Location St Louis Secondary School, Carrickmacross, Co Monaghan.
Date: 29/04/2026
Background
The proposed development is located on a regionally important karstified aquifer in an area of
high/extreme groundwater vulnerability. The proposed development site is located within the
Glyde_SC_020 subcatchment, and within the Proules_020 sub-basin, which has been assigned Poor
status under the Water Framework Directive (2019 - 2024) with an objective of Restore. The proposed
development is located adjacent to the Proules_020, which is has been assigned Poor status under
the Water Framework Directive (2019 - 2024) with an objective of Restore, and is located within the
Spring Lough and Monalty Lough source outer catchment. A Water Protection Plan checklist has not
been submitted with the application.
The application states that foul water will discharge to the public sewer via an existing connection.
The Infrastructure Report states that a Pre-Connection Enquiry has been submitted to Uisce Éireann,
however, a Confirmation of Feasibility has not yet been received by the applicant. The application
states that surface water will discharge to a new filter drain to provide approximately 22m3
attenuation storage, followed by a hydrobrake to limit flow to 2m/s, before discharging to the existing
storm water drainage system.
Recommendation
I recommend the following additional information:
a) Submit a fully completed Water Protection Plan checklist.
b) Submit a Confirmation of Feasibility from Uisce Éireann confirming that Carrickmacross
Wastewater Treatment Plant has capacity to accept the hydraulic and organic loading arising
from the proposed development.
c) Submit a Construction and Environmental Management Plan (CEMP) for agreement. This plan
shall be sufficient to demonstrate that adequate measures will be in place for the construction
phase to ensure there is no discharge of polluting matter/sediment laden waters to any
waters. The Construction and Environmental Management Plan shall take account of best
practice and the guidance produced by Inland Fisheries Ireland titled “Guidelines on
Protection of Fisheries during Construction Works in and Adjacent to Waters 2016” and shall
include the identification of potential pathways to the groundwater aquifer and the River
Proules. The CEMP shall be prepared by a suitably qualified person and shall include the
location details of the monitoring points where daily visual checks and weekly surface water
monitoring (physical& chemical parameters) shall be carried out.
