Adrian Hughes SENIOR PLANNER DATE 25/60402 Trevor McBride, Shanemullagh, Clontibret, Co. Monaghan 1. Agriculture and Forestry Objective AGFO 2 of Monaghan County Development Plan 2025-2031 seeks "to control, though the development management process and the relevant environmental legislation, effluent spreading on land in order to protect ground and surface water sources in the County. Developers are required to comply with relevant Department of Agriculture, Food and the Marine Guidelines and the Nitrates Regulations in this regard". Furthermore, Section 15.13.2 of Monaghan County Development Plan 2025-2031 states that "proposals for intensive poultry/pig units or similar specialised agricultural developments shall be required to provide satisfactory details of measures to address waste and emissions such as litter, slurry, etc, generated by the development" to be provided. The applicant has not submitted a Nutrient Management Plan and has therefore not sufficiently demonstrated that the proposed development will maintain a stocking rate of less than 170Kg N/Ha. The applicant has also failed to demonstrate the outlets for manure arising from the proposed development. Therefore, to permit the proposed development would be contrary to Objective AGFO 2 and Policy AGP 2 of Monaghan County Development Plan 2025-2031, and would, therefore, be contrary to the proper planning and sustainable development of the area.
