In accordance with the provisions of Article 33 of the Planning and Development Regulations 2001 (as amended) you are hereby requested to submit further information as set out on the attached page. Article 33(3) states that “where a requirement under sub-article (1) or sub-article (2) (Clarification) is not complied with within the period of 6 months from the date of the requirement for further information, or such additional period, not exceeding 3 months, as may be agreed by the Planning Authority, the planning application shall be declared to be withdrawn”. It should be noted that you will be required to give notice in an approved newspaper under article 35(1)(a) and erect a site notice in accordance with Article 35 (1)(b) of the Planning and Development Regulations 2001 (as amended) if the further information received is considered to contain significant additional data. Section 15.4 ‘Shop fronts’ of the Monaghan County Development Plan 2025-2031 states that shopfronts should generally; • Relate to the architecture of the building to which it forms part of, in terms of proportion, scale and alignment. • Respect the scale and proportions of the streetscape by maintaining existing fenestration and plot width, including any vertical division or features breaking up horizontal facades. • Include the design elements of a traditional Irish shopfront, such as the fascia, pilasters, consoles, cornice, architrave and stallriser, with details of fascia signage included as part of any planning application. Section 15.2.11 ‘Materials’ states that ‘the use of renewably sourced hardwood for windows and doors in all new structures is encouraged as well as the use of local materials which contribute to the character of the area’ and Section 15.2.12 ‘Fenestration’ states that fenestration should respect ‘traditional proportions of the building and the streetscape.’ The Planning Authority has concerns with the proposed shopfront in terms of the arrangement of openings, external detailing and its overall appearance which, it is considered, would have an adverse impact on the established character of the existing streetscape of this part of Parnell Street. In this regard, the applicant is requested to provide additional information (including revised drawings and a supporting statement ) which demonstrates how the proposal satisfactorily complies with the aforementioned sections 15.4, 15.2.11 and 15.2.12 of the Monaghan County Development Plan 2025-2031. Revised details should include; a) Repositioning of the ground floor café window to a more central location, between the two proposed door entries. b) Confirmation of proposed wall/window/door finishes for all elevations including colours. c) Sample images of all proposed wall/door/window finishes. 2. The Planning Authority notes that the first-floor area has been earmarked for ‘future development’ as indicated on the submitted floor plans. In the interests of clarity, the applicant is requested to confirm if it is intended to change the use of the first-floor area or if there is ‘no change’. If the applicant intends to change from the existing authorised use (see planning history reference 00/50008), the applicant should amend the development description accordingly to accurately reflect all aspects of the development proposed. 3. Planning Authority notes that the proposed development includes ‘Proposed Signage’ however, no specific details have been provided with regard to same. The applicant is therefore requested to provide further details of proposed signage, as referenced in the proposed development description and submitted drawings.
