Date: 07/05/2026
Background
The proposed development is located on a regionally important fissured aquifer in an area of
moderate groundwater vulnerability. The development site is located within the Blackwater
[Monaghan]_SC_010 subcatchment, and within the Shambles_010 sub-basin which has been assigned
poor status under the Water Framework Directive status (2019 - 2024) with an objective of Restore.
A Water Protection Plan checklist has not been submitted as part of the application.
The application states that foul water will discharge to the public sewer via a new connection. A copy
of the pre-connection enquiry to Uisce Éireann has been provided, however, a Confirmation of
Feasibility has not. The application states that storm water will discharge to the public storm sewer
via a new connection. The application shows that a new 101.76m3 attenuation system, hydrobrake,
and Class 1 interceptor will be installed prior to discharge to the public storm drain. The proposed
development will also incorporate permeable paving to reduce the hydraulic loading on the public
storm drain.
Recommendation
I recommend the following additional information:
a) Submit a fully completed Water Protection Plan checklist.
b) Submit a Confirmation of Feasibility from Uisce Éireann confirming that Monaghan
Wastewater Treatment Plant has capacity to accept the hydraulic and organic loading arising
from the proposed development.
c) Submit a Construction and Environmental Management Plan (CEMP) for agreement. This plan
shall be sufficient to demonstrate that adequate measures will be in place for the construction
phase to ensure there is no discharge of polluting matter/sediment laden waters to any
waters. The Construction and Environmental Management Plan shall take account of best
practice and the guidance produced by Inland Fisheries Ireland titled “Guidelines on
Protection of Fisheries during Construction Works in and Adjacent to Waters 2016” and shall
include the identification of potential pathways to the groundwater aquifer and the River
Shambles. The CEMP shall be prepared by a suitably qualified person and shall include the
location details of the monitoring points where daily visual checks and weekly surface water
monitoring (physical& chemical parameters) shall be carried out.
