Monaghan RECEIVED: 02/03/2026 Submitter: Richard Baxter, Valleyview House, Rooskey, Monaghan, H18 FY99 Date: 4th January 2025 To the Planning Department, Monaghan County Council Re: Planning Application Reference Number: 2560472 Applicant: Paul Gilsenan Location: Rooskey/ Coolshannagh, Monaghan To Whom It May Concern, I wish to make a formal submission/observation regarding the above planning application for the construction of a glamping pod site at the location referenced above. I have enclosed the statutory fee of €20. I am objecting to this development on the grounds that it is contrary to the proper planning and sustainable development of the area, specifically for the following reasons: 1. Impact on Residential Amenity (Noise and Disturbance) The proposed development is situated in an established residential area. The introduction of a commercial tourism enterprise here is incompatible with the character of the immediate vicinity. • Noise Nuisance: Unlike permanent residents, the proposed glamping use involves a transient population. This significantly increases the potential for late-night noise and socialising, which would negatively impact the quiet enjoyment of our property. • Lack of Mitigation: I note that the application includes no specific noise mitigation measures or management plan to control the behaviour of guests. • Security: The regular turnover of short-term rental guests every weekend creates security concerns for the permanent residents, changing the safe, settled nature of this community. 2. Traffic Hazard and Pedestrian Safety I have serious concerns regarding road safety. The road serving the site is already heavily used by pedestrians, specifically those accessing the nearby local Monaghan Town Greenway. • Pedestrian Risk: The proposed development will increase vehicular traffic on this road. The submitted plans show a lack of pedestrian provision (such as footpaths or lighting) to handle this conflict between increased tourist traffic and vulnerable road users. • Safety: This poses an unacceptable safety risk to my family, neighbours, and walkers using the amenity. 3. Overlooking and Loss of Privacy RECEIVED: 02/03/2026 The positioning of the proposed pods and associated areas will directly overlook my property. • Visual Intrusion: The development will result in a direct loss of privacy for my household. The nature of glamping sites, where guests spend significant time outdoors, exacerbates this issue compared to standard residential housing. This level of overlooking is unacceptable in a residential zone. The glamping pods will be in close proximity to my property, between 10 and 20 metres away across the road. When the trees are cut back there will be a clear line of vision from my house to the glamping site. 4. Unsuitable Location for Tourism While I support tourism generally, this specific site is unsuitable for such a facility. • Disconnect from amenities: The site is located along the main N2 road and is removed from identified, visible tourism clusters/facilities. • Zoning Conflict: Placing a holiday park facility in a location dominated by residential housing and main road traffic represents uncoordinated development. It does not integrate well with the existing pattern of development in the area. Conclusion For the reasons outlined above—specifically the noise impact, traffic danger to Monaghan greenway users, loss of privacy, and inappropriate location—I respectfully request that the Planning Authority refuse permission for this application. Yours faithfully, Richard Baxter RECEIVED: 02/03/2026
