It details the parking calculations, accessibility provision, and compliance with the Monaghan County Development Plan 2025–2031 (Table 15.6 – Car Parking Standards), which sets minimum parking rates for different development types. 2. Applicable Parking Standards (Monaghan County Development Plan 2025– 2031) The following standards apply: • Industry: 1 space per 50 m² GFA • Office / Professional Services: 1 space per 25 m² GFA • Storage / Warehouse: 1 space per 200 m² GFA (typical for low-intensity storage uses unless otherwise specified) These standards guide the calculations in Section 3. RECEIVED: 16/03/2026 4 Table 15.5 Car Parking Standards – Monaghan County Council Development Plan – 2025 - 2031 3. Parking Demand Calculations for the Proposed Development The development comprises three key components: industrial floorspace, office accommodation, and storage space. Parking demand has been calculated as follows: 3.1 Industry Parking Requirement • Industrial Floorspace: 3,431.3 m² • Standard: 1 space per 50 m² • Calculation: 3,499.6 m² ÷ 50 = 68.6 • Parking Required: 69 spaces 3.2 Office Parking Requirement • Office Floorspace: 264.4 m² Main Building 8.9 m² Existing Office Building • Standard: 1 space per 25 m² • Calculation: 273.3 m² ÷ 25 = 10.93 • Rounded: 11 spaces 3.3 Storage Parking Requirement • Storage Floorspace: 698.6 m² Main Building 313.7 m² External Store Building • Standard: 1 space per 200 m² • Calculation: 1012.3m² ÷ 200 = 5.06 • Rounded: 5 spaces RECEIVED: 16/03/2026 5 4. Total Parking Provision Component Requirement Industrial (3,431.3 m²) 69 spaces Office (273.3 m²) 11 spaces Storage (1,012.3 m²) 5 spaces Total Parking Required 85 spaces Total Parking Spaces Provided 87 spaces The proposed layout will accommodate 85 standard car parking spaces, meeting Development Plan requirements in full. 5. Disabled / Accessible Parking While the current Development Plan does not specify a fixed ratio for disabled parking, Monaghan County Council practice follows national guidance of: • Minimum 1 accessible space per 25 standard spaces or • 2%–5% of total parking, whichever is more appropriate. For a car park of 85 spaces, this results in: • Minimum Accessible Spaces Required: 85 ÷ 25 = 3.40 → 4 accessible parking spaces Proposed Accessible Parking Provision: ✔ 4 disabled parking spaces located adjacent to primary building entrances, designed with full circulation, gradients, markings and signage in accordance with universal access standards. RECEIVED: 16/03/2026 6 Policies for Parking – Disabled Parking 6. Internal Circulation, Layout & Design Considerations The car park has been designed to ensure: • Safe vehicular circulation and HGV manoeuvring for the industrial component. • Adequate turning radii for service vehicles. • Appropriate lighting, landscaping and screening. 7. Sustainable Transport Considerations In accordance with the policies of the Monaghan County Development Plan: • Bicycle parking areas/racks will be provided near building entrances. RECEIVED: 16/03/2026 7 8. Compliance Statement The proposed car parking provision: • Fully complies with the Monaghan County Development Plan 2025–2031 parking standards. • Provides 87 total spaces, exceeding calculated demand of 85 spaces. • Includes 4 disabled accessible spaces, meeting compliance regulations. • Supports efficient, safe operation of the site. 9. Conclusion The proposed parking layout provides an appropriate, policy-compliant solution for the development in consisting of mixed-use industrial development located in Castleblayney, County Monaghan. The provision of 87 spaces—including 69 industrial, 11 office, and 5 storage spaces—ensures the needs of staff, visitors, and service operations are fully met while maintaining accessibility and safety standards.
