ADDITIONAL INFORMATION
1.
The Applicant has submitted a Site Layout Plan that indicates the existing site access onto the
Regional Road will be used, however the layout plan does not include any detail on whether or
not the required visibility splays can be achieved at the entrance, and the development is
considered to result in an intensification of the existing entrance. In this regard, the applicant
is requested to submit:
a) A revised Site Layout Plan (1:500 scale) indicating how a clear and
unobstructed visibility splays of 120m can be achieved at the proposed
entry/exit point onto the Regional Road. The required visibility splays should
be provided from a point in the centre of the entrance, 2.4 metres from the
road edge at a height of 1.05 metre to 2.0 metres above ground level. Sight
distances to be measures to the nearest road edge in both directions. The
submitted revised site layout plan should demonstrate all necessary site work,
including the extent of the front boundary hedge and trees which would be
required to be removed/trimmed, re-grading of side banks etc to achieve the
required sight distances.
b) Where the sight distances are not achievable within the applicant’s
ownership, the applicant should submit Legal Agreements with adjoining
landowners giving their consent to allow re-locating of obstruction impeding
on the visibility splays, removal of their hedgerow and hedges trimmed
regularly to provide the required sight distance. The Legal Agreement and
accompanying Maps shall be signed by the landowner, the applicant and
witnessed by a Solicitor in accordance with exact wording of Appendix 13 of
Monaghan County Development Plan 2025-2031.
2.
The Planning Authority note that the Office of Public Works (OPW) Preliminary Flood Risk
Assessment (PFRA) maps indicate that the north-western end of the proposed site is
vulnerable to pluvial flooding. It is unclear if there is to be any infilling proposed in this area. It
is advisable that this area of the site be kept free from any infilling and associated site works
with an appropriate buffer. Should infilling proposals remain for this part of the site then the
applicant is advised as follows:
a) In accordance with Policy ILP 1 and Section 15.32 of the Development Plan
(‘Infilling of Lands’) a site-specific Flood Risk Assessment shall be submitted in
accordance with Section 15.22.8 of Chapter 15 of this Development Plan. Any
Flood Risk Assessment shall be completed by a competent professional with
hydrological experience, confirming that the development:
• Will not be at risk of flooding
• Will not exacerbate flooding in the immediate vicinity or wider area.
• Will not obstruct or impede important flow paths
• Will not result in residual risks to the area and/or development that cannot
be managed to an acceptable level.
The flood risk assessment shall also clearly demonstrate proposed management of any
residual risks.
3.
The application as submitted is considered insufficient in terms of environmental information.
In this regard the the applicant is requested to;
a) Submit a fully completed current version of the Water Protection Plan
Checklist.
b) Submit design details of the existing and proposed stormwater drainage
system. Stormwater treatment proposals shall consider the use of nature-
based solutions for the attenuation and treatment of stormwater run-off from
the development and shall include proposals for future maintenance of same.
c) Submit a revised site layout plan, scale 1:500, demonstrating the following:
i. The proposed surface storm water drainage systems
ii. The location of stormwater treatment, attenuation or any nature-
based solutions proposed for treatment/attenuation of stormwater
arising onsite.
iii. All associated stormwater discharge points and outfalls.
d) Clarify if it is proposed to import or export any soil to / from the site.
