Re: Planning Reference: 2660018
Applicant: Stream Bioenergy Ireland Limited.
Development Address: Maghernakelly, Drumcall and brumgole.
Development Description: Renewable Biogas Plant.
A Chara,
I wish to make an objection to the above development based on the information
provided below.
I am writing to express my objection to the proposed industrial -scale anaerobic
digestion facility intended to accept farmyard and food waste near my
husband's land holding. This development poses significant concerns not just for
me but for the future well-being of our family.
Regional road network
I wish to object to this development due to serious concerns regarding road
safety and the inadequacy of the local road infrastructure to accommodate the
increased volume of Heavy Goods Vehicle (HGV) traffic associated with the
development.
The R189 is a narrow regional road and is a road that I travel every day to and
from work, at present it is a dangerous road to travel without adding additional
HGV's. It's simply not fit to take any more. As a very regular motorist on this
road I have major concerns presently at the lack of width for two articulated
vehicles to safely pass one another.
The roads that would be used by vehicles associated with this proposed
development are already unsuitable and unsafe, especially during peak school
times. School children are regularly picked up and dropped off by school
transport along these routes, yet there are no designated safe collection or
drop-off points. This already presents significant risks to children, parents, and
drivers.
The introduction of additional Heavy Goods Vehicle (HGV) traffic as a result of
this development would greatly exacerbate these existing dangers. Large HGVs
travelling on narrow, inappropriate roads at the same times as school buses and
children are present would create an unacceptable risk to safety. Children are
among the most vulnerable road users, and increasing industrial traffic on these
routes fails to adequately safeguard their wellbeing.
I am particularly concerned that the application does not sufficiently address:
• The existing lack of safe school pick-up and drop-off facilities
• The increased danger posed to children during school travel times
• The suitability of the road network for frequent HGV movements
In my view, allowing this development to proceed without addressing these
serious road safety issues would place children and other road users at
unnecessary risk and would be contrary to planning policies that require
developments to provide safe and suitable access for all.
Environmental Impact:
I am also deeply concerned about the environmental impacts that such a facility
may introduce in the community.
0 Increased noise and disturbance from vehicle movements and plant operations
0 Odour emissions associated with biogas production, which could negatively
affect nearby residents
0 Potential impacts on local air quality due to increased traffic and on -site
processes including the height of the stack for emissions
0 The cumulative effect of industrial activity on what is currently a rural and
residential environment
I am concerned that at present specific National Planning Guidelines for AD
Plants are anticipated in early 2026 by the Biomethane Implementation Group
These are not in place at present to provide clarity for developers and
communities. I would be deeply concerned that this development would be
granted planning permission before such necessary policy and regulatory
measure are in place.
Therefore for these reasons, I respectfully request that the planning authority
refuses this application
