Monaghan for Mr Gareth Treanor Introduction The location of the proposed development is situated on a predominately greenfield site located at Killyconnigan, Monaghan on the western side of Monaghan town. An existing derelict dwelling house is located at the southwestern end of the site, and it is proposed to demolish the existing building as part of the development. The development will consist of 12No. dwelling houses comprising a mix of detached and semi-detached houses. The associated siteworks will include provision of a new access road to the houses with a new entrance from the Cortolvin road, and all associated watermains, and foul and surface water drainage and connections to existing services in the public road. This document provides details and calculations relating to the proposed site services and should be read in conjunction with the drawings which form part of this planning application that indicate the layouts, routes, and levels etc. for the proposed site services. Water Demand Calculation The water demand associated with the development is based on bedroom numbers per dwelling unit. It is proposed that a new watermain will be provided from the existing watermain located in the Cortolvin road to serve these new dwelling houses and to provide for fire hydrants in the hardstanding area in front of the new houses. The calculated 24-hour water storage volume is based on Technical Guidance Document G (Dept of Environment, Community and Local Government) recommended figures for residential storage volumes. 24 Hour Water Storage In accordance with the requirements of Section 1, §1.6 of Technical Guidance Document G (Dept of Environment, Community and Local Government), a minimum of 340litres of cold water storage should be provided for dwelling houses containing 4 or more bedrooms. All of the houses in this development will have 4 bedrooms or less, therefore it is proposed to provide a one-piece water tank (based on Tricel capacities) 0.61m high x 1.31m long x 0.68m wide. Nominal tank capacity = 454 litres Foul Sewer Calculations The new foul sewer pipe network serving the proposed development will discharge to an existing 225mm diameter concrete foul sewer pipe located in the public road, at the east of the site. The pipe network has been designed based on a flow rate of 4000 litres per day for each dwelling house plus and additional allowance for infiltration and surface water cross- connections as required by Irish Water Codes of Practice. The foul sewer drainage network has been modelled using the Causeway Flow design software. The discharge from the houses has been applied to the drainage network at the appropriate manhole locations. The pipe design verifies the adequacy of the proposed gravity sewer network within the proposed development. RECEIVED: 02/04/2026 A L A N C L A R K E & A S S O C I A T E S CASTLEBLAYNEY ENTERPRISE CENTRE, DUBLIN ROAD, CASTLEBLAYNEY, CO MONAGHAN t: 042 9740071 f: 042 9746645 e: info@alanclarke.ie www.alanclarke.ie Refer to appended foul sewer calculations (from Causeway Design software) demonstrating the adequacy of the proposed pipe sizes and gradients for the above loadings. The calculations include a detailed hydraulic analysis of the foul sewer system and verify that the gradients and pipe sizes will produce flow velocities in the range 0.75m/s to 2.5m/s. The site layout drawing (26104-500) indicates the proposed foul sewer layout. Surface Water / SuDS Calculations An existing 300mm diameter public storm water pipe is located in the public road to the east of the site. It is proposed to convey the surface water run-off from the site via new 225mm diameter uPVC pipes laid below the proposed access road. The new surface water pipe network will discharge to a new surface water manhole constructed on the 300mm diameter public surface water pipe in the public road. It is proposed to provide a new surface water pipe network within the site to serve the proposed new dwelling units and associated parking and hardstanding areas. The proposed surface water drainage for the site has been designed using the principles of sustainable drainage systems (SuDS). The objective of this approach is to safely deal with run-off from extreme storm events, without putting public or property at risk, and avoid any increase in the pre-development flood risk associated with the receiving water course. The volume of surface water discharging via the new piped sewer network from the roof and associated hardstanding areas will be restricted to pre-development runoff rates and excess surface water will be stored in below ground attenuation chambers. The attenuation chambers will also facilitate infiltration of the stored surface water to ground which will further reduce the volume of surface water discharging from the site. Calculations are appended to this report in order to demonstrate the adequacy of the pipe sizes and gradients. These calculations have been carried out based on the following parameters and include a 20% increase in rainfall intensities to allow for climate change. Surface Water Runoff Coefficients The following runoff coefficients have been applied as follows in the calculation of the run-off from the various areas of the site: Roof – 0.90 Roads – 0.85 Permeable Paving – 0.65 Contributing Areas Proposed Roof 697m2 x 0.90 x 1.10 = 690m2 Roads 792m2 x 0.85 = 673m2 Permeable Paving 894m2 x 0.65 = 581m2 Note that the calculated impermeable area for roofs has been factored up by 10% to allow for urban creep, as required by the GDSDS – see below. Hydraulic Criteria Hydraulic Criteria will be met by controlling the run-off as near to source as possible. Source control measures which will be adopted on this site include permeable paving and infiltration. The proposed permeable paving, perforated drainage pipes laid below the permeable paved areas, and attenuation chambers will allow for infiltration to the existing subsoils to occur. However, the design of the conveyance system has conservatively ignored the reduction in run-off which will be achieved through infiltration. RECEIVED: 02/04/2026 A L A N C L A R K E & A S S O C I A T E S CASTLEBLAYNEY ENTERPRISE CENTRE, DUBLIN ROAD, CASTLEBLAYNEY, CO MONAGHAN t: 042 9740071 f: 042 9746645 e: info@alanclarke.ie www.alanclarke.ie Site control will be incorporated in the system in the form of attenuation storage. Regional control would need to be managed for the local area as a whole on a co-ordinated basis. The storm water sewer network has been designed to contain the 1:100 year storm event in the below ground attenuation system within the site ensuring that no flood water discharges from the site in the 1:100 year storm event. In order to calculate the required capacity of the control and storage measures to be incorporated in the drainage system, it is necessary to calculate the green field run-off rate appropriate to the site. Calculate Mean Annual Flood Flow/Green Field Run-off Rates (Qbar) The calculation of greenfield runoff estimation for the site has been carried out using HR Wallingford software and is appended to this document. The calculation indicates the following run-off rates; Qbar for 1 year return period = 2.9 l/sec Qbar for 30 year return period = 5.7 l/sec Qbar for 100 year return period = 6.7 l/sec Attenuation Volume for the Proposed Development Site The storage volumes for the 30 year and 100 year return periods have been estimated by the design software and subsequent simulation modelling of the storm network has been carried out for the appropriate rainfall intensities for 1 year, 30 year and 100 year return periods using the appropriate Qbar figures, and the adequacy of the attenuation volume has been verified. The results of the modelling calculation for each return period is appended to this report. All rainfall intensities have been factored up by 20% to allow for climate change, as required by the Greater Dublin Strategic Drainage Study (GDSDS). The areas discharging into each manhole/node in the drainage model have been increased by an additional 10% to provide for future urban creep (due to possible future extensions to the houses and/or increases in the extent of paved areas around the houses) in accordance with the recommendations of the GDSDS. The GDSDS requires that no site flooding occurs for the 1 in 30 year storm event and that any site flooding for the 1 in 100 year storm event is contained within the site and that properties are protected from flooding (i.e. that flood levels are greater than 500mm below building floor levels). The storm simulation calculation results indicate some surcharging of some manholes within the storm network for the 1 in 30 year storm and the 1 in 100 year storm intensities which is normal for these extreme storm event. These water levels remain within the manholes for these rainfall events and the water level is greater than 500mm below the lowest floor level as required by the GDSDS. No site flooding is observed in the simulation results. It is proposed to contain all attenuated storm water in the below ground attenuation system. The required storage to ensure that no site flooding occurs for the 1 in 100 year storm is 101.76m3. This storage is provided entirely within the below ground attenuation chambers which will consist of 48No. Stormtech SC-740 underground stormwater chambers (or similar approved), as shown on the site layout drawing. Technical details for these chamber types are appended to this report. This type of chamber has been selected due to their ease of maintenance and the capacity to incorporate an ‘isolator row’ which provides for the removal of suspended solids and improved water quality. The chambers are bedded, surrounded and covered with single sized stone and each have a storage capacity of 2.12m3; 48No. chambers having a storage capacity of 101.76m3. RECEIVED: 02/04/2026 A L A N C L A R K E & A S S O C I A T E S CASTLEBLAYNEY ENTERPRISE CENTRE, DUBLIN ROAD, CASTLEBLAYNEY, CO MONAGHAN t: 042 9740071 f: 042 9746645 e: info@alanclarke.ie www.alanclarke.ie The above calculations conservatively ignore the infiltration rates through the base and sides of the attenuation system. The attenuation chambers are configured in an ‘on-line’ arrangement, as indicated on the site layout drawing, which best suits the site and drainage layout and facilitates the incorporation of an isolator row which allows for the removal of suspended solids from the discharged storm water flows. The chambers dissipate stored storm waters via a manhole with a flow restrictor at its outlet. The hydrobrake flow restrictor fitted to the downstream manhole on the attenuation system restricts the outflow to the predetermined runoff rate of 2.9 l/sec for the overall site based on the design depth for the 1 in 1 year storm event and the modelling and storm simulations for both the 1 in 30 year and 1 in 100 years storm events indicate that the discharge from the site does not exceed the calculated greenfield run-off rates for these return periods. Surface Water Pipe Capacities & Flow Velocities The surface water pipe network has been modelled and designed based on the proposed layout and the areas of building and site served by each pipe run. The network has been designed using the Causeway Flow design software and design calculations verifying the pipe sizes, gradients, capacities, flow velocities etc, are appended to this report. The proposed site layout drawing (26104-500 Rev P1) indicates the arrangement of the proposed surface water sewer network including the locations of the flow restrictor and the attenuation chambers. Refer to appended surface water sewer calculations (from Causeway Design software) demonstrating the adequacy of the proposed pipe sizes and gradients for the above loadings. The calculations include a detailed hydraulic analysis of the surface water sewer system and verify that the gradients and pipe sizes will produce flow velocities in excess of the minimum self-cleansing velocity of 0.75m/s and less than 3.0l/sec. Oil Interceptor The run-off from the site hardstanding, macadam road and permeable paved areas of the site will dissipate via the permeable paving and road gullies and the entirety of the storm water will pass through a Class 1 bypass oil interceptor (Kingspan Klargester NSBP004 or similar) prior to discharge at the outfall manhole. The oil interceptor has been sized to provide adequate capacity to deal with the runoff from the entire site. The NSBP004 interceptor has capacity to cater for the calculated flow rate as indicated in the appended calculations. Surface Water Sewer Outfall The outflow from the attenuation chambers will be restricted by means of Hydrobrake vortex flow control at the downstream manhole of the attenuation system as indicated on the site layout drawing, as referred to above, to limit the discharge flow rate from the site to the existing storm water pipe in the public road to the calculated pre-development greenfield run- off rate. StormTech Isolator Row PLUS with Overflow Spillway (not to scale) THE ISOLATOR® ROW PLUS INTRODUCTION An important component of any Stormwater Pollution Prevention Plan is inspection and maintenance. The StormTech Isolator Row PLUS is a technique to inexpensively enhance Total Suspended Solids (TSS) and Total Phosphorus (TP) removal with easy access for inspection and maintenance. THE ISOLATOR ROW PLUS The Isolator Row PLUS is a row of StormTech chambers, either SC-160, SC-310, SC-310-3, SC-740, DC-780, MC-3500 or MC-4500 models, that is surrounded with filter fabric and connected to a closely located manhole for easy access. The fabric-wrapped chambers provide for settling and filtration of sediment as storm water rises in the Isolator Row PLUS and ultimately passes through the filter fabric. The open bottom chambers and perforated sidewalls (SC-310, SC- 310-3 and SC-740 models) allow storm water to flow both vertically and horizontally out of the chambers. Sediments are captured in the Isolator Row PLUS protecting the storage areas of the adjacent stone and chambers from sediment accumulation. ADS geotextile fabric is placed between the stone and the Isolator Row PLUS chambers. The woven geotextile provides a media for stormwater filtration, a durable surface for maintenance, prevents scour of the underlying stone and remains intact during high pressure jetting. A non- woven fabric is placed over the chambers to provide a filter media for flows passing through the perforations in the sidewall of the chamber. The non- woven fabric is not required over the SC-160, DC-780, MC-3500 or MC- 4500 models as these chambers do not have perforated side walls. The Isolator Row PLUS is designed to capture the “first flush” runoff and offers the versatility to be sized on a volume basis or a flow-rate basis. An upstream manhole not only provides access to the Isolator Row PLUS but includes a high/low concept such that stormwater flow rates or volumes that exceed the capacity of the Isolator Row PLUS bypass through a manifold to the other chambers. This is achieved with either an elevated bypass manifold or a high-flow weir. This creates a differential between the Isolator Row PLUS row of chambers and the manifold to the rest of the system, thus allowing for settlement time in the Isolator Row PLUS. After Stormwater flows through the Isolator Row PLUS and into the rest of the StormTech chamber system it is either exfiltrated into the soils below or passed at a controlled rate through an outlet manifold and outlet control structure. The Isolator Row FLAMPTM (patent pending) is a flared end ramp apparatus that is attached to the inlet pipe on the inside of the chamber end cap. The FLAMP provides a smooth transition from pipe invert to fabric bottom. It is configured to improve chamber function performance over time by enhancing outflow of solid debris that would otherwise collect at an end of the chamber. It also serves to improve the fluid and solid flow into the access pipe during maintenance and cleaning and to guide cleaning and inspection equipment back into the inlet pipe when complete. The Isolator Row PLUS may be part of a treatment train system. The design of the treatment train and selection of pretreatment devices by the design engineer is often driven by regulatory requirements. Whether pretreatment is used or not, the Isolator Row PLUS is recommended by StormTech as an effective means to minimize maintenance requirements and maintenance costs. Note: See the StormTech Design Manual for detailed information on designing inlets for a StormTech system, including the Isolator Row PLUS.RECEIVED: 02/04/2026 INSPECTION The frequency of inspection and maintenance varies by location. A routine inspection schedule needs to be established for each individual location based upon site specific variables. The type of land use (i.e. industrial, commercial, residential), anticipated pollutant load, percent imperviousness, climate, etc. all play a critical role in determining the actual frequency of inspection and maintenance practices. At a minimum, StormTech recommends annual inspections. Initially, the Isolator Row PLUS should be inspected every 6 months for the first year of operation. For subsequent years, the inspection should be adjusted based upon previous observation of sediment deposition. The Isolator Row PLUS incorporates a combination of standard manhole(s) and strategically located inspection ports (as needed). The inspection ports allow for easy access to the system from the surface, eliminating the need to perform a confined space entry for inspection purposes. If upon visual inspection it is found that sediment has accumulated, a stadia rod should be inserted to determine the depth of sediment. When the average depth of sediment exceeds 3 inches throughout the length of the Isolator Row PLUS, clean-out should be performed. MAINTENANCE The Isolator Row PLUS was designed to reduce the cost of periodic maintenance. By “isolating” sediments to just one row, costs are dramatically reduced by eliminating the need to clean out each row of the entire storage bed. If inspection indicates the potential need for maintenance, access is provided via a manhole(s) located on the end(s) of the row for cleanout. If entry into the manhole is required, please follow local and OSHA rules for a confined space entries. Maintenance is accomplished with the JetVac process. The JetVac process utilizes a high pressure water nozzle to propel itself down the Isolator Row PLUS while scouring and suspending sediments. As the nozzle is retrieved, the captured pollutants are flushed back into the manhole for vacuuming. Most sewer and pipe maintenance companies have vacuum/JetVac combination vehicles. Selection of an appropriate JetVac nozzle will improve maintenance efficiency. Fixed nozzles designed for culverts or large diameter pipe cleaning are preferable. Rear facing jets with an effective spread of at least 45” are best. StormTech recommends a maximum nozzle pressure of 2000 psi be utilized during cleaning. Most JetVac reels have 400 feet of hose allowing maintenance of an Isolator Row PLUS up to 50 chambers long. The JetVac process shall only be performed on StormTech Isolator Row PLUS that have ADS PLUS Fabric (as specified by StormTech) over their angular base stone. StormTech Isolator Row PLUS (not to scale) ISOLATOR ROW PLUS INSPECTION/MAINTENANCE Note: Non-woven fabric is only required over the inlet pipe connection into the end cap for SC-160LP, DC-780, MC-3500 and MC-4500 chamber models and is not required over the entire Isolator Row PLUS.RECEIVED: 02/04/2026 ISOLATOR ROW PLUS STEP BY STEP MAINTENANCE PROCEDURES STEP 1 Inspect Isolator Row PLUS for sediment. A) Inspection ports (if present) i. Remove lid from floor box frame ii. Remove cap from inspection riser iii. This installation guide provides the minimum requirements for proper installation of chambers. Non-adherence to this guide may result in damage to chambers during installation. Replacement of damaged chambers during or after backfilling is costly and very time consuming. It is recommended that all installers are familiar with this guide, and that the contractor inspects the chambers for distortion, damage and joint integrity as work progresses. B. Use of a dozer to push embedment stone between the rows of chambers may cause damage to chambers and is not an acceptable backfill method. NOTES: 1. 36” (900 mm) of stabilized cover materials over the chambers is required for full dump truck travel and dumping. 2. During paving operations, dump truck axle loads on 18” (450 mm) of cover may be necessary. Precautions should be taken to avoid rutting of the road base layer, to ensure that compaction requirements have been met, and that a minimum of 18” (450 mm) of cover exists over the chambers. Contact StormTech for additional guidance on allowable axle loads during paving. 3. Ground pressure for track dozers is the vehicle operating weight divided by total ground contact area for both tracks. Excavators will exert higher ground pressures based on loaded bucket weight and boom extension. 4. Mini-excavators (< 8,000lbs/3,628 kg) can be used with at least 12” (300 mm) of stone over the chambers and are limited by the maximum ground pressures in Table 2 based on a full bucket at maximum boom extension. 5. Storage of materials such as construction materials, equipment, spoils, etc. should not be located over the StormTech system. The use of equipment over the StormTech system not covered in Table 2 (ex. soil mixing equipment, cranes, etc) is limited. Please contact StormTech for more information. 6. The surface water discharge from the site will be restricted by means of hydrobrake flow restrictor and attenuation chambers will be provided to store the excess surface water during storm periods. Detailed calculations and proposals for the piped drainage system and attenuation have been provided as part of this submission. Maintenance Requirements & Proposals In order for the surface water drainage system to function correctly in the long term, it is essential that a programme of regular maintenance of the collection and attenuation elements of the system is carried out. The principal elements for which maintenance is required are the collection elements such as trapped gullies at rainwater pipes, road gully sumps and channel drains along with the attenuation chambers and associated elements. All collection elements, which are the first line of defence for avoiding sedimentation in the surface water system, should be inspected on a six-monthly basis. This includes all gully sumps, gully traps at rainwater pipe and sumps in channel drains. These should be emptied and cleaned once they are at or over 60% full. The piped conveyance system is designed to ensure minimum self-cleansing velocities and should require little or no ongoing maintenance. The site attenuation will be provided by means of a series of chambers arranged in rows. These chambers are open along their length and incorporate an ‘isolator row’ in their construction through which all of the first flush rainfall enters the attenuation system. It is this first flush rainfall which carries the sediment entering the system. A manhole is constructed at each end of the isolator row which allows for access and maintenance of this row including removal of sediment. A copy of the operation and maintenance manual from the system manufacturer is appended to this report detailing how this isolator row functions and how it is cleaned and maintained. All cleaning and maintenance of the system will be carried out by a specialist drain cleaning company with appropriate equipment and experienced personnel. All silt, grit and debris will be disposed of to a licensed waste management facility. Construction Phase Following completion of the construction of the piped drainage system and associated manholes etc and prior to their connection to the soakaway system, the pipes and manholes will be cleaned by a specialist drain cleaning contractor and the wash water removed by suction pumping. This will be completed prior to the attenuation system being made operational and opened to the piped drainage system. This will ensure that the attenuation soakaway system will not become an outlet for the cleaning water and associated sediment etc. Silt fences will be erected inside the boundary of the construction site as necessary in order to prevent run-off of silt laden water from the construction areas to adjacent areas of the site or adjoining sites. Inspection is easily accomplished through the manhole or optional inspection ports of an Isolator Row. Please follow local and OSHA rules for a confined space entry. Inspection ports can allow inspection to be accomplished completely from the surface without the need for a con- fined space entry. Inspection ports provide visual access to the system with the use of a flashlight. A stadia rod may be inserted to determine the depth of sediment. If upon visual inspection it is found that sediment has accumulated to an average depth exceeding 3" (76 mm), cleanout is required. A StormTech Isolator Row should initially be inspected immediately after completion of the site’s construction. While every effort should be made to prevent sediment from entering the system during construction, it is during this time that excess amounts of sediments are most likely to enter any stormwater system. Inspection and maintenance, if necessary, should be performed prior to passing responsibility over to the site’s owner. Once in normal service, a StormTech Isolator Row should be inspected bi-annually until an understanding of the sites characteristics is developed. The site’s maintenance manager can then revise the inspection schedule based on experience or local requirements. 13.5 ISOLATOR ROW MAINTENANCE JetVac maintenance is required if sediment has been col- lected to an average depth of 3" (76 mm) or more inside the Isolator Row. The JetVac process utilizes a high pressure water nozzle to propel itself down the Isolator Row while scouring and suspending sediments. As the nozzle is retrieved, a wave of suspended sediments is flushed back into the manhole for vacuuming. Most sewer and pipe maintenance companies have vacuum/ JetVac combination vehicles. Fixed nozzles designed for culverts or large diameter pipe cleaning are preferable. Rear facing jets with an effective spread of at least 45" (1140 mm) are best. Most JetVac reels have a mini- mum of 400 feet (122 m) of hose allowing maintenance of an Isolator Row up to 50 chambers long. The JetVac process shall only be performed on StormTech Rows that have AASHTO class 1 woven geotextile over their angular base stone. Looking down the Isolator Row. A typical JetVac truck.
