Having examined the submitted plans, the Planning Authority notes that the proposed development com- prises a dispersed internal layout across multiple de- tached buildings, four bedrooms all with ensuites, sev- eral communal type rooms (including a games room, sun room, sitting room and kitchen/dining), and a stan- dalone office. The overall pattern of accommodation does not correspond to the normal functioning or spatial organisation of a single private dwelling and raises con- cerns regarding the intended use of the development. Furthermore, while a comprehensive Architectural Her- itage Impact Assessment has been submitted, this doc- ument addresses conservation methodology only and does not justify the proposed residential layout or explain how the development is to function as a single dwelling house. Accordingly, in the interest of clarity and to allow for a fully informed decision, please submit a detailed Plan- ning Statement which: 1(a) Explains the design logic behind the proposed inter- nal arrangement. Response: It is useful to outline the proposed brief or schedule of accommodation in response to this item. Brief The purpose of this project is to safeguard this unique farmyard for future generations. The existing buildings are in poor condition and currently not in use. There last use was for agricultural purposes as a small traditional farmyard. The farmyard and adjoining land has been in the family ownership for circa 70/80 years and the fam- ily are strongly intent on restoring the farmyard and its buildings so that it can be saved and enjoyed for years to come. The layout of the farmyard, sizes of existing buildings and narrow entrances are no longer consistent with modern agricultural activity or equipment. The client’s brief was to: • save buildings • restore buildings • convert majority of site into habitable quarters for family The client’s preliminary schedule of accommodation was to provide: • Master bedroom with wardrobe and en-suite • 3 double bedrooms with en-suite for 3 adult sons (vis- iting) • Kitchen, dining and living room • Sitting room • Sunroom for growing salads and vegetables Existing individual buildings to be repurposed for eco- nomical and meaningful use for combined functioning as a family home. Possible glass corridor at rear of these buildings provid- ing a link / low key rest area that would open out onto garden / trees in the rear. Strong preference to use existing material as much as possible, to keep the current look and shape of buildings around the farmyard. Glass openings etc to be kept to “other” side of the farmyard. Possible use of wood from farm especially for the loft building. Due to the small size of the farm holding, it does not make sense to keep any buildings for agricultural use. The farm is going towards organic use, potentially as or- ganic crop producer, maintaining many wild areas for native birds and wildlife and tree planting for environ- mental reasons. (End of Brief)RECEIVED: 08/04/2026 Planning Design Statement Drummond, Mageracloone, Carrickmacross, County Monaghan D458 - Drummond Farmyard Early Sketch Design Options showing Linking Corridors Response to 1(a) continued. Traditional farmyard complexes like Drummond Farmyard are ex- cellent examples of vernacular architecture. They comprise of farm- houses and outbuildings used for different functions such as livestock, hen houses, hay lofts, stables and other uses often laid out around a central courtyard. Over time, they evolved and changed to meet the requirements of their occupants. Except for the house, which had connections between rooms, the majority were not linked in- ternally due to practicalities of use and the movement of animals and people. They were simple buildings, built economically by local people. ‘The decline of the vernacular heritage of Monaghan is progressing fast, and great many houses are in imminent danger of disappear- ance’. Traditional Rural Houses of Monaghan P.83. Like many vernacular structures and farmyards, Drummond and its building’s no longer function as an agricultural holding for which it had evolved and it is unlikely that it will in the future. The best way to preserve the existing farmyard complex is to keep the buildings in use. A study of the site and existing building analysis informed the de- sign process. The proposed arrangement that was finalised for plan- ning was developed after an in-depth design stage which explored many different potential layouts and plans. Early design options were based on the installation of a new link extension that connect- ed all of the buildings and their new uses together. While the link extension was a useful architectural element to link the individual buildings together it had an undesirable visual impact on the court- yard setting. Having investigated the options thoroughly it was decided not to proceed with the link extensions due to their visual impact. The ad- ditional area required to link up all the buildings would be extensive and lead to increased costs and potentially undermine founda- tions of the existing structures by excavation. It was proposed to use the courtyard as the key element in the architectural arrangement and this approach is more in keeping with the original use, buildings enclosing an open space that lead into this central area where movement of people can happen naturally. The enclosed nature of the courtyard and reasonably close proximity of all of the build- ings means that linking all of the proposed rooms via the courtyard is feasible. The Architectural Heritage Impact Assessment that was submitted with the planning application has a section describing the existing buildings on the site. It reinforces why each building was selected for its proposed use. Starting with the approach from the north entrance, the shed (building no. 4) was selected as the primary bedroom as it was slightly separated from the remaining buildings and offered priva- cy. It also benefited from the connection to the courtyard and the rear woodland type garden behind. Its walls are still in tact with fine stonework. Its dimensions make it appealing for this use and its internal sub-division can be done without negatively impacting the character of the space. The byre buildings running along the east side of the courtyard has dimensions that are suitable to bedroom accommodation, so the other bedrooms are positioned here. The last building in this block was identified as being a good location for the sitting room as its on the south end and has a blocked up opening in the south gable that could be re-opened to bring south light into the interior of this living space. The loft (building no. 9) is located in the centre of the courtyard at the southern end next to the sitting room. This building was identi- fied as being a good location for the kitchen and dining room due to its central location on the plan and its orientation. A loft is to be reinstated over the pantry end as a mezzanine which echoes the original use of this building as a loft. A small extension is proposed to the courtyard side of this space as the plan form was too narrow to comfortably accommodate a kitchen and dining table. A pergola is proposed outside this dining space to step up and link the sitting room with an architectural element appropriate to its garden set- ting. A pergola type structure to link the kitchen to the sitting room arose from the applicant’s strong desire not to block the 200 year old route around the farmyard buildings. The applicant believed a solid link building would unnecessarily change the traditional flow of the farmyard. On the south end of the block on the west side (building no. 10 on the plans) just beside the former pigsty there remains the ruins of a former structure. It is proposed to infill this gap with a glass house to reduce the impact of noise from the nearby factory. The glass house is conveniently located in close proximity to the kitchen and has a south west orientation. The remainder of this block will accommodate the mechanical and electrical equipment for the house and a games room that can be used for a wide variety of recreational uses for the family including table tennis, pool, darts, cards etc. Finally, the office or study is locat- ed in the former calf sheds as this does not need to be a large room and these existing sheds can easily accommodate this use. This is intended as a home office for the applicant and to facilitate sons working remotely, when visiting. Response: ‘Most traditional farmhouses have nearby clusters of outbuildings, built at the same time as the house. The spaces are generally the same size or smaller than the house and can function as storage, utility rooms, work rooms, playrooms visitor accommodation, granny flats, all within convenient reach of the house’. Monaghan’s Traditional Rural Houses P.84. The challenge was to find which rooms were most suit- able to each existing building factoring in orientation, adjacencies, size scale and spatial quality. The proposed design functions as a dwelling with all the same accommodation that a modern dwelling of a sim- ilar size and scale would have. The only difference is the rooms are not connected internally. This is not of con- cern to the building owners, who have embraced the concept of an honest restoration by retaining as much of the original fabric and architectural features that re- mains as possible, along with the use of the courtyard as the primary means for movement and circulation al- lowing the old farmyard complex to function as a sin- gle-family home. The existing buildings’ size and scale, lend themselves to domestic use. Their spans and heights for the most part can be adopted to provide this type of accommoda- tion without loosing the architectural significance and special character of the place. The gross floor area of c. 320 sq.m. is similar to a floor area of a large modern dwelling. It is likely that building no. 7 on the plan was in previous years a small house or cottage, it was formerly 2-storeys with evidence of windows at first floor level.RECEIVED: 08/04/2026 1(c) Clarifies why multiple detached rooms and building blocks are required for domestic living. Response: ‘A characteristic of Irish vernacular outbuildings is the preference for freestanding outbuildings with gate- width spaces between’. Traditional Rural Houses of Monaghan P.46. Often when working with existing structures of historic and architectural significance the approach to the ar- chitectural design is different than with a new building. A different set of challenges and opportunities present themselves. The practice of judgement becomes a crit- ical and important component in the design and deci- sion-making process. ‘Old buildings should be treated differently to new build- ings, and a sensitive approach is always needed. Modifi- cations in layout and removal of historic materials should be kept to a minimum. Alterations or improvements us- ing modern materials can cause essential character to be lost. Simple, modest features even if irregular and old-fashioned contribute to the immense appeal of a vernacular building and should be carefully protected. Extensions should be sensitive to the heritage value of the buildings and should be well considered’. Monaghan’s Traditional Rural Houses P.83. The intention is to preserve the character with minimal intervention and to work with the existing structures as far as possible, only extending where necessary. The special significance of this place is the very fact that the buildings are separate and arranged around the court- yard. It is from this idea that the layout for the re-use of these buildings as a house has evolved. The existing ar- rangement is comprised of separate buildings that are organised around a courtyard. The courtyard is the cen- tral space, from which all of the other rooms or buildings open onto. It is the connecting piece, that links the vari- ous rooms and buildings together. The rooms or buildings are not linked physically or internally, but this does not prevent them being used for domestic living, especially given the age profile of the applicant’s family. Planning Design Statement Drummond, Mageracloone, Carrickmacross, County Monaghan D458 - Drummond Farmyard RECEIVED: 08/04/2026 Planning Design Statement Drummond, Mageracloone, Carrickmacross, County Monaghan D458 - Drummond Farmyard Site Section A-A 1(d) Provides justification for the standalone office and games room within a residential scheme. Response: The standalone office is a small space that is used like a home office or study. Its function is to provide space for various members of the family to work from home or to study or read as required. The existing calf sheds were selected for this use as they were small structures and were identified as being most easily adapted to accom- modate this function. The proposal for a games room came from the necessity to find a use for this existing open shed. Consideration was also given to leaving this space open without any name given to the room. Recent post-storm Ewoyn photos show this open shed severly damaged with its roof torn off. For a meaningful restoration of the farmyard, this building could not be ignored and potential use as a games area was consid- ered the most low cost option to restore it to a safe state of repair. 1(e) Confirms whether any part of the development is in- tended, now or in the future, for short term letting, tourist accommodation or any non domestic residential use. Response: The intention is for the farmyard and its buildings to be used as a private dwelling and there is no prospect of it being used for any other purpose. The owners are satis- fied that the existing farmyard buildings can meet their requirements as a family of 2 parents and 3 adult chil- dren, in close proximity to other family members.RECEIVED: 08/04/2026 PROJECT: D458 - DRUMMOND FARMYARD, MAGHERACLOONE, CARRICKMACROSS, COUNTY MONAGHANTITLE: REPAIRS TO CALF SHEDSCLIENT: FINEGANDATE: JUNE 2025DRAWING NO: D458-SK-01 - A CALF SHED IMAGE 1 CALF SHED IMAGE 2 AERIAL IMAGE OF DRUMMOND FARM EXISTING DRAWINGS PROPOSED DRAWINGS HISTORIC MAP CALF SHED LOCATION CALF SHED IMAGE 3 Early Sketch Proposal showing Potential Approach to Conservation and Restoration of Existing Calf Shed Planning Design Statement Drummond, Mageracloone, Carrickmacross, County Monaghan D458 - Drummond Farmyard Conclusion Vernacular buildings are part of the beautiful Monaghan landscape and should always be considered in their set- tings, where walls and hedgerows, gates, paving, trees, and views are of vital importance’. Traditional Rural Houses of Monaghan P.83 For many reasons the most appropriate use identified was as a private dwelling for the owner’s family. They have familial connections to the place, its been in their ownership for a long time and they have lived in the area for large portions of their lives. The priority for these buildings is to preserve them into future. Their re-use is the best way of doing this. Their use as a dwelling is logical as the individual buildings can be easily adopted to rooms one would find in a house. It is not just that this is a beautiful place with a significant cultural presence, there is a personal attachment to the place and a sense of identity for the owners. The proposed schedule of accommodation or rooms are common to any house. The owners wish to retain as many of the original farmyard features as possible. The intention is to change the farmyard layout and their buildings as little as possible retaining the existing build- ings footprint, walls and primary structure where possi- ble and finding proposed uses that can be integrated into the existing structures. The design approach to keep as much of the original farmyard buildings as possible is good conservation practice and a sustainable ap- proach.
