HomeMy WebLinkAbout2660097 - Report Received from Internal Staff - Environment No 2ENVIRONMENTAL REPORT TO: Planning FROM: Martina Smith, A/Executive Scientist RE: 26/60097 Seamus Mooney & James Mooney, Cabragh (D.E.D. Greagh), Castleblayney, Co. Monaghan AGENT: Peter Culleton Planning Consultancy Ltd permission for the development will consist of the conversion of existing dry/loose livestock handling shed to a slatted livestock shed with underground slurry storage tank, provision of R.C. walls to part of the shed and replacement of the existing roof with a new roof together with all ancillary site development works. The proposed development is on an area of high groundwater vulnerability which is underlain by a Poor Aquifer. The development lies within the Major Lough Stream_010 river subbasin which is classified as poor WFD status (2019-2024). The site is within the outer catchment area of White Lough which is the water supply source for the Stranooden GWS. The EPA have identified Anthropogenic pressures as the significant pressure on this waterbody. A Water Protection Plan Checklist has been submitted with the application. There were no issues identified on the site inspection. Based on the information provided on the Part B Agricultural Application form the applicant has demonstrated that 22 weeks slurry storage capacity will be provided. However, it has not been demonstrated that the proposed development will comply with the 170kg/ha N loading rate as required by the European Union (Good Agricultural Practice for Protection of Waters) Regulations, 2025. The details submitted with the application indicate a grassland stocking rate of 234KgN/ha. I recommend that the following additional information is requested: 1. Submit an up-to-date Nutrient Management Plan (farmer full), prepared in accordance with the European Union (Good Agricultural Practice for Protection of Waters) Regulations, 2025 This plan shall demonstrate how the holding complies with the statutory limits for Nitrogen loading (kg N/ha/year), having regard to the existing and proposed stocking rates. 2. A copy of the Nitrogen & Phosphorus statements from DAFM for the holding for 2025. Prepared By: Date: 27/04/2026
