Dear Brian, Please find enclosed the following documentation in relation to this further information response. Section 15.16 ‘Tourism’ of the Monaghan County Development Plan 2025-2031 notes that the Council shall encourage the provision of tourist accommodation and facilities in appropriate rural locations ‘where a clearly identified site-specific tourism need has been demonstrated to the satisfaction of the Planning Authority’. Notwithstanding the details submitted, the applicant is requested to provide additional information which clearly demonstrates how there is a site-specific need for short-term letting tourism accommodation at this location. The applicant has written the attached ‘Letter of Support’ in which she demonstrates that there is a clearly identified site-specific tourism need for this area and that short -term letting tourist accommodation is in demand. In compliance with Section 15.16: a) The applicant has demonstrated the site-specific tourism need for the area. b) The dwelling currently has a high standard of design and materials. c) It is not detrimental to scenic and heritage assets or in any protected or heritage areas. THE STABLES, DRUMCONRATH ROAD, CARRICKMACROSS, COUNTY MONAGHAN. A81 YX28 Telephone: (042) 9662275 E-mail: info@fineganjackson.ie Website: www.fineganjackson.ie RECEIVED: 25/05/2026 Owen Finegan B.Sc. (Hons.) MCIOB | Wayne Geary B.Sc. (Hons.) MSCSI MRICS Finegan Jackson Building Surveyors Limited We believe that this is satisfactory justification in compliance with Policy TOUP1 of the Monaghan County Development Plan 2025 - 2031. 2. Section 15.24 ‘Car Parking Standards’, of the Monaghan County Development Plan 2025-2031 states that that all developments are required to provide within the site area, suitable provision for servicing, parking and manoeuvring of vehicles associated with the proposal. Parking provision for ‘Hotel/Guesthouse/B&B’ development is calculated at a rate of 1 no. space per bedroom, in accordance with Table 15.5 ‘Car Parking Standards’. The applicant is therefore requested to provide a revised site layout plan which demonstrates that there is scope within the application site for the provision of 4 no. parking spaces and any associated circulation space. Please see attached Proposed Site Plan (Drawing ref. no. J2025 - FI01). 4no;. car parking spaces are indicated in blue hatch to demonstrate compliance with Table 15.5 of the Monaghan County Development Plan 2025 - 2031. The site is large and can comfortably accommodate 4no. car parking spaces (2.5m x 5.0m) on the existing tarmacadam hard-standing without any proposed works. Adequate turning facilities are available in the large yard to the north side of the dwelling also. 3. Section 15.22.4 ‘Landscaping and Boundary Treatment’ of the of the Monaghan County Development Plan 2025-2031 requires the submission of landscaping details that are commensurate to the scale of development being proposed. Having particular regard to nature of the proposal and the proximity of the site to an existing dwelling located on adjoining lands to the south, the applicant is requested to submit a revised landscaping/layout plan demonstrating appropriate landscaping/boundary treatments along the application sites southern and eastern boundaries. Please see attached Proposed Site Plan (Drawing ref. no. J2025 - FI01) which is now updated to include a comprehensive landscaping plan. All new landscaping notes are in blue font. Existing soft landscaping is already in place to the front, rear and sides of the dwelling. It is now proposed to plant a native hedgerow to the east and north boundaries on the inside of the existing boundary fence for adequate screening and to complement this with native trees throughout also. 4. In the interests of clarity, the applicant is requested to provide a concise report which demonstrates how the conditions of original permissions 96/316 and 97/693 pertaining to this site have been satisfactorily complied with. 96/316 was granted for ‘erect a dormer dwellinghouse at Drumturk’ and was subject to 6no. conditions. This application was superseded in part in that 97/693 was granted for ‘change house plans and relocate two storey dormer dwelling at Drumturk’ and was subject to 7no. conditions. These are summarised below: RECEIVED: 25/05/2026 Owen Finegan B.Sc. (Hons.) MCIOB | Wayne Geary B.Sc. (Hons.) MSCSI MRICS Finegan Jackson Building Surveyors Limited Planning Ref.
