Monaghan. The Road Safety and Quality Audit Team comprised of; Team Leader:Norman Bruton,BE CEng FIEI, Cert Comp RSA. TII Road safety Auditor approval number:NB 168446 Team Member:Daniel Pentony, CEng MIEI PGDipPM TII Auditor Approval no. DP3383505 This portion of the Quality Audit involved the examination of drawings and other material and a site visit by the Audit Team, on the 9th of April 2026. The weather at the time of the site visit was dry and the road surface was dry/damp. The Stage 1 Road Safety Audit has been carried out in accordance with the requirements of TII Publication Number GE-STY-01024, dated May 2025. The Stage 1 Quality Audit has been carried out in accordance with the guidance in the Design Manual for Urban Roads and Streets (DMURS), produced by Department of Transport Tourism and Sport in March 2013 and as updated in June 2019 including Advice Notes. The Quality Audit is composed of a number of distinct audits which include an Accessibility Audit (including Universal Design), a Walking Audit and a Cycling Audit (i.e. aspects of a Quality Audit carried out independent of the Design Team. Many issues raised in a Road Safety Audit would also be raised in the various aspects of the Quality Audit, however to avoid repetition items that are common to more than the Road Safety Audit have been included in a table at the start of Section 3.0 of this report. The scheme has been examined and this report compiled in respect of the consideration of those matters that have an adverse effect on road safety. It has not been examined or verified for compliance with any other standards or criteria. The problems identified in this report are considered to require action in order to improve the safety of the scheme for road users. If any of the recommendations within these audits are not accepted, a written response is required, stating reasons for non-acceptance. Comments made within the report under the heading of Observation are intended to be for information only. Written responses to Observations are not required. An existing extension is to be demolished and a new extension constructed. The completed development will consist of 6 no. apartments. 12 no. car parking spaces will be provided. A planning application has been lodged ( planning ref 25/60183) and Monnaghan County Council has sought additional information. Part of that request is that a Quality Audit in accordance with DMURS be carried out. The exact wording of this portion of the request is provided below; The site location map is shown below. ISSUE A driver exiting the perpendicular parking space closest to New Street will have limited visibility to oncoming vehicles due to the presence of the tree/shrub. This could lead to side-impact collisions. ISSUE It is unclear what width of footpath will be provided to the front of the house outside the 720mm high brick wall. Too narrow of a footpath could lead to pedestrians entering the carriageway and being struck by passing vehicles. RECOMMENDATION It is recommended that a suitable effective width of footpath be provided that can cater for the volume of pedestrians in this cul-de-sac.RECEIVED: 10/04/2026 Stage 1 - Quality Audit Incl RSA – Station House, Castleblayney Ellie Ltd © Bruton Consulting Engineers Ltd 2026 7 3067R01 5.0 Issues Raised in this Stage 1 Quality Audit – Accessibility Audit 5.1 Issue LOCATION Parking beside the ESB substation. ISSUE One parallel parking space is shown on the northern side of the ESB sub station. Unless the existing paved area is extended there is a risk that a parked vehicle could block access to the sub station for maintenance personnel. RECOMMENDATION It is recommended that the hard standing/parking area be extended somewhat to avoid a car blocking or partially blocking the sub station.RECEIVED: 10/04/2026 Stage 1 - Quality Audit Incl RSA – Station House, Castleblayney Ellie Ltd © Bruton Consulting Engineers Ltd 2026 8 3067R01 5.2 Issue LOCATION Accessibility to the footpath. ISSUE The footpath in front of the house has varying height kerbing with the carriageway. It is unclear if vehicle occupants using the parking spaces on the opposite side of the road will have a suitable area to cross with kerb upstands that can cater for the mobility impaired or those with wheelchairs, buggies etc. RECOMMENDATION It is recommended that a suitable crossing area be provided that facilitates the mobility impaired.RECEIVED: 10/04/2026 Stage 1 - Quality Audit Incl RSA – Station House, Castleblayney Ellie Ltd © Bruton Consulting Engineers Ltd 2026 9 3067R01 5.3 Issue LOCATION Access to Apartment no. 5. ISSUE There appears to be a pinch point between the masonry boundary wall and the building. This may prevent access for the mobility impaired. RECOMMENDATION It is recommended that suitable space is provided to accommodate the mobility impaired. 5.4 Issue LOCATION New Street access. ISSUE There is only a partially dropped kerb at the public footpath at New Street. Mobility impaired pedestrians may not be able to mount the kerb to get to the footpath network and nearby crossing when travelling to and from the development. ISSUE A footpath is shown to the access to apartment no. 5. This does not appear to connect with the existing footpath to the front of the house along Ashview Court and it is not clear what width is proposed. If the existing trees are to remain it may be very limited in width and may not comply with the recommendations set out in DMURS. RECOMMENDATION It is recommended that a continuous footpath of suitable width be provided along with dropped kerbs and suitable tactile paving where it joins the carriageway.RECEIVED: 10/04/2026 Stage 1 - Quality Audit Incl RSA – Station House, Castleblayney Ellie Ltd © Bruton Consulting Engineers Ltd 2026 12 3067R01 7.0 Issues Raised in this Stage 1 Quality Audit – Cycling Audit 7.1 Issue LOCATION Bicycle parking ISSUE Bike racks are shown on the proposed layouts. It is unclear if these are to be sheltered. Unsheltered bicycle parking spaces can lead to wet bicycles and as a result less journeys by bicycle and more car journeys. The examination has been carried out with the sole purpose of identifying any features of the design which could be removed or modified in order to improve the safety of the scheme. The problems identified have been noted in this report together with associated safety improvement suggestions which we would recommend should be studied for implementation. The audit has been carried out by the persons named below who have not been involved in any design work on this scheme as a member of the Design Team.
