The site is located within the Blackwater (Monaghan)_10 waterbody which has been classified as Good Status, with an WFD objective of Protect. The site is located on an area of low groundwater vulnerability which is underlain by a locally important poor Aquifer. Urban Waste Water and Urban Run-off have been identified as significant pressure on this waterbody. The Blackwater river flows approx.100m from the boundary of the site. No water protection plan checklist has been submitted. Drinking water is an existing connection to public mains. Wastewater treatments is an existing connection to the public sewer. No further details have been provided. From the planning drawing submitted and site layout plan one bathroom is proposed which connects to the existing foul line onsite. There are no details as to whether the staff or students numbers will increase (increase wastewater) as a result of this extra classroom. No confirmation of feasibility from Uisce Eireann has been submitted. It has been noted that the application has been referred to Uisce Eireann. Surface water is to the public sewer/drain. Storm water from the building will discharge via the existing storm line. Nature-based solutions for the management of rainwater and surface water run-off in urban areas does not appear to have been considered. There is no proposed increase in car parking places or hardcore areas. I recommend that the following additional information is requested from the applicant: 1. Submit a Water Protection Plan checklist. 2. Submit a Confirmation of Feasibility letter from Uisce Éireann confirming that Scotstown Wastewater Treatment Plant has capacity to accept the hydraulic and organic loading arising from the proposed development. 26/60123 3. The Construction and Environmental Management Plan shall take account of best practice and the guidance produced by Inland Fisheries Ireland titled “Guidelines on Protection of Fisheries during Construction Works in and Adjacent to Waters 2016” and shall include the identification of potential pathways to the groundwater aquifer and the River Blackwater. The CEMP shall be prepared by a suitably qualified person and shall include the location details of the monitoring points where daily visual checks and weekly surface water monitoring (physical& chemical parameters) shall be carried out.
