Re: Notification under Article 28 (Part 4) or Article 82 (Part 8) of the Planning and
Development Regulations, 2001, as amended.
Proposed Development: Monaghan County Council: Board of Management St. Daig`s
National School: permission for alterations to three existing classrooms and a
resource room to form three special education needs classrooms with external exit
doors, alterations to one existing classroom to form a multi-sensory room and office
with staff toilets, the construction of a two storey extension at the rear of the south
west facing school building and bounded by the north west facing school building to
provide four classrooms to include alterations to existing school building to provide
access, alterations and extension to existing resource room at first floor level,
alterations to existing ground floor corridor and storage and an extension to the
existing ground floor boiler house, alterations to part of the boundary wall and the
gate of the adjacent 'Open eir' property to the east of the school to include realignment
and extension to the existing footpath and all associated site works to include
alterations to existing car parking facilities: Inishkeen, Glebe, County Monaghan, A91

I refer to correspondence received in connection with the above. Outlined below are
heritage-related observations/recommendations co-ordinated by the Development
Applications Unit under the stated headings
Archaeology
The proposed development is within the constraint area for Recorded Monument MO029-
031--- Ecclesiastical Remains, MO029-031001- Church Site and Graveyard, MO029-
031002- Round Tower (National Monument Number No. 208) and MO029-031003- Tomb
Vault which are subject to statutory protection in the Record of Monuments and Places,
established under section 12 of the National Monuments (Amendment) Act 1930-2004.

The Department has reviewed the documentation submitted with this application and
recommends that Pre-development testing, as described below be carried out at this site and
included as a condition in the granting of any planning permission.
Should the council grant permission for the development, please inform the applicant that he
is required to seek the consent of the Minister of the Department of Housing, Local
Government and Heritage for the works.
Ministerial consent
Please note that as the proposed development will impact on a national monument, any
works in connection with it will require ministerial consent under Section 14 of the National
Monuments Act 1930 as amended by Section 5 of the National Monuments (Amendment)
Act 2004. Under these provisions it is unlawful to carry out any works that would entail ground
disturbance within, around or in proximity to a National Monument without the consent of the
Minister for the Department of Housing, Local Government and Heritage.
Pre-development testing shall consist of the following;
• The applicant is required to engage the services of a suitably qualified
archaeologist (all excavation work to be carried out under Ministerial Consent) to
carry out pre-development testing at the site. No sub-surface work shall be
undertaken in the absence of the archaeologist without his/her express consent
• The archaeologist is required to notify the Department in writing at least four
weeks prior to the commencement of site preparations. This will allow the
archaeologist sufficient time to obtain a Ministerial Consent.
• The archaeologist shall carry out any relevant documentary research and may
excavate test trenches at locations chosen by the archaeologist, having consulted
the proposed development plans.
• Archaeological Test Excavation shall be informed and supplemented by licensed
metal detection survey.
• Where archaeological material is shown to be present, avoidance, preservation in
situ, preservation by record (excavation) and/or monitoring may be required, the
Department will advise the Applicant/Developer with regard to these matters.
• Having completed the work, the archaeologist shall submit a written report to the
Planning Authority and to the Department
• No site preparation or construction work shall be carried out until after the
archaeologist's report has been submitted and permission to proceed has been
received in writing from the Planning Authority in consultation with the
Department.
Reason: To ensure the continued preservation (either in situ or by record) of places, caves,
sites, features or other objects of archaeological interest. RECEIVED: 29/04/2026

Built Heritage
The proposed development involves the construction of an extension to an existing school.
The primary aspect of consideration from an architectural heritage perspective is the inter-
visibility of the proposed extension from within the graveyard of the adjoining Church of
Ireland Complex which is included in the Record of Protected Structures. The Department
notes the request for further information and subsequent submission of an Architectural
Heritage Impact Assessment which addresses visual impact.
There is an existing visual relationship between the school and the adjoining church ground,
existing vegetation is also present along the shared boundary and does provide a level of
screening. While the current proposal will add an additional element to the school building it
will formalise and improve the overall aesthetics. It is considered that conditions of
permission in respect of the colour of external finishes such as the render and windows and
the restriction of utilities to the exterior of the building will further assist in minimising the
visual impact of the new building.
The current drawings indicate a yellow/orange colour for the external render system. It is
considered that muted grey tones would have a lesser visual impact particularly when viewed
in the context of the established tree line along the shared boundary between the graveyard
and the school, this colour would also likely have better long-term performance.
Conclusion:
The Department has no objection to the granting of permission. It is recommended that the
local authority include conditions that require the applicant submits details of all external
finishes including the colour for the written agreement of the planning authority in advance
of the commencement of works. It is further recommended that the erection of utilities on the
external elevations of the building is restricted.
This Department remains available to the local authority should they have any queries in
relation to the above.
