ADDITIONAL INFORMATION
Note: It is recommended that you and/or your assigned agent liaise with Monaghan County Council
Planning Section, Public Lighting Engineer, and Municipal District Engineer(s) prior to the preparation
and submission of this Further Information. The submission should take a coherent account of any
issues that overlap/interlink.
1.
A Road Safety Audit shall be carried out with respect to the proposed development. In
addition the application is requested to amend plans to provide for a raised continuous
footway (table) at the development entrance in order to maintain footpath continuity, clearly
indicate pedestrian priority, and encourage reduced vehicle speeds for traffic accessing the
site, in accordance with DMURS and Monaghan County Council standards.
Submit a completed Water Protection Plan Checklist.
3.
Submit a revised site layout plan which shows the footprint of adjoining dwellings to the south
and west. A revised layout plan shall also provide for:
- A footpath connection from the site to the existing public footpath to the east of the site.
4.
Submit a revised landscape plan with:
- Clarity on proposed planting details (it is unclear from the plan 'key' where specific planting
is proposed).
- Increased maturity / heightened landscaping on the western and southern boundary.
Additional trees would be of benefit It is unclear what height the hedge would be planted at
and what height it would be maintained at.
- Clarify whether or not there is to be a fence along the open space boundary with the
adjoining public road. Anything other than a low rise fence would be considered
inappropriate.
5.
Submit a Construction and Environmental Management Plan (CEMP). This plan shall be
sufficient to demonstrate that adequate measures will be in place for the construction phase
to ensure there is no discharge of polluting matter/sediment laden waters to any waters. The
Construction and Environmental Management Plan shall take account of best practice and the
guidance produced by Inland Fisheries Ireland titled "Guidelines on Protection of Fisheries
during Construction Works in and Adjacent to Waters 2016" and shall include the
identification of potential pathways to the groundwater aquifer and the River Shambles. The
CEMP shall be prepared by a suitably qualified person and shall include the location details of
the monitoring points where daily visual checks and weekly surface water monitoring (physical
& chemical parameters) shall be carried out.
6.
The applicant is requested to clarify the land ownership of the site and that it is fully owned by
the applicant (Hadabo Developments Ltd) and by no other individual or party.
7.
The following public lighting information is required:
a) Submit a lighting design report for the development showing the new
junctions and road connecting it to the existing public road taking into
account: the conflict area lighting requirements at the entrance with the
public road; the footpath lighting requirements; the existing street lighting in
place; need for uniformity of lighting; and, need to minimise light spill into
neighbouring private properties
b) A new junction onto a public road should be designed to BS5489 Lighting
Design Standards. The position of all new and existing light columns should be
considered regarding the sightlines on the junction onto the public road.
c) Individual grid lighting reports for: the whole project; the road connecting it to
the development and the junction with the existing road; and, the new
footpath to be constructed on the public road. The Lighting Design Report
shall be carried out by a competent qualified Lighting Designer.
d) All lighting columns shall be placed on the inside/rear of footpaths to minimise
physical obstruction to pedestrians and reduce risk of impact from vehicles
and shall be placed in line with property boundaries or building lines. No
lights, to be considered for future adoption by Monaghan County Council,
shall be mounted on walls of buildings.
e) All lanterns shall be accessible for maintenance purposes from a hoist parked
on the public road. In situations where this is not possible, then collapsible
columns, capable of safe operation by one operator, shall be used.
f) Submit a planting layout drawing clearly indicating exclusions zones where no
planting of trees or shrubs will take place i.e. there shall not be any mature
tree within 6m horizontal distance of a 6m lighting column or within 8m
horizontal distance of an 8m lighting column.
8.
