HomeMy WebLinkAbout2660067 - Report Received from Internal Staff - Environment No 2ENVIRONMENTAL REPORT To Planning From: Kieran Kerley, Environment Section Ref: 26/60067_Gola Eggs Limited, Gola English, Scotstown, Co. Monaghan. Agent: Paraic Fay This application is for planning permission to construct 1 No. poultry house and 1 No. Manure loading area together with all ancillary structures (to include meal storage bin(s) and soiled water tank(s)) and site works associated with the above development at Gola English, Scotstown Co. Monaghan as per application 26/60067. The proposed development is located less than 50m from the Magherarney 010 stream, this waterbody has been classified as being of poor status 2019-2024 with a restore to good by 2027 objective. The site is also located on the Magheraveely groundwater body which is a poorly productive aquifer of good status and low groundwater vulnerability. The WFD characterisation has identified agriculture (pasture and farmyards) as a significant pressure in these waterbodies. Based on submissions received and to assist in making a fully informed decision I will require the following additional information; 1. Submit a current signed and dated letter for the collection of dead birds and organic fertiliser respectively from the proposed development at Gola, Scotstown. Letter submitted from Eamon Fitzpatrick is dated 11/08/2025 and refers to a development at Lennaght, Knockatallon and letter form College Proteins is dated 19/06/2025. 2. In order to demonstrate compliance with the European Union (Good Agricultural Practice for Protection of Waters) Regulations , 2025, submit records of organic fertiliser movement and final destination thereof for the current poultry house at Gola, Scotstown for calendar year 2025. 3. In Appendix 1 of the submitted Natura Impact Statement the proposed barn style poultry development recommends a stocking rate of not more than 9 birds per sqm. As per drawings submitted the proposed unit will have a nett bird area of 2882.9m2 so can only accommodate a maximum number of 25,946 birds not the proposed 30,000. Please demonstrate compliance of the proposed unit with the guidelines submitted as part of this application. 4. The application proposes increased bird numbers from 9000 to 39000 on completion of this development with cumulative ammonia reductions of 8% from the unit. The documentation submitted with the application indicates that the reduction is partly as a result of weekly removal of manure from both poultry units. Given the ‘free range’ design of the existing poultry unit please provide further detail as to how this can be achieved as it is not clear from drawings submitted. 5. An N&P statement for the holding 2024 has been submitted. An updated ‘farmer full’ NMP for the entire holding is required in order to demonstrate compliance with the European Union (Good Agricultural Practice for Protection of Waters) Regulations, 2025 and should include the N & P statements for 2025.
