H18 X982 3 March 2026 Re: PLANNING APPLICATION 2660018 -PROPOSED BIOGAS PLANT AT MAGHERNAKELLY, DRUMCALL AND DRUMGOLE, DRUM, CO. MONAGHAN Dear Sir / Madam, I wish to make object to the above referenced planning application for the construction of a renewable biogas plant. I have serious concerns regarding the proposal. My primary concerns are as follows 1. Unsuitability of local road network and traffic impact. • Road safety: The local roads are regularly used by local residents, pedestrians, cyclists, children on their way to school, and slow moving agricultural vehicles. There is a lack of footpaths and cycling infrastructure. The introduction of constant movement of large HGVs would create an extreme and unacceptable risk to road safety. • Visual and noise pollution: The constant presence of industrial traffic would fundamentally alter the quiet, rural character of the area, creating, creating unacceptable levels of noise and visual intrusion for local residents. • Proposed route: The application states that the main route to the facility would be via the R188 & R1 89. For traffic approaching from the Rockcorry direction the most direct route would be via the L2320. Sections of the L2320 are narrow and cannot accommodate two-way traffic. An increase of HGV's activity on this route would lead to congestion and, over time, significant damage to the road surfaces which were not designed for such loads. 2. Odour, disease risk and spillages The facilitywill require hundreds of HGV movement to transport primarily poultry manure. Transport of such products by HGVs frequently results in odour nuisances and on occasion spillages may occur which presents a disease risk. AD plants frequently generate strong odours, particularly during feedstock delivery or equipment malfunction. Even with odour control systems, similar facilities have documented recurring odour issues. 3. Disease risk and spillages Livestock are highly sensitive to gases such as hydrogen sulphide (H2S) and ammonia, which can be released during leaks or equipment failures. Even low concentration of H2S can be fatal to livestock. Digestate or slurry spills can contaminate grazing land and water sources used by livestock. Stress from odour, noise, and disturbance can affect animal health, feeding and milk production. 4. Impact on local environment The scale and industrial nature of the development combined with frequent HGV movement and odour emissions is incompatible with the surrounding area. The proposal will undermine the enjoyment of the local environment and impact on valuation of residences and lands within the surrounding areas. Yours sincerely, Finbar McCaul & Regina Boyle
