1. Executive Summary
Asbestos was surveyed in 5 areas at the site at 2 Main Street,
Cornamucklaglass, Ballybay, Co. Monaghan as part of Planning 25/60418. No
asbestos was found.
2. Introduction
Mr. Thomas Kerr is seeking planning for permission to refurbish and convert a 3
story terrace town house to apartments with localised external staircase to the
rear for access to first and second floor apartments and extension/refurbishment
of rear building, this consists of 2no. 1 bed apartments, 1no. studio apartment
and maintaining shop front on ground floor including all associated site works.
Monaghan County Council requested additional information, In accordance with
the provisions of Article 33 of the Planning and Development Regulations 2001 .
Planning condition 6c requires an Asbestos Survey and Removal Plan for the
proposed development works.
Q.E.D. Engineering Ltd was commissioned by Mr. Thomas Kerr to carry out a
survey of the proposed development works to determine the presence of
Asbestos Containing Materials (ACM’s). The survey was conducted by Hugh
Doherty on the 19th of January 2026. A certificate of competence of the surveyor
is provided at the end of the report.
3. Asbestos Regulations & Survey Details
3.1 Asbestos Details
The Safety, Health and Welfare at Work (Exposure to Asbestos) Regulations
2006 and 2010 apply to all work activities which expose persons to risks arising
from the inhalation of dust from asbestos or materials containing asbestos. The
regulations require that a risk assessment is conducted of the site to determine
the presence of ACM’s.
Asbestos is the name for a group of naturally occurring mineral fibres which are
strong and both heat and chemically resistant. Due to these properties, asbestos
was commonly used in the past as insulation and fireproofing. It was also used
as a component in other building materials. There are three main types of
asbestos found in Ireland – chrysotile (white asbestos), amosite (brown
asbestos) and crocidolite (blue asbestos).

The risk associated with exposure to asbestos relates to the possibility that the
fibres within the asbestos containing material (ACM) can become released into
the air and are then inhaled. Breathing in air containing asbestos fibres can lead
to asbestos-related diseases (mainly cancers of the chest and lungs). These
diseases will not occur immediately and can take from 15 – 60 years to develop.
Note that if asbestos is in good condition and there is no disturbance or damage
to the ACM, it will not pose a risk to health as fibres will not be released.
It is now prohibited to use, re-use, sell or supply asbestos or asbestos containing
materials or products. However, products or materials containing asbestos, which
were already installed or in service prior to the prohibition, may remain in place
until they are disposed of or reach the end of their service life. As a result, there
is still potential for exposure to asbestos in a variety of workplaces due to the
large quantities of asbestos and ACM's which were used in buildings in the past.
Once asbestos materials have been identified it is essential that appropriate
management and remedial measures be introduced. In general, asbestos
materials that are in good condition should not be disturbed. Their location
should be recorded and their existence made known to contractors, staff and
others who may be affected. Warning labels advising of the presence of asbestos
may be appropriate together with periodic condition inspections. For materials in
poor condition remedial action (encapsulation or removal) may be required.
Access to areas containing asbestos in poor condition may need to be restricted
until remedial measures have been completed. Any person undertaking work
within the building should be informed of the presence of asbestos. This briefing
also applies to any other person associated with the site, including staff, sub
contractors and others. All the asbestos removal works should be carried out in
line with the required regulations.
3.2 Survey Details
The Asbestos Survey was conducted in line with HSG264, Asbestos: The survey
guide. Regard was also paid to the HSA Asbestos-containing Materials (ACMs)
in Workplaces – Practical Guidelines on ACM Management and Abatement
(2013).
The purpose of an asbestos survey is;
- To help manage asbestos in your premises
- To provide accurate information on the location, amount and condition of
ACMs
- To assess the level of damage or deterioration in the ACMs and whether
remedial action is required.
- To use the survey information to prepare a record of the location of any
asbestos, commonly called an asbestos register and an asbestos plan of
the building(s)
- To help identify all the ACMs to be removed before refurbishment work or
demolition. RECEIVED: 13/05/2026

The guides detail two types of Asbestos Surveys.
1) Management Surveys, to identify asbestos in all accessible areas, to provide
risk assessments on all ACMs identified and make recommendations where
problems are identified.
2) Refurbishment and demolition surveys, which are much more intrusive and
use destructive methods to access areas which would normally be classified as
inaccessible within a management survey.
A refurbishment and demolition survey was conducted at the development site.
A site visit was conducted by Hugh Doherty on the 19th of January 2026. All
areas of the development works were visually inspected, and 5 samples of
material was taken for analysis of asbestos. Pictures of the 5 sample locations
are included in the appendix at the end of this report.
The samples were bagged and sent to Airborne Environmental Consultants Ltd.
AEC are UKAS accredited (No 2054) for the sampling and identification of all
legislated forms of asbestos in bulk materials. All analysis is completed to in -
house procedure (AEC 2-Procedures manual for asbestos bulk sampling and
identification) which is based on the ‘polarised light microscopy with dispersion
staining objective’ methodology as documented in HSE guidance (HSG248
Asbestos: The Analysts’ Guide).
4. Survey Results
No asbestos was found in the samples taken as detailed in Figure 1.
5. Conclusion
Asbestos containing materials (ACMs) were not found in the 3-story terrace town
house during the survey conducted in January 2026.
