Planning and Development Regulations 2001 (as amended). 26/60119 - permission for alterations to three existing classrooms and a resource room to form three special education needs classrooms with external exit doors, alterations to one existing classroom to form a multi sensory room and office with staff toilets, the construction of a two storey extension at the rear of the south west facing school building and bounded by the north west facing school building to provide four classrooms to include alterations to existing school building to provide access, alterations and extension to existing resource room at first floor level, alterations to existing ground floor corridor and storage and an extension to the existing ground floor boiler house, alterations to part of the boundary wall and the gate of the adjacent 'Open eir' property to the east of the school to include realignment and extension to the existing footpath and all associated site works to include alterations to existing car parking facilities at Inishkeen Glebe County Monaghan. _______________________________________________________ Dear Sir/Madam, With reference to the above application, I am to inform you that the information submitted is not adequate to enable a decision to be made. In accordance with the provisions of Article 33 of the Planning and Development Regulations 2001 (as amended) you are hereby requested to submit further information as set out on the attached page. Article 33(3) states that “where a requirement under sub-article (1) or sub-article (2) (Clarification) is not complied with within the period of 6 months from the date of the requirement for further information, or such additional period, not exceeding 3 months, as may be agreed by the Planning Authority, the planning application shall be declared to be withdrawn”. It should be noted that you will be required to give notice in an approved newspaper under article 35(1)(a) and erect a site notice in accordance with Article 35 (1)(b) of the Planning and Development Regulations 2001 (as amended) if the further information received is considered to contain significant additional data. The submission should take a coherent account of any issues that overlap/interlink. Should the Further Information materially/significantly alter the proposed development, you are obliged to re-advertise same in accordance with Article 35 of the Planning and Development Regulations 2001 (as amended). No inference is given in requesting this Further Information that planning permission will ultimately be forthcoming. 1. Whilst the proposed development includes alterations to existing external areas, the information submitted does not adequately demonstrate that an acceptable quantity of usable and functional social/play space would remain, having regard not only to overall area but also to layout, accessibility and supervision. Accordingly, please submit revised details, supported by annotated site layout drawings, clearly identifying all areas of external play space post-development and demonstrating their usability, accessibility, and capacity to cater for the needs of students. 2. As per Section 15.24 and Table 15.5 of the County Development Plan 2025-2031, acceptable circulation space and set down/pick-up facilities are needed to cater for school operations. In the context of an established village centre school site, it is acknowledged that set down and pick-up arrangements differ from those achievable on a greenfield site. It is also noted that the students to be accommodated by the development are already present on-site, albeit in substandard arrangements. To allow for a fully informed assessment, and notwithstanding the information submitted, please submit revised details, including annotated drawings and a supporting statement, which: i. Clearly establish how the relevant students are currently set down and picked-up; ii. Demonstrate how these current arrangements interact with the existing operational baseline of the school; iii. Demonstrate that the formalisation and consolidation of this activity would not unduly add to the existing conditions at the site and the surrounding area, having particular regard to peak-time usage; and iv. Confirm the current and proposed staff and student numbers on-site, and that the proposal is not predicated on any increase in same. 3. The application includes correspondence from a third-party landowner (Open Eir) indicating consent to works affecting adjoining lands; however, the referenced map outlining the extent of such consent has not been submitted. Accordingly, please submit the referenced map, clearly identifying the lands and works subject to the third-party agreement. In addition, having regard to the proposed use of the existing laneway to the east of the site to facilitate access to the proposed parking area, please submit revised details demonstrating that this access arrangement can operate safely and effectively. Such details shall have regard to relevant design guidance, including the Design Manual for Urban Roads and Streets (DMURS), and shall include, inter alia: i. Confirmation of a legal right‑of‑way to use the laneway; ii. The width and physical characteristics of the laneway; iii. How vehicular movements can be safely accommodated, including avoidance of reversing onto the public road; and iv. How interaction with pedestrian movements would be managed. 4. Submissions regarding your application have been received.
