26/19 - permission to retain previous extensions to two storey dwelling house, add new extension
and connect to existing septic tank, exit by existing entrance on to public road and all associated
works at Lisnagore Newbliss Co. Monaghan.
Dear Sir/Madam,
With reference to the above application, I am to inform you that the information submitted is not
adequate to enable a decision to be made.
In accordance with the provisions of Article 33 of the Planning and Development Regulations 2001
(as amended) you are hereby requested to submit further information as set out on the attached
page.
Article 33(3) states that "where a requirement under sub -article (1) or sub -article (2) (Clarification)
is not complied with within the period of 6 months from the date of the requirement for further
information, or such additional period, not exceeding 3 months, as may be agreed by the Planning
Authority, the planning application shall be declared to be withdrawn".
It should be noted that you will be required to give notice in an approved newspaper under article
35(1)(a) and erect a site notice in accordance with Article 35 (1)(b) of the Planning and Development
Regulations 2001 (as amended) if the further information received is considered to contain
significant additional data.

ADDITIONAL INFORMATION
Note: No inference is given in requesting this Further Information that planning permission will
ultimately be forthcoming. It is recommended that you and/or your assigned agent liaise with Monaghan
County council Planning Section prior to the preparation and submission of this Further Information.
1. Policy AEDP 1 advises that alterations and extensions to existing dwellings, is, in principle, an
acceptable form of development. Proposals to alter or extend a dwelling will be considered on their
individual merits, with the main considerations being that of design and the degree of impact on
existing and adjoining properties. There is concern that the positioning, scale and appearance of the
extensions are contrary to Development Plan Policy and Guidance and overwhelm the main
dwelling. In this regard, the applicant is requested to submit further and/or revised details
demonstrating that the proposal acceptably complies with the requirements of Policy AEDP 1
and Section 15.10.1 of the Monaghan County Development Plan 2025-2031, in the form of a
Planning and Design Statement, having particular regard to the following criteria;
a) The extension shall be ancillary/subordinate to the main dwelling and be located to the rear
and/or side. The Planning Authority have particular concern with the ridge height and
integration of the proposed extension rising above that of the existing dwelling house
b) The form, proportion, heights, fenestration, design and materials shall be in keeping with
those of the main dwelling.
2. The applicant is requested to submit existing side elevations of the proposal.
3. The applicant is requested to submit revised plans clearly illustrating the existing extension for which
retention permission is sought, particularly in relation to the location and arrangement of windows
and doors.
4. The applicant is required to submit a structural report assessing the existing wastewater treatment
system serving the dwelling, which is currently a traditional septic tank. Where the system is found
to be unsatisfactory, details of a replacement system shall be submitted, together with a new
percolation area designed and installed in accordance with the requirements of the Environmental
Protection Agency Code of Practice for Domestic Wastewater Treatment Systems (Population
Equivalent ≤ 10), 2021.
The applicant should note that the information required above may constitute significant additional
information. In the event of the information being significant, in accordance with Article 35 of the
Planning and Development Regulations (2001) as amended, revised site notices shall be erected on site
and shall be submitted to the Planning Authority along with a revised press notice indicating the
revisions to the application".
