i FEU 2076 Qcc co3S 6'c Rainbow Cotage, Dernamoyle, Dartry, Co.Monaghan H16 RD27. 14th February 2026 Monaghan County Council PLANNING DEPARTMENT 1 Dublin Street, Monaghan H18 X982 Reference: Planning ref: 2660018 Applicant: Stream BioEnergy Limited. Development address: Maghernakelly, Drumcall,Drumgole, DRUM. I wish to object to the above planning application on the following grounds; Mainly the location of the site. I refer to Monaghan County Council Drum Vision Plan 2030 - Heritage Area. The proposed site is 3km from DRUM which is as per above Plan in the centre of a Heritage Area encompassing Dartry Forest, Dawson Monument, Bellamont House, Tyrone Guthrie centre Annaghmakerrig and Clones. All areas being developed with regard to rejuvenation of the area and tourism. "The MDEDP (Monaghan Destination Experience Development Plan) will guide tourism development through a roadmap of projects linked to a number of destination development opportunities". The proposed development of industial scale will I feel be Quick Notes Page 12 detrimental to tourism. More importantly DRUM is located proximate to the Black Pig's Dyke ancient monument, which per ancient plan displayed within the MCC Drum Vision Plan runs from Drum village across to L Dartry and Rockcorry such route passing the proposed development. Regarding MCC Black Pig's Dyke — I would refer to the MCC Conservation Management Plan Heritage Conservation & Landscape Policies: in particular HLP8"To ensure the preservation of the Countys landscapes,by having regard to the character, value and sensitivity of the landscape as identifies in the County Monaghan Landscape Character Assessment(2008) and any subsequent versions when considering planning applications. HLP9 To protect the landscapes and natural environments of the County by ensuring any new developments in designated sensitive rural landscapes do not detrimentally impact on the character, integrity, distinctiveness or scenic value of the area. Any development which could unduly impact upon such landscapes shall be resisted. Also Heritage Conservation & Landscape Objectives: HCLSO 1: To promote and encourage the conservation of the County's natural environment, cultural heritage and amenities in accordance with legislation, plans and policies developed to specifically address these areas and to ensure a rich cultural landscape, healthy environment and the full provision of ecosystems services in the county. The proposed development would involve flattening of Drumlin and the destruction of farmland; the above policies refer so I feel the proposed development should Quick Notes Page 13 be declined. Referring to Monaghan County Council Chapter 4 Environment & Heritage Landscape Policies; ENV2 Protect the landscapes and natural environments of the county by ensuring that any new development in designated sensitive rural landscapes do not detrimentally impact on the character, integrity, distinctiveness or scenic value of the area. ENV 3;Sustain, conserve, manage and enhance the landscape diversity, character of the County for thr benefits of current and future generations. The proposed site is 300m from my land and house:such land being part of The Hares Corner as per Monaghan County Council Biodiversity enhancement project - In my opinion the proposed development is contraventialto such biodiversity project. Referring to section ii of the planning application is particular 2.6hectares east of R1 89 and south of L2320 in the townland of Maghernakelly and DRUMGOLE: regarding Drumgole I would refer you to the proximity of 3 National Monuments as derived from the published "Araeological Inventory of County Monaghan" namely: Edergole megalithic tomb "Giants Grave" MO018- 043 Drumgole "Grey Stones" standing stones MO017- 068 and Drumgold "Crannog" MO017-067. The importance of these local ancient monuments should be taken into consideration regarding granting planning permission as applied for. Also regarding the site as per section ii Drumgole. Part of the land onto L2320 is bog land. In fact L2320 is known as Bog Road, such bog being a spawning ground for native frogs — at spawning time the frogs can be seen migrating to the bog from run offs which Quick Notes Page 14 pass through the proposed site: the frogs are so numerous and audible the bog literally bubbles; this area should be protected. Any water run off from the increased soil level would I believe affect the water quality of this very important spawning bog Back to Archaeological Inventory of County Monaghan, the main development site is in close proximity to 3 ancient ring forts also National Monument M0022-007002 Drumanny Souterrain - again the proximity to the proposed development site should be taken into consideration. All these National Monuments show the archaeological importance of the area. Referring to site location previously considered: Site C(Adjacent to Carleton Cake,Dyan, Co.Monaghan)initially promising:ruled out due to heritage and landscape sensitivities near Freame Mount and Dawson Grove Demesnes - The fact that My property and land is encompassed within the Dawson Grove Demesnes per Griffiths Valuation being in ownership of Lord Dremorne. Being within 300metres of the main proposed development and adjoining land to section ii should be influential in declining the site application as an unsuitable location. Regarding the location of the site at a busy crossroads consisting of R1 89 main road crossed by two virtually single track lanes namely L2280 and L2320. The increase in HGVs to and from the site estimated 48approx per 12hrs on an already busy road is felt undesirable both from noise and safety aspect. The crossroads are already an accident blackspot. I also have concern from pollution from traffic fumes and smell from vehicles entering the site, Whilst I recognise there are no Quick Notes Page 15 Irish Regulations regarding Biogas plants, as Ireland is part of the EU surely the following should be taken into consideration when assessing the planning application. EU-countries standard separation distances (eg300-500). My property is 300metres from the proposed development and neighbours cottage H18 CX65 is 235metres. ....................... ...................Theresa Anne Paley. Quick Notes Page 16
