Monaghan Our Ref:25-118_3.2FI_0.01 Your Ref:Date:28-04-2026 Client: David Mc Mahon & Arlene Leonard. Project: Further Information Response To: Constructing a new two storey, split level dwelling, new site entrance, connection to mains sewer together with all associated site works. At:Annahale, Castleblayney Co. Monaghan. Dear Liam, Please find herewith the relevant drawings and documents in support of an application for our clients existing business premises as well as responses to requested Further Information dated 18/02/2026 - detailed below. 1. Policy DTVP 1 of the Monaghan County Development Plan 2025 – 2031 requires proposals for development in towns and villages to comply with Section 15.2 of the Plan. Having reviewed the submitted proposal, the Planning Authority has significant concerns with the proposed development due to its overall scale and massing on what is a restrictive narrow plot. Furthermore, there are particular concerns with the form, layout, design, fenestrations and roof profile of the rear return which does not satisfactorily complement the character or proportions of the main dwelling and would detract from both its visual amenity and that of the surrounding area. Accordingly, the applicant is requested to submit revised details to take account of the following; a) Revise the proposed building line so that it reflects the established pattern of development in immediate surrounding area (Section 15.2.8). b) Revise the scale and massing of the rear return in order to reduce its bulk and visual dominance, particularly when viewed from adjoining properties to north and south (Section 15.2.6) c) Simplify the roof form to achieve a contextually appropriate design (Section 15.2.9) d) Revise the proposed fenestration and opening to the south facing elevation (snug window) and north facing elevation (terraced area) to ensure that it does not facilitate the overlooking of adjoining properties (15.2.12). e) Address potential for adverse overlooking from side facing windows in rear return. In response to the above Point 1. It is noted that a number of the matters raised were already demonstrated within the originally submitted drawings. However, for clarity and to assist the Planning Authority in its assessment, the design has been reviewed and further refined where appropriate. During pre-submission consultations with Monaghan County Council, the proposal was discussed in detail and the following updates have been incorporated: Fenestration to both the north and south elevations has been revised to address potential overlooking. The overall scale and massing of the development were reviewed and are considered appropriate to the site context. The design approach, including form and layout, reflects the established character of the area. The accompanying drawings clearly illustrate these refinements and confirm that the proposal is consistent with the relevant provisions of Section 15.2 of the Development Plan. 2. In order to enable the Planning Authority to undertake a comprehensive assessment of the proposal and understand the relationship of proposed development to adjoining developments currently under construction, the applicant is requested to submit the following; a) A series of detailed site sections (north-northwest to south-southeast) clearly illustrating the existing/proposed ground levels and proposed floor levels in the context of approved/constructed levels of development on adjoining lands to the north and south.RECEIVED: 28/04/2026 b) A contiguous elevation demonstrating the proposed dwelling in the context of the adjoining dwellings to the north and south incorporating existing/proposed levels, ridge heights and boundary treatments. c) A revised site layout plan which accurately reflects the existing location of dwellings under construction on adjoining lands to the north and south and associated boundary treatments. d) Subject to items a), b) and c), the applicant is requested to reduce the overall scale of the proposal to ensure it can be adequately accommodated within the restrictive narrow plot without adversely impacting adjoining dwellings and the surrounding area. In response to the above Point 2. While aspects of the relationship to adjoining properties were indicated in the original submission, additional information has been prepared to provide further clarity. The following documentation is now included: Detailed site sections (north-northwest to south-southeast) illustrating existing and proposed ground and floor levels relative to adjoining developments. A contiguous elevation showing the proposed dwelling in the context of adjoining properties, including ridge heights. An updated site layout plan accurately reflecting the location and status of adjoining dwellings currently under construction. These additional details demonstrate that the proposed development integrates appropriately with adjoining properties and will not give rise to adverse impacts. 3. In the interests of clarity and appropriate design, the applicant is requested to confirm proposed materials/finishes to the dwelling including colours. In response to the above Point 3. Please see the proposed finishes schedule below: Smooth plaster finish throughout (colour to be agreed) Selected precast concrete surrounds to window and door openings on the front façade uPVC windows and doors throughout (colour to be agreed) Blue/black slate roof finish Black half-round rainwater goods with matching downpipes 4. The applicant shall engage with Uisce Eireann by submitting a pre-connection Enquiry (PCE) to assess feasibility of connection to the public water/wastewater infrastructure. The outcome of the Uisce Eireann PCE shall be submitted to the Planning Authority as part of a response to this further information request. In response to the above Point 4. The applicants have engaged with Uisce Eireann and a pre-connection enquiry has been submitted. Confirmation of this submission is included in the accompanying documentation. We trust that the enclosed information addresses the matters raised and will assist in the assessment of the application. Should any further clarification be required, please do not hesitate to contact the undersigned.
