Development address Maghernakelly,Drumcall,Drumgole,DRUM I would like to object to the above development as this would completely destroy one of the Drumlins. When I applied to Monaghan CC for planning to extend and develop a derelict cottage I had to prove there had been a building there previously as there are strict building limitations on a drumlin. This new development will completely destroy a drumlin and entail removal of a complete hedge and trees. Also will have visual affect on the agricultural landscape. The proximity to peoples homes with consequential smell, noise, hum from generators on site, light pollution from illuminated walkways is a concern as is its affect on my wellbeing. Regarding the illuminated walkways This is a rural location with known bat roosts* and tree dwelling Quick Notes Page 4 bats.*Tattygare Ex.Orange Hall on the roadside of Lane L2280 is immediately opposite the proposed site entrance — the illuminated walkways would have a detrimental affect on bats: lighting within 70m affect the feeding areas as bats feed in dark and could even result in the bats abandoning their roosts. I refer to Irish Bioenergy Planning Guidelines: I feel should be adhered to eg page 74 extract 4: It is vital that county development plans set out clear development policies which designate areas where bioenergy development is designated as either "open to consideration" or "not permitted" Typical ;exclusionary factors' include proximity to Proposed natural heritage areas or special areas of conservation. Areas of high amenity or archaeological interest. (Black Kesh — Local History The area is located in the vicinity of Drum Co.Monaghan a region with a distinct history during the Irish Revolutionary period eg 1920's as part of the "Monaghan Corridor" of protestant settlement.)Also proximity to residential areas. In addition I have concerns regarding fire hazard and gas flares.in particular possible explosion from gas storage tanks less than 300m from residential dwellings. A major concern is the additional estimated 50 HGVs a day on the local roads. The site being located at a crossroad of 2 rural lanes and an R road which is already a busy road. The additional traffic increasing vehicle pollution and noise I have a concern regarding possible water pollution as has affected other AD facilities. NI Eglinton. "AD feed material had entered road gullies and a piped drainage system where it impacted approx. 2.3km of an unnamed tributary of the River Quick Notes Page 5 Faughan "confirming the significant environmental impact caused by the discharge" DAERA said the incident was caused by a technical fault in the digestate feed mixing system at the AD plant. The automated shut-off mechanism had failed to activate resulting in the digestate feed overflowing from its tank for a number of hours. The results confirmed the presence of poisonous, noxious or polluting substances in the waterway. The proposed site is adjacent to extensive bog/wetlands and ancillary water feeds. Also the local water scheme system runs at the Black Kesh crossroads of R189 L2280 and L2320 immediately bordered by the proposed site so the above is a concern regarding the water from the scheme,The proposed industrial development would be a blot on the landscape :As well as storage tanks and industrial buildings there will be a 40metre chimney — all on existing farmland within the Drum Village area that is trying to encourage tourism .Whilst I feel that the idea is very good, the location is completely wrong. There must be areas where they wouldn't involve completely digging out a Drumlin. .... ..... .................. ........... .... Geoffrey John Paley. Quick Notes Page 6
