F.I. ITEM 1 a) Please find enclosed copies of the Stage 1 & 2 Road Safety Audits by P. Herr & Associates. b) The revised site layout drawings No PP -001 & PP -002 enclosed incorporate the design measures required to address any problems highlighted in the Stage 1 & 2 Road Safety Audit. All recommendations made in the report have been incorporated into the revised Site Layout F.I ITEM 2 The density of the site has now been reduced to 7no. 2 bedroomed units. Please refer to Dr No. PP -006 for the revised housing layout for units 1-7 and Dr No.'s PP -001 & PP -002 for revised site layout enclosed. The land is zoned Residential B under the Development Plan for Monaghan Co. Council 2025-2031. It states under section 15.8.8 "An application for low density residential development, including serviced sites, at a maximum density of 15 units per hectare (unless where site specific circumstances can justify otherwise), will be permitted by the Planning Authority on lands zoned as `Proposed Residential B" In this respects we have now reduced the unit numbers from 9 units to 7 units. In addition 2no. three bedroomed units have been omitted in lieu of 2no. 2 bedroomed units. We believe this density is justified The houses are age friendly single storey properties located beside convenient shops,(Londis Castleblayney), Castleblayney Health Centre, St. Mary's church etc. These facilities are all within walking distance located on the outskirts of the town. The aim is to create a small hub/enclave for age friendly people with facilities close by but away from the Hussle and Bussel of busy town centre or more central location. The houses are single storey, simple design only 2 bedroomed accommodation and therefore the appearance/massing will be much less than if two storey houses development were proposed. There is a significant demand for this type of dwelling house for older people to downsize and live in a smaller house in a secure environment. The lands adjacent this site on the town side are all already developed with GAA grounds Housing etc and zoned Community Services/Facilities and existing residential. This site provides an opportunity for this type of age friendly development with security, connectivity, on site Page 2 Our reference: VMcN/4372-001 Your reference: parking, low rise house, close to existing facilities and therefore we believe the site -specific circumstances justify the number of units/densities proposed. I would note that this location (town outskirts) is very much suited to age friendly housing. This has been a pattern for years. Some examples would be • Park Avenue, Oldcastle Co. Meath • St Olivers Row, Oldcastle Co. Meath • Abbey Court Carlingford , Co. Louth • Part of recently granted mixed use development at Carlingford Co. Louth 25/1 • An Tain Omeath Co. Louth We would also note that under the SUSTAINABLE RESIDENTIAL DEVELOPMENT GUIDELINES FOR PLANNING AUTHORITIES, Castleblayney would fall under the realm of a small and medium sized towns (1,500-5,000 population). The population being currently circa 3,900. The policy objective for this is that densities of 25- 40 units per hectare be applied at the edge of small/medium towns. Please see extract 1 below. This we believe is therefore the Density that is relevant given the Guidelines are national policy and guidance in relation to the planning and development of settlements and housing. Again, we note the proposal is for age friendly house (2 bedroomed units). The number of persons occupying each unit is at a minimum. The 2 bedroomed units would facilitate 3 persons which would in effect add up to (3x7=21 persons). If 7no. 3 bedroomed units were constructed they would facilitate equate to at least 30-35 persons and in effect family homes as opposed to an age friendly development for retired persons downsizing etc.. The main focus of this development is as an age friendly safe environment which lends itself to higher density for a safer environment. (Ii) Table 3.6 Areas and Density Ranges Small to Medium Sized Towns Small / Medium Town - Centre In many cases, the town centre comprises a main street and streets immediately adjoining, while the inner urban neighbourhood consists of the early phases of residential development around the centre, and may include local services and inter - dispersed commercial, industrial and institutional uses. Backland, brownfield and infill sites will generally be in the town centre or inner urban neighbourhoods. It is a policy and objective of these Guidelines that the scale of new development in the central areas of small to medium sized towns should respond positively to the scale, form and character of existing development, and to the capacity of services and infrastructure (including public transport and water services infrastructure). Small / Medium Town Edge The edge of small to medium sized towns are the lower density housing areas constructed around the centre, while urban extension refers to greenfield lands at the edge of the built-up area that are zoned for residential or mixed -use (including residential) development. It is a p01io and ohipr1h, f thcGidefinc5 that densities IQ.jka .' W 9a . nh to 40 dph (net) all generally be applieda e c ge o sma o medium sized towns. Extract I - Page 3 Our reference: VMcN/4372-001 Your reference: In summary we have reduced the number of units and the rational for current density is: • The proximity to services and infrastructure including easy walking distance to shops, bus stops, church, etc. • Compact growth and National policy as per Sustainable residential guidelines discourage low -density residential sprawl. This means less reliance on private cars, etc and a more compact urban form. The increased density at the urban edge contributes to a more compact urban form, helping meet regional population targets within an existing settlement. • Downsizing which frees up family homes- The properties can be occupied by elderly people which will allow larger family homes to become available for younger generation and family living. • Sustainable transport — by concentrating people in the areas service by public transport, walking, cycling routes etc the need for private car use is reduced. This helps climate change objectives via lower carbon emissions and improves air quality. • Existing Serviced land - The site benefits from existing sewerage and watermain serving the area. • The proposed 7no. units is required to make the development economically viable. The proposal is to provide for much needed age friendly single storey dwellings. The units are small and hence higher densities required to make the development viable. • The small site with quality designed units creates a safe neighbourhood which will support local shops and community facilities and will enhance the overall character of the area. Again, the units are for older people and higher densities create a safer environment. • Housing Bodies have identified a need for this type of development for older persons. Indeed, we would draw your attention to the current last phase of the Development Radharc an Bhri on which were responsible for design where it was identified by the Housing Body and MCC Housing for the need for this type of dwellinghouse and they are currently under construction. Again, on the basis of above we believe that following our reduction in the number of units that these site -specific circumstances justify the number of units/densities proposed and would be a missed opportunity. F.I. ITEM 3 The previous units 1 7 2 have now been omitted. The previous units 3 and 9 have been omitted in lieu of 2no, 2 bedroomed units. In this respects the proposed development is now behind or in line with existing building lines. Please refer to the enclosed site layout drawings numbered PP -001 and PP -002. F.I. ITEM 4 Please find enclose a public lighting design report and layout drawings. Page 4 Our reference: VMcN/4372-001 Your reference: F.I. ITEM 5 We enclose a revised landscape layout Dr. No. PP -002 with the number, species, location height at planting and height at maturity and an implementation timescale for all proposed planting. The proposed surface material for the "Home zone area roadway" is specified. F.I ITEM 6 We enclose a copy of the Design statement. F.I. ITEM 7 In terms of individual access to the rear gardens. We note that there is access to units 1 and 7. The other units will have bin and bike storage facilities within the front private amenity spaces. These are detailed on the site layout- Landscape drawing No. PP -001 & PP -002. We note that this approach was applied to the small single storey units on granted permission under planning reference 22/ 354. Sharded open access passageways to the rear can also create security issues and given the proposal is for an age friendly development we would wish to avoid this. In terms of Section 15.25 of the development plan we are providing both bike storage an bin storage at the front of the units where required. F.I. ITEM 8 The omission of 2no. units and revised site layout has resulted in an open space being provided in excess of 25% which is well above 10-15% requirement. F.I. ITEM 9. We are now providing 3no. visitor parking spaces as indicted on the site layout drawings. F.I. ITEM 10 Please refer to our enclosed letter/report reference: 4372-003 where we have provided a detailed response to all concerns raised by submissions during the initial planning period. PL: REF: 25/47 COMMENTARY ON SUBMISSIONS MADE BY THIRD PARTIES DURING INITIAL PLANNING PERIOD. For clarity we will respond to the various submission based on points raised. To avoid repetition, we have responded to each of the various issues raised in one commentary. SUBMISSSION - CIARA LOUGHMAN It is noted that on recently passing the site that this property was up for sale for a long period of time. In response to the concerns raised we will note as follows: 1. Impact on Boundary Wall and Existing Structures It is proposed that a new nap rendered wall be erected between the properties at the front of the site as indicated on our site layout drawing No. PP -002. All boundary treatments are specified on the drawing. Registered Company Registered Office at Directors McNamee Chartered Building Surveyors Ltd Bantry House, Dundalk, Co. Louth Vivian J McNamee Registered in Ireland Cathal P McNamee Registration No. 410253 VAT No. 6430253H Company Secretary Vivian J McNamee Our reference: VMcN/4372-002 Your reference: The boundaries to the development will be maintained by the occupants as would always be the case to the end facing their property. The alleged overhanging roof of the adjoining property over the site would we believe may be an encroachment. This is a legal issue and not to be sorted as part of planning application. In respect of the maintenance of the shed walls etc the same applies. We note that our client owns the entirety of the property outlined in red. 2. Overdevelopment and Density Concerns The number of units has now been reduced from 9 to 7 units and 2no. 3 bedroomed units dropped in lieu of 2no,. 2 bedroomed units. We have addressed this issue in our main cover letter response to the request for further information. 3. Uncertainty Regarding Use and Occupancy The dwellings are designed for occupation by aged or elderly people or indeed people with disabilities, hence they small foot prints accessibility etc. There can be no guarantee or stipulation that I am aware of regarding whom may occupy them. It is very apparent from the design that they are to facilitate the more aged/ elderly members of the population given their size etc. The ownership of the houses private or public is not relevant to the application with exception of meeting Part V Obligations. SUBMISSIONS - EAMON TAVEY SEAM McDONALD & JOHN McDONNELL These submission are very similar and raised same concerns in terms of traffic, parking, density, CAPACITY OF SEWERS, and questioning age friendly approach in terms of location. In these respects in summary, we would note: • There is a stage 1 & 2 Road Safety Audit submitted with the further information and all recommendations of this report have been adhered to. • There is parking provided for each housing unit (2no. per unit) and also an additional 3no. visitors parking spaces. • In terms of density and age friendly housing we have already addressed this in previous commentary and cover letter. • We have already submitted a confirmation of feasibility from Irish water for the development for both watermain and Foul sewer connections CDS25004094 Page 2 Our reference: VMcN/4372-002 Your reference: SUBMISSION - AUDREY BRADY This submission raises concerns in terms of overlooking and privacy, density traffic etc. The submitter has failed to demonstrate how overlooking can occur or indeed invasion of privacy. The houses are single storey. The boundaries adjacent are 2m in height and there are no windows along the boundaries adjacent this submitter. I fail to see how privacy overlooking or otherwise could occur. Again, we note that we have dealt with density traffic etc in previous commentary. Louth Document prepared by: Mr Vivian McNamee MSCSi MRICS Job reference: VMcN/4372-001- DESIGN STAT Reviewed by: Mr Vivian McNamee MSCSi MRICS INTRODUCTION The proposed development comprises the construction a new residential development comprising 7no. age friendly single storey dwellinghouses that includes a terrace of 7no. 2 bedroomed dwelling houses and all ancillary and associated site development works including site clearance works, new vehicular and pedestrian access off the N53 Dundalk Road, car parking spaces, communal open space area, hard and soft landscaping and boundary treatment works. The initial application included for 9no. units but has now been reduced to 7no. units in response to a further information request from Monaghan Co. Council Planning Department. The site for the proposed development is located just of the N53 Dundalk Road close to the junction to the Dublin Road. The site is a triangular shape configuration. There are no buildings or developments on site at present. The site is in effect a greenfield site. There is road frontage to the Dundalk Road. The site area comprises approximately 0.250 Hectares (0.617 acres). The site is Zoned Proposed Residential B — as detailed in chapter 9 -Table 9.1 of the Monaghan Co. The principal permitted land use is residential. Development permitted on these lands will be low density residential development or serviced residential sites. However other uses open for consideration include education, nursing homes, creches, health centres, community facilities, and guesthouses provided all such proposals are in keeping with the established built character of the area and do not adversely impact upon the amenity of existing residential properties. So the principle of the proposal is considered acceptable with the underlying zoning objective for the area. In terms of this Design statement, we have taken on board full consideration of Planning, Environmental (the natural and built environment) and Contextual matters. In respect of these considerations the design statement is to inform the detailed design of the proposed development. The proposed design seeks to preserve the character of the Town and its setting by the design, scale and configuration of the proposed development having regard to the history, heritage and architectural importance of Castleblayney Town. This design cannot be used for Construction. This design does not purport to eliminate health and safety risks as a risk assessment has not been undertaken. Depending on the level of information received, a number of assumptions may have been applied in order to create an indicative lighting proposal and costing model, according to lighting industry guidelines and incorporating industry best practice methods. These assumptions are documented below and will require confirmation by the Principle Designer nor are we the PSDP (which is not Signify) during the detailed design phase. Project Specific Comments/Assumptions • Lighting Calculation has been produced to achieve Lighting Class P4 for the new estate and C4 for the junction conflict. The main road existing was also calculated and P2 lighting class was achieved. • Where column heights have not been provided/specified, these have been assumed to be 6m for new locations and 8m for existing. • It has been assumed that luminaires will be mounted post -top. Generic Comments/Assumptions (unless otherwise stated above) • Preliminary Design proposals produced by the Signify LiAS Team are not to be used for installation purposes. It is the responsibility of the Principle Designer and/or Principle Contractor to ensure all Installation and Maintenance can be done in a safe manner, carried out by competent persons, based on their agreed Risk Assessments and Method Statements. • The Luminaire Maintenance Factors have been based on 6 -year cleaning intervals within an E3/E4 Environmental Zone and it is assumed that lamp/luminaire failures will be replaced on a 'spot replacement'. • Energy consumptions have been based on the luminaire/s having Constant Light Output (CLO) enabled and the quoted wattage/s are the average over 100,000 hours (without dimming). • The design calculations produced by Signify do not account for the effect obstructions, such as trees, will cause. • Signify has not been provided with utility plans showing Buried, Above Ground or Overhead utilities. Therefore, all column/ luminaire locations are indicative and are subject to review/verification by the Principle Designer. • Unless stated otherwise, Signify has not visited site. Therefore, all column/luminaire locations are indicative and are subject to an onsite verification arranged/performed by the Principle Designer. • Signify has not produced any Private Cable Network electrical calculations or reviewed the DNO network to confirm power supplies to the proposed lighting. • Signify has not performed any asset condition testing and therefore assumes that any existing lighting columns/wall mounted brackets are structurally capable of supporting the weight & windage of the proposed luminaire/s. This must be verified by the Principle Designer before installation works commence. • Unless stated otherwise, Signify is not supplying the new lighting columns (including brackets etc) and therefore it is the responsibility of the Principle Designers to confirm that all proposed equipment is suitable for the intended locations (e.g. raise & lower, ground condition, foundation type, saline environment, etc). • Unless stated otherwise, luminaires will be supplied in their standard colour. • WARNING - All proposed locations are only adversary and will need to be measured and set back from any ESBN low voltage assets 230v, any larger ESBN assets such as 400v or above. We advise you refer to the ESBN guidance docs on set back from ESBN assets before setting out the site or sending anyone to work. This will be down to the installation contractor to set out the column locations on site. The extra width offers additional maneuverability allows drivers to decrease the length of reversing needed to enter/exit the space. This approach is recommended in DMURS (Fig. 4.82) as per extract below. LACK OF LATERAL CLEARANCE BETWEEN END OF SHARED SURFACE AND BOUNDARY WALL Problem The shared surface east cul-de-sac leg is shown to extend right up to the block wall along the east boundary of the site. It is therefore important that a shared surface is 'visually different' from a normal road surface to offer visual signaling to road users that they are in a 'different' road environment than a standard road and footpath configuration. The proposed use of standard asphaltic concrete (black) for the shared surface would fail to provide this distinction given that all standard roads have a asphaltic concrete surface. ,q;Exsrng sited. 1' L103D00 04 FFL INIW .101. However, ssome Road Authorities are loath to take in charge residential estates with that surface type. The use of asphaltic concrete with red chippings would be visually different than black asphaltic concrete while retaining the structural properties of standard asphaltic concrete 2.9 PUBLIC LIGHTING Problem No public lighting is shown on the drawings issued to the Audit Team. The absence of lighting shall increase the risk of collision between vehicles, between vehicles and vulnerable road users and increase the risk of trips by pedestrians. Recommendation The detailed design proposals for the development should include for public lighting with LED technology in accordance the British Standard Code of Practice for the Design of Road Lighting (BS5489) or other suitable design code as approved by Monaghan Co. Co. should be provided throughout the site and at the site entrance to ensure that vehicular ad pedestrian/cyclist routes are sufficiently illuminated. Care should be taken to ensure that the position of lighting columns do not impede pedestrian routes. 4.0 AUDIT TEAM STATEMENT We certify that we have visited the completed development and carried out a Stage 1 & 2 Road Safety Audit in accordance with TII Design Manuals GE -STY -01024 (Road Safety Audit) and TII Document GE -STY -01027 (Road Safety Audit Guidelines).
