ADDITIONAL INFORMATION
1.
The Planning Authority notes that, although annotated as an ‘existing derelict dwelling’ on the
submitted layout plan, the existing structure located south-east of the proposed development,
and within 100 metres, appears to be used for agricultural purposes. Policy DABP 1 of the
Monaghan County Development Plan 2025-2031 stipulates that where it is proposed to site a
dwelling within 100 metres of an existing agricultural building in the rural area, the applicant
shall submit a written agreement from the owner of the agricultural building, consenting to
the construction of the dwelling. The written agreement must be signed by both parties and
witnessed by a Solicitor or a Peace Commissioner. In order to demonstrate full compliance
with aforementioned Policy DABP 1, the applicant is requested to provide the following;
(i) A written agreement from the owner of the agricultural building, consenting
to the construction of the dwelling, or;
(ii) Additional information to clearly demonstrate that said building is not used
(or has been last used) for agricultural purposes, or that the agricultural use
has been abandoned.
2.
Section 15.23.2 ‘Minimum Visibility Standards for Non-Urban Roads’ and Table 15.4 ‘Minimum
Visibility Standards Road Category Design’ of the Monaghan County Development Plan 2025-
2031 stipulates that the minimum visibility splays required for a new access onto a secondary
Road, is 2.4 X 70 metres. Although the submitted site layout plan indicates proposed visibility
splays of 2.4 X 70 metres, the sight distances do not appear to be achievable within the
applicant’s ownership, in both directions. Having regard to same, the applicant is required to
submit the following information in the interests of road safety;
(i) A revised site layout plan (1:500 scale) indicating how clear and unobstructed
visibility splays of 70m can be achieved at the proposed entry/exit point onto
the adjoining public road. The required visibility splays should be provided
from a point in the centre of the entrance, 2.4metres from the road edge at a
height of 1.05 metre to 2.0 metres above ground level to an object height of
1.05 metres to 2.0 metres above ground level in both directions. The
submitted revised site layout plan should demonstrate all necessary site work,
including the extent of the front boundary hedge and trees which would be
required to be removed/trimmed, re-grading of side banks etc to achieve the
required sight distances.
(ii) where the sight distances are not achievable within the applicant’s
ownership, the applicant should submit legal agreements with adjoining
landowners giving their consent for all necessary works to facilitate the
required 70m sight distances, including removal/trimming of
hedgerow/hedges, re-grading of side banks etc. The applicant should note that
legal agreements should be submitted using the Appendix 13 template ‘Form
of Agreement in respect of forward and rear visibility’ as contained in the
Monaghan County Development Plan 2025-2031.
3.
Policy RSDP 1 stipulates that proposals for rural housing should generally comply with Section
15.9.2 ‘Site Selection and Design Guidelines’ and associated Table 15.3 ‘Guidelines for Siting
and Designing a Rural House in the Vernacular Style’ of the Monaghan County Development
Plan 2025-2031. In particular, Table 15.3 stipulates that windows and doors should be of
simple and vertical emphasis and should be symmetrically arranged. Porches should also be of
simple design and in proportion to the dwelling. Having regard to same, the applicant is
requested to provide revised plans, demonstrating the following;
(i) A revised and simplified first floor ground floor window arrangement to
include windows with a more pronounced vertical emphasis, in keeping with
proposed first floor windows.
(ii) A more simplified front porch and door entrance.
