Monaghan. The proposed development will consist of: Permission will consist of the re-contouring of existing undulating agricultural farmland to include the importation of soil, subsoil and inert material in order to raise the levels of part of the land together with all ancillary site development works. The lands will be recovered with topsoil and reseeded with ryegrass upon completion of the re-contouring works at Binmore Castleblayney Co. Monaghan. This report has been prepared in response to the Further Information request issued by Monaghan County Council dated 04 December 2025 in relation to the proposed development. The purpose of this report is to provide the additional information requested by the Planning Authority to support the planning application. 4. The information submitted is insufficient with regards traffic safety and access standards. Consequently, please submit a detailed Traffic Management Plan (TMP) addressing HGV routing, timing, signage, and measures to minimise disruption to local road users. Figure 1.1 Site Location RECEIVED: 29/03/2026 Traffic Management Plan 5 1.2 Objective This Traffic Management Plan (TMP) has been prepared in response to the Further Information request issued by Monaghan County Council, which requested additional detail in relation to traffic safety and access standards associated with the proposed development. The purpose of this TMP is to outline the measures that will be implemented to safely manage Heavy Goods Vehicle (HGV) movements associated with the proposed development. The Plan sets out the proposed HGV routing arrangements, operating hours, traffic management measures, signage requirements, and procedures to minimise disruption to local road users. The TMP also establishes a framework for the safe management of construction-related vehicle movements to ensure the safety of road users, local residents, and site personnel. The TMP will include measures to:  Ensure the safe passage of construction and general traffic on the local road network;  Minimise disruption to local residents, agricultural traffic, and road users;  Prevent mud, debris, or construction materials being deposited on the public road;  Manage delivery and haulage activities, including timing of deliveries where necessary;  Provide appropriate temporary traffic management measures, signage, and traffic control where required. The final Traffic Management Plan will be implemented in accordance with the requirements of the Planning Authority and Roads Authority prior to the commencement of works. 1.3 Legislation Relevant guidance on assessing the impact of a development on roads, traffic and transport is contained within the Traffic and Transport Assessment (TTA) Guidelines published by Transport Infrastructure Ireland (TII) and the Environmental Protection Agency (EPA) “Guidelines on the Information to be Contained in Environmental Impact Assessment Reports”. These guidelines state that traffic impacts should be assessed for the construction phase, operational phase, and potential unplanned events such as traffic collisions (road safety). As the proposed development relates to agricultural land restoration through the importation of inert soil and stone, there is no traditional construction phase. Therefore, the assessment contained within this section focuses primarily on the operational phase of the proposed development. The development site is located within the administrative area of Monaghan County Council and is therefore subject to the policies and development management standards contained within the Monaghan County Development Plan 2019–2025. RECEIVED: 29/03/2026 Traffic Management Plan 6 Figure 1.2 Site Location (Aerial) 2.0 Site Description 2.1 Existing Conditions The application site (“the Site”) is located at Binmore, Castleblayney, Co. Monaghan. The site extends to approximately 1.37 hectares and currently comprises greenfield agricultural land. Access to the site is provided via an existing entrance onto the Tullynahinnera Road, which is a narrow rural local road approximately 3 m in width. The Tullynahinnera Road connects to the L8120 and L4121 local roads, which in turn provide access to the R181 regional road. RECEIVED: 29/03/2026 Traffic Management Plan 8 Figure 2.3 Connection to the L4121 & from R181 regional road Tullynahinnera Road. 2.2 Works on Public Roads No works will take place on the public roads. 2.3 Access and Egress from the Site The proposed development will be accessed via the existing local road network, which connects to the R181 regional road. The site entrance will be clearly signposted in accordance with the requirements of Chapter 8 of the Traffic Signs Manual to ensure safe access and egress for all vehicles associated with the development. 2.4 Proposed Construction Woking Hours It is proposed that the following working hours will be adhered to at the site with no work operations permitted outside of those times (unless otherwise agreed with the Monaghan County Council):  07:00 to 18:00 hours Monday to Friday; and  08:00 to 14:00 hours Saturday  No operations will be carried out on Sundays and public holidays, 2.75 Construction Phase During the construction phase of the proposed development, there will be an increase in traffic movements to and from the site associated with construction personnel, site management, utility providers, construction plant and machinery, dumper trucks, and the delivery and removal of materials including waste and excavated spoil. While the construction phase will generate additional traffic activity, these movements will be temporary in nature and will be managed through the implementation of appropriate construction and traffic management measures. The existing access arrangements and surrounding road network have sufficient capacity to accommodate the anticipated construction traffic associated with the proposed development. Based on the anticipated rate of importation of fill material, the proposed development will generate up to one HGV arrival per hour during operational hours in a worst-case scenario. This would equate to a maximum of approximately two HGV movements per hour (one inbound and one outbound). In the context of existing traffic volumes on the surrounding local road network and the R181 regional road, this represents a negligible increase in overall traffic flows. This level of additional traffic is significantly below the typical 10% threshold used to identify a material traffic impact. Consequently, the proposed RECEIVED: 29/03/2026 Traffic Management Plan 9 development traffic will not adversely affect the capacity or operation of the surrounding road network or the local road/site access junction. 3.0 Management of Construction Traffic 3.1 Management of Construction Traffic around the Site The contractor will be responsible for managing traffic in and around the proposed development site. The following measures will be implemented to ensure safe and efficient traffic management:  Advance warning signage will be installed on the local road in both directions of the site access in accordance with Chapter 8 of the Traffic Signs Manual, including requirements relating to sign size, positioning and spacing, to alert road users to HGV movements associated with the development.  Delivery and haulage vehicles will be instructed to use only the approved access route to and from the site via the local road network connecting to the L8120 and L4121 roads and onward to the R181 regional road.  Vehicles transporting materials will be appropriately covered where necessary to prevent dust generation or loss of material during transport.  Vehicle speeds within the site will be controlled through appropriate signage and site management procedures to ensure low vehicular speeds and safe operation.  Parking of site vehicles will be managed within the site boundary and will not be permitted on the public road network.  A road sweeper will be deployed, if required, to clean the public road adjacent to the site should any debris or mud be deposited by vehicles accessing or leaving the site.  All vehicles will be appropriately serviced and maintained to prevent leaks or spillages of oil, petrol or diesel. Spill kits will be available on site to address any accidental spillages.  Trained traffic marshals will be deployed where necessary to manage vehicle entry and exit to the site and to ensure that site traffic does not obstruct the local road. 3.2 Proof of Compliance with Traffic Restrictions The Contractor will monitor and manage traffic movements associated with the development for the duration of the works. Traffic movements will be controlled in accordance with the following procedures:  A site traffic management protocol will be developed outlining the restrictions and rules relating to vehicle movements. All HGV drivers and site operatives will be required to read and sign this protocol prior to accessing the site.  All vehicle movements to and from the site will be coordinated by the Contractor’s designated transport manager to ensure compliance with the agreed traffic management measures and routing arrangements.  Prior to commencing work on site, all contractors and delivery drivers will be required to complete the necessary site induction and prequalification procedures, including acknowledgement of the traffic management restrictions. RECEIVED: 29/03/2026 Traffic Management Plan 10 3.3 Construction Traffic Access to Site 3.3.1 Traffic Management Procedures / Generation All deliveries will be scheduled with the site at least one day in advance. Traffic associated with the proposed development will access the site via the existing entrance onto the Tullynahinnera Road, which connects to the L8120 and L4121 local roads and onward to the R181 regional road. All deliveries will be off-loaded promptly using the most appropriate method in order to minimise any disruption. It is anticipated that there will be approximately 3–6 personnel on site during peak operational activity. Working hours on site will generally be from 07:00 hrs to 18:00 hrs Monday to Friday and from 08:00 hrs to 14:00 hrs on Saturdays. As a result, most vehicle movements associated with the development will occur outside of the peak AM and PM commuter periods. All deliveries will be scheduled and coordinated by the Contractor to ensure that vehicles can enter the site without delay and that HGVs do not queue on the local road network. Vehicles arriving prior to their allocated delivery time will be required to wait off the public road network until access to the site is available. 3.3.2 Traffic management – Internal Site Extents Contractor / subcontractor / supplier parking is not permitted on any local access routes. Vehicles must be parked within approved designated areas within the site extents. No unloading or blockages of access routes, including emergency vehicle access routes. Such vehicles will be immediately requested to move to avoid impeding works. In accordance with this TMP, the Contractor must appoint a Traffic Management Coordinator responsible for the management of traffic management related activities on site. 3.3.3 Traffic management coordination meetings Monthly logistics coordination will be undertaken where the traffic management strategy, traffic management coordination (and implementation of any required temporary traffic management schemes) will be discussed and agreed. 3.3.4 Construction Access Road required behaviours The Contractor must adhere to established traffic management measures specified, which includes:  Sign-in requirements.  Visual PPE checks.  Arrangements for infrequent visitors, e.g. project team, client visitors.  Compliance to sign-in requirements; and  Collaborate with any required security searches of vehicles entering or exiting. 3.3.5 Loading/Unloading locations Vehicles must be loaded and unloaded within the site area (i.e. access routes, site compound set-up and loading areas to be developed and agreed with the Contractor). Contractors are not permitted to carry out loading or unloading on the public roadway. This approach reduces the risk to the public, reduces congestion, and minimises disruption and risk to any passing vehicles on the highway. All deliveries and collections should be overseen and managed for the Contractor by a nominated competent person. Contractors must consider and explain how to manage the impacts on cyclists, pedestrians, other road users, and any affected roadway infrastructure. RECEIVED: 29/03/2026 Traffic Management Plan 11 3.3.6 Emergency Access Access for emergency vehicles via the primary access roads must be maintained at all times. 3.3.7 Asset Protection The Contractor will take all necessary precautions to avoid damage to the local road network, including road surfaces, grass margins, boundary walls, drainage infrastructure, signage, lighting columns and any other roadside infrastructure in the vicinity of the site access and along the haulage route. The Contractor will be responsible for the repair or replacement of any damage caused to the public road network or associated infrastructure as a result of site operations, to the satisfaction of Monaghan County Council. Appropriate precautions will be implemented to prevent the spillage of diesel fuel, oils, contaminated water or other materials during site operations. Any accidental spillage will be immediately contained and remediated using spill kits available on site. Measures will also be implemented to prevent the deposit of mud, clay, rubble or other debris onto the public road network by vehicles entering or leaving the site. Where necessary, road cleaning will be carried out to maintain the road in a clean and safe condition. Tracked plant will not be permitted to travel on the public road network unless suitable protective measures are implemented to prevent damage to the road surface. The Contractor’s Construction Management procedures will include provisions relating to the protection of public infrastructure and the repair of any temporary or permanent damage arising from the works. 3.3.8 Wide / Abnormal Loads It is not anticipated that there will be any wide loads that will require the assistance of the Gardaí. 3.3.9 Hazard Warning Lights All vehicles and self-propelled plant used in the construction works shall be fitted with roof-mounted amber flashing lights whilst in the working areas. 4.0 Conclusions This Traffic Management Plan assesses the traffic and transportation considerations associated with the planning application by Dermot Mooney for the proposed development at Binmore, Castleblayney, Co. Monaghan. The assessment demonstrates that the proposed development will not give rise to any significant adverse impact on existing local traffic conditions and that the additional HGV movements associated with the importation of inert soil and stone can be accommodated within the surrounding road network. The assessment confirms that the existing site access onto the Tullynahinnera Road is suitable to accommodate the anticipated traffic associated with the proposed development. It is therefore considered that there are no significant traffic safety or road capacity issues that would prevent a positive determination of the application by Monaghan County Council. The measures outlined in this Traffic Management Plan ensure that traffic associated with the development can be safely accommodated on the surrounding local road network without causing congestion, queuing or safety issues.
